About this file
This document is a Scope of Work (SOW) for the replacement of a dual-compartment vacuum truck tank for the National Park Service at Black Canyon of the Gunnison National Park/Curecanti National Recreation Area in Gunnison, Colorado, dated September 22, 2026.
The contractor shall remove the existing steel dual-compartment tank (500-gallon fresh/grey water, 2,500-gallon blackwater) from an NPS 2004 Freightliner FL112 chassis (GVWR 54,000 lbs, VIN 1FVHBGAS14HM30184) and furnish and install a new aluminum dual-compartment vacuum-rated tank meeting identical capacity specifications. The new tank must feature aluminum construction with minimum 1/4-inch barrel thickness and 5/16-inch head thickness, ASME-rated dished heads and internal baffles, full-length skids, interior protective lining or coating, and exterior corrosion-resistant finish. Plumbing and valve requirements include a minimum 4-inch flanged discharge, minimum 3-inch front and rear intake, minimum 3-inch stainless fresh water fill with top-fill and vacuum-system fill capability, brass or stainless ball valves, cam-lock fittings with dust caps, and a low-point drain on the freshwater compartment. The tank shall include three mechanical sight glasses with protective guards, hose trays running the full length on both sides, minimum top and rear manways with ladder access, rear bumper protection, and DOT lighting. The contractor must reconnect the existing vacuum system (Fruitland Manufacturing Model 3730, Serial #372282) and ensure the final assembly complies with DOT, FMVSS, EPA, OSHA, and ASME standards. Work shall be performed at the contractor's facility with the contractor coordinating transportation of the vehicle from 102 Elk Creek, Gunnison, Colorado 81230, and returning it upon completion. The contractor must provide a minimum one-year warranty on all tank, mount, plumbing, and body components, submit tank drawings, plumbing diagrams, mounting plans, warranties, timeline, and itemized pricing breakdown, and deliver a fully operational tank with complete documentation. The project performance period is 160 calendar days.

Black Canyon of the Gunnison National Park
Specifications:
Septic Pump Truck Tank Replacement
DATED:
9/22/2026
NATIONAL PARK SERVICE
INTERIOR REGIONS 6/7/8
Scope of Work: Vacuum Truck Tank Replacement Curecanti National Recreation Area – Gunnison, Colorado
GENERAL
This Scope of Work (SOW) describes requirements for the removal of the existing dual-compartment steel vacuum tank and installation of a new aluminum dual-compartment vacuum-rated tank on the NPS 2004 Freightliner FL112 (GVWR 54,000 lbs, VIN 1FVHBGAS14HM30184). The Contractor shall provide all labor, materials, equipment, tools, supervision, transportation, and incidentals necessary to furnish and install a fully functional tank assembly meeting all specifications in this SOW. Chassis has been inspected by the park as in known to be in serviceable and good condition.
BACKGROUND
The current tank is a steel two-compartment unit composed of a 500-gallon fresh/grey water compartment and a 2,500-gallon blackwater compartment. Due to age, corrosion, and structural degradation, the tank no longer meets operational needs. The chassis remains serviceable; only the tank assembly is being replaced.
SCOPE
Work includes removal of the existing tank, furnishing and installation of a new, dual compartment aluminum tank (500-gallon fresh/grey water, 2,500-gallon blackwater), integrating plumbing, valves, sight glass level indication, mounts, skids, and accessories;
reconnecting existing vacuum system; testing; documentation; and delivery.
TANK ASSEMBLY REQUIREMENTS
- Total capacity: 3,000 gallons (500 fresh / 2,500 waste)
- Hose trays the length of the tank on both sides
- Aluminum vacuum-rated construction
- Barrel thickness minimum 1/4 inch
- Head thickness minimum 5/16 inch
- ASME-rated dished heads
- Internal ASME-compliant baffles
- Full-length skids
- Interior liner or protective coating
- Exterior corrosion-resistant finish
- Three mechanical sight glasses installed with protective guards
- No electronic tank level sensors
PLUMBING & VALVE REQUIREMENTS
- Discharge: minimum 4-inch flanged
- Intake: minimum 3-inch front and rear
- Fresh water fill: minimum 3-inch stainless, able to fill from the top and through the vacuum system.
- Brass or stainless ball valves
- Cam-lock fittings with dust caps
- Low-point drain on freshwater compartment
Integrated Fresh Water Fill System System uses a T into discharge pipe after 4-inch ball valve with 3-inch ball valves, male 3-inch camlocks, and two 22.5-degree elbows to allow attachment of 3-inch hose from discharge to fresh fill. A 2-inch ball valve vent shall be installed between the 3-inch ball valve and camlock. This will also allow the fresh water tank to be filled from the vacuum system and to rinse out the sewage suction line.
REMOVAL REQUIREMENTS
Contractor shall safely remove and dispose of the existing tank, properly manage residual contents, remove obsolete mounts, and protect all chassis systems during removal.
INSTALLATION REQUIREMENTS
Install aluminum tank per Freightliner FL112 body-builder guidelines, ensuring proper alignment, support, and clearance. Connect plumbing, valves, fill systems, sight glasses, and reuse vacuum system. Confirm axle load compliance.
ACCESS & SAFETY REQUIREMENTS
Minimum top and rear manways, ladder access, sight glasses, hose trays, rear bumper protection, DOT lighting.
COMPLIANCE REQUIREMENTS
Final assembly must meet DOT, FMVSS, EPA, OSHA, and ASME-rated tank construction standards.
WARRANTY REQUIREMENTS
Minimum one-year warranty on tank, mounts, plumbing, and body components;
manufacturer standard warranty on furnished components.
CONTRACTOR RESPONSIBILITIES
Furnish materials and labor; deliver operational tank assembly; ensure compliance;
perform tests; provide manuals and warranties; maintain safe workspace.
DELIVERY REQUIREMENTS
Work shall be performed at the contractor’s facility. The contractor shall coordinate transportation of the truck from the NPS facility at 102 Elk Creek, Gunnison, Colorado 81230, to the contractor’s facility and it’s return upon completion. Final delivery shall include a fully operational tank and complete documentation package.
SUBMITTALS
Contractor shall submit tank drawings, plumbing diagrams, mounting plan, warranties, timeline, and itemized breakdown of pricing.
