About this file
This document contains questions and answers from a Sources Sought notice for the ISRO Ranger IV vessel construction project for the National Park Service. The Q&A addresses four key areas: (1) whether shipyards can bid as both the VCM and construction yard, to which NPS indicates they are considering all options and will clarify corporate separation requirements after market research; (2) budget projections, which NPS declined to disclose; (3) clarification of the Phase I Design deliverables, which includes preliminary/contract design with 36 specified deliverables ranging from design summary reports to technical drawings and analyses; and (4) consideration of milestone-driven payment structures to reduce financing costs and inflation risks, which NPS acknowledged and will consider, noting bonding requirements will be specified in the solicitation.
The document provides extensive detail on the Phase I Design deliverables through a comprehensive list of 36 items (DI-004 through DI-036) covering aspects like design summary reports, equipment lists, performance analyses, technical drawings, and system specifications. The deliverables include ABS Ice Class Analysis, various engineering reports covering areas such as seakeeping and maneuvering performance, and multiple technical drawings requiring ABS Approval in Principle. NPS indicates that more design details will be discussed at an upcoming Industry Day to be announced in a separate special notice.

ISRO Ranger IV
Sources Sought Response Questions
1. Because the acquisition is intended to use a VCM, and there are so few independent VCM companies in the US, can a shipyard bid as both the VCM and the construction yard? If not, what level of corporate separation would be required to be acceptable?
A. At this time, the National Park Service is considering all options. The option to allow shipyards to bid as both the VCM and the construction yard, or two separate contracts (one for VCM, one for construction). Any level of corporate separation will be clarified when the market research phase of the requirement has concluded/prior to solicitation. The information gleaned from market research, including the information from this Sources Sought as well as our upcoming Industry Day will assist in this decision-making process.
2. Does NPS have an updated budget projection for this project? We located a 2015 design study which included a budget for that year for the Ranger IV project. This study included several other alternatives. Any information on that would be helpful if NPS is still considering other alternatives.
A. Budget information will not be disclosed.
3. NPS question #2 states "it will provide Phase I Design, is this sufficient to provide a firm fixed price vessel, including delivery?" Can NPS clarify what a Phase I design" would encompass as far as completed drawings and level of design completion?
A. The “Phase I Design” is the Preliminary/Contract Design for the Ranger IV, including engineering analyses, tradeoff studies, model testing, and engineering and design documentation defining preliminary and contract designs. The list of completed deliverables that are anticipated to be provided with the solicitation is included below. The design details will be shown and discussed in more detail at an Industry Day, to be posted under a separate special notice.

4. From a risk management perspective for all involved (both the US Park Service and contractor) would NPS consider a milestone driven payment structure. This reduces the cost of building the vessel (by lowering/eliminating finance charges) and neutralizes the risk of inflation-driven cost increases. Milestone payments ensure materials and equipment are purchased timely and as needed in the construction schedule, allowing for the timely purchase of long lead time and volatile components of the vessel (steel and aluminum). We believe milestone payments better align builder and customer interest and incentives.
A. We have received your feedback and will take this into consideration. Bonding requirements will be specified in the solicitation.
