About this file
This is a Request for Information (RFI) Responses document containing six clarifying questions and answers related to a National Park Service road and parking lot striping solicitation (140PS126Q0022). The acquisition is set-aside for Small Businesses and is designated as General Construction work.
Key clarifications addressed include: working hours are restricted to 5:30 PM to 6:00 AM (no Fridays or weekends) for evening/night operations; the government will provide pre-work sweeping and debris clearing through park staff coordinated with the Contracting Officer's Representative; glass beads must be applied to all paint per the Statement of Work specifications; prime contractors may subcontract striping activities to non-small business subcontractors provided the subcontract does not exceed 85 percent of the total work (with any further subcontracting by that firm counting toward the prime's 85 percent limitation per FAR 52.219-14); and obliteration scarring from stripe removal must be covered with asphalt emulsion to blend with adjacent pavement per Section 02618 of the specifications, with this work to be included in contractor pricing. The document references the Statement of Work sections 1-4, 2-2, 3-4, 3-5, and 3-7, as well as RFQ Attachment 3 regarding Limitations on Subcontracting.

| Questions & Answers Document | ||||
| # | Contractor Question | Reference | Government Response | Reference |
| 1 | What are the allowed working hours for the parking lot striping and roadway striping? | SOW 3-5 C | No Fridays or Weekends. Please reference Statement of Work for additional details. 530PM to 6AM is approved for the start time and end time for evening/night work. | SOW 1-4 |
| 2 | Will the government sweep prior to striping operations for excessive debris? | Yes, the Park will be sweeping. Please coordinate with the Park PM/COR prior to laying down paint; a road crew will be sent by the Park, prior to the planned work, to clear the area of debris. | ||
| 3 | Is it the government intent to have parking lot lines and the symbols in the parking area receive glass beads? | SOW 3-7 | Statement of Work Part 2-2 references use of the beads. Note the specification states "all paint." | SOW 2-2 |
| 4 | Will the Government be accepting proposals from prime contractors that do not self-perform pavement marking work and instead subcontract the striping activities to a pavement marking subcontractor? If so, must the subcontractor independently meet the project's set-aside requirements, or is compliance determined solely at the prime contractor level? | The acquisition is set-aside for Small Businesses and "Limitations on Subcontracting" apply. The CO views this requirement to be "General Construction, " therefore, provided the subcontract firm does not exceed 85% of the work, their use as a sub is permissible. Note that FAR 52.219-14(e)(3) states "Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded" If the subcontractor is an SB and subcontracts to an LB, that still counts toward the Prime's 85% and must be reported on the RFQ Attachment 3 worksheet (or equivalent). See FAR Clause 52.219-14 Limitations on Subcontracting DEVIATION Jan 2026. | RFQ Attachment 3 - Limitations on Subcontracting | |
| 5 | The locations where stripe oblit will take place, does the government want the obliteration scarring covered with a sealant? | Yes, we want the scarring to be covered. "Pursuant to Section 02618, Part 3, REMOVAL: the Contractor is required to apply asphalt emulsion to all asphalt pavement areas after removal of paint, in a manner to blend the removal area with the adjacent asphalt. This applies unless otherwise directed by the Contracting Officer. Bidders should include this work in their pricing. No amendment is issued; the existing specification governs." | SOW 3-4 Removal | |
