1. Nature and/or description of the item/service being procured and its intended use (including the anticipated cost):

Replace the Oil Pan on a Ford based Fire Truck. Contractor will provide all needed parts, shop supplies, labor, and materials to complete project tasks. Work is to be completed as soon as possible after an awarded purchase order.

All repairs are to be made at a certified repair facility. Upon acceptance of project completion, contractor will provide Government with all warranty and invoice documentation. Cost for repairs is estimated at $3,766.25.

Explain:

On November 21, 2025, Engine 601, NERIs 2015 Ford F-550 Type 6 Wildland Fire Engine (License Plate #

I413701, Vin # 1FD0X5HTXFED70631) oil leak that was diagnosed as an Oil Pan failure which needs replacement.

During the inspection, the mechanic discovered that a fuel injector required replacement. This vehicle is used as an initial attack and prescribed fire and fuels treatment vehicle and it also other supports national federal agencies like

BLM, FS, and USFWS with their agencies’ wildland fires and prescribed fires.

The fire season and prescribed fire burn windows are currently on going; therefore, it is critical to complete the repairs of this vehicle in an urgent manner. To do this the NPS requires a certified repair facility to replace the Oil

Pan and the fuel injector on the Fire Truck. NFPA 1500 Firefighter Safety Standard, NFPA 1901: Standard for

Automotive Fire Apparatus, NFPA 1906: Standard for Wildland Fire Apparatus, and NFPA 1911: Standard for the

Inspection, Maintenance, Testing, and Retirement of In-Service Automotive Fire Apparatus require that all maintenance performed on fire response vehicles be completed by manufacturer certified personnel using manufacture certified parts. The safety of firefighters depends upon correctly repaired vehicles, and this cannot be maintained if unqualified or uncertified people are performing the work using non-manufacturer parts.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:

The contracting officer accessed the SBA’s Dynamic Small Business search tool in order to find the closest qualified vendor; they are only three SB Ford dealers in WV with Mid State Ford LLC in Summersville, WV, the closest dealer at 21-miles from NERI. This vendor is a small business and has the certified mechanics on staff that the

NFPA requires to repair this vital emergency response vehicle.
