About this file
This document is a Justification & Approval for Other Than Full and Open Competition form for a fire engine repair. The document details a repair for a 2016 Ford F-550 Wildland Fire Engine (vehicle I414064) that experienced a major engine malfunction near Cheyenne, Wyoming while returning from fire assignments in California and Oregon. The required repairs include replacing the turbo charger assembly, diesel particulate filter, and both vehicle batteries, using new OEM parts. The total repair cost is $18,334.43, comprising $15,330.87 for parts, $2,646.31 for labor, and $357.25 for shop supplies.
The justification for sole source procurement is based on limited vendor availability in the remote Cheyenne location, with research on SAM.gov revealing only two potential diesel engine repair vendors, one of which is ineligible. The fire engine is critical for wildland fire suppression and prescribed fire needs in the Great Lakes Fire Management Zone, protecting 12 National Park Service Units across Indiana, Illinois, Wisconsin, Minnesota, and Michigan. The repair is time-sensitive due to the ongoing fire season and previous delays from a government shutdown, making immediate repair essential for maintaining emergency response capabilities.

__X____ Other Specialized Equipment Wildland Fire Engine, AND location of the breakdown.
Explain: Engine I414064, a Wildland Fire Engine, experienced a major engine malfunction on Interstate
80 near Cheyenne WY on October 8 returning from three months of fire assignments in CA and OR.
This engine is needed back in service to cover the wildland fire suppression and prescribed fire needs in the Great Lakes Fire Management Zone which protects 12 National Park Service Units in IN, IL, WI, MN, and MI. It is now fire season in the upper Midwest. There has already been a considerable delay due to the government shutdown.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Engine I414064, a Wildland Fire Engine, experienced a major engine malfunction on Interstate 80 near
Cheyenne Wy. Research on SAM.gov revealed only two vendors that would work on diesel engines in
Cheyenne. One of these vendors is listed as INELIGIBLE on the site. The local ford dealer is not listed in SAM.gov. The vehicle is disabled and would need to be towed if another vendor could be found that is current in SAM.gov. Due to the remote location of Cheyenne WY, it is not reasonable to find another vendor. Screen shots of SAM.gov are included.
