About this file
This file is a Request for Information (RFI) responses document that clarifies ambiguities and provides critical guidance for offerors responding to solicitation 140PP027Q0009 for bulk potable water hauling services at Grand Canyon National Park's South Rim facility.
The Government will supply potable water sourced from the City of Flagstaff under the Park's Land Use Agreement at no cost to contractors, who are responsible solely for treatment during transport, hauling, and delivery to the South Rim Water Treatment Plant (SRWTP). The base requirement (CLIN 00010) involves delivery of 500,000 gallons by November 15, 2026 (evaluation date), with an extended Period of Performance through November 30, 2026 to accommodate seasonal weather delays; Option 1 (CLIN 00020) covers 1,000,000 gallons and Option 2 (CLIN 00030) covers an additional 1,000,000 gallons. Pricing must be submitted as a firm-fixed unit price per accepted gallon (the evaluated price) and a corresponding lump-sum price per CLIN for purchase order issuance, with payment made per gallon accepted by the Government inspector. Water pickup occurs at two Flagstaff hydrants (Home Depot East Side or SW Corner of I-40 and Flagstaff Ranch Road), with overhead fill connections of 2.5-inch diameter; contractors bear responsibility for calculating fill and discharge times and configuring necessary equipment. A Government inspector will be on-site from 0700 to 1900 hours daily to approve loads based on a Field Checklist covering trailer identification, driver credentials, free chlorine levels (0.7–1.0 mg/L at offload), pH (7.5–8.5), turbidity (≤1.0 NTU), visual quality, and full truck volume; loads failing critical water quality or visual checks will not be approved for unloading, though the contractor will not be held responsible for water quality failures originating from the Government-supplied source unless caused by transport tank cleanliness issues. Pre-delivery submittals listed in SOW Section 5.1 must be submitted at least four calendar days before hauling begins, and the staging area can accommodate 5–6 trucks simultaneously, with one unloading connection at the SRWTP allowing simultaneous connection of up to two trucks at the contractor's discretion.

| # | Topic | RFI | Response |
| 1 | Base CLIN completion date | The SOW (Sections 1.1, 2 and 4.1) requires delivery of the base 500,000 gallons by November 15, 2026. The solicitation (CLIN 00010 description and Period of Performance) states November 30, 2026. Which completion date governs for CLIN 00010? | 11/15/2026 is the required date, however, given the seasonal weather that may occure, the CO set the POP to November 30 in the event of delays. The evaluation date is as stated in the CLIN |
2 Free chlorine at off-load SOW Section 4.3 requires free chlorine of 0.2–1.0 mg/L in transit "at all times" (A.A.C. R18-4-214(F)), but lists the off-load criterion as "at least 0.7 to 1.5 mg/L." Because a load cannot exceed 1.0 mg/L in transit, please confirm the acceptable free chlorine range at off-load. Is the intended range 0.7–1.0 mg/L? 0.2–1.0 mg/L applies to transit per Arizona requirements.
0.7 to 1.5 mg/L is requirement for offload. Additional dosing may be required at time of offload with short period of driving to mix chemical in truck load.
| 3 | Pricing basis | The SOW describes a firm-fixed price with firm-fixed unit prices per gallon. The solicitation describes a "firm-fixed lump sum price arrangement," and the pricing schedule asks for both a price per gallon and a lump sum. Please confirm: | Yes, we are evaluationg on a perfpirce perga;;on, however for the purpose of the PO, we need a lumpsum price to issue the PO |
| a. Is the lump sum for each CLIN equal to the unit price multiplied by the CLIN quantity? | Yes. | ||
| b. Will payment be made per accepted gallon, as described in SOW Section 3.1? | Per accepted gallon. | ||
| c. Which figure will be the evaluated price? | The per gallon price is the evaluated price…the lump sum is for PO issueance. |
4 Pricing schedule CLIN numbering In Section (b), the Unified Pricing Schedule labels both Option 1 (500,000 gal) and Option 2 (1,000,000 gal) as "CLIN 00020." The instructions say the schedule must not be edited. May we label Option 2 as CLIN 00030, or will an amendment correct the schedule? CLIN 0030 is Option 2. RFI responses are used as amendments.
5 Solicitation number on Attachment 4 The Limitations on Subcontracting worksheet (Attachment 4) and page 4 of the solicitation reference "140PP027Q0008." Please confirm that the correct number is 140PP027Q0009 and that we should enter that number on the worksheet. [CO to confirm, assuming that 009 is the right number] Yes If you need to change the 8 to a 9…I will be evaluationg base on the 140PP027Q0009
| 6 | Missing attachments | The SOW references the following attachments, which were not included in the solicitation package: | |
| - Attachment 1 – Site map (delivery routes, South Entrance Station bypass, unloading points, staging areas) | Included in reponses | ||
| - Attachments 2 and 3 – Unloading point details | Photos will be provided [Pat] | ||
| - Attachment 4 – Receiving-water chemistry (SOW Section 1.3). Note that the solicitation's Attachment 4 is the Limitations on Subcontracting worksheet. | Disregard | ||
| - Attachment 5 – Park Cross-Connection Control Program | Disregard | ||
| - Attachment 7 – Required digital manifest data fields | Disregard | ||
| The receiving-water chemistry is needed to show compatibility under SOW Section 4.3. Could these attachments please be provided? | Disregard |
7 Performance Requirements Summary SOW Section 4.14 requires the Quality Control Plan to address each standard in the "Performance Requirements Summary (Section 4.16)." Section 4.16 is Delivery Schedules, and no Performance Requirements Summary table appears in the SOW. Please provide the PRS or confirm that the acceptance criteria and reporting timelines in Sections 4.3–4.4 serve that purpose. The Government will accept each load using its Field Checklist, included in repsonse. The Quality Control Plan shall address each checklist item and the reporting timelines in Section 4.4. The checklist criteria are: trailer ID on the approved vehicle list and matching the manifest; driver on the accepted driver roster (CDL with tank vehicle (N) endorsement); chlorine dose shown on the manifest; free chlorine 0.7 to 1.0 mg/L (see Topic 2); pH 7.5 to 8.5; turbidity not more than 1.0 NTU; clear and colorless, with no particles, sheen, or objectionable odor; and truck full (volume recorded if the tank is not 6,000 gallons). Temperature and conductivity are recorded only. The inspector will not approve unloading if the free chlorine, pH, visual and odor, or truck-full check is not met; any other item not met is recorded as a deficiency for the Contractor to correct. Because the Government furnishes the water, the Contractor is responsible only for its free chlorine level. If a load fails any other water quality criterion, the Contractor will not be held responsible, and a load that is not unloaded will still be paid at the unit price, unless the Government determines that the Contractor’s transport tank cleanliness or other procedures caused the failure. [CO to confirm payment.]
8 Submittal section reference The SOW states that "items in Section 6.1 are due at least four (4) calendar days before the start of hauling," but the pre-delivery submittals are numbered Section 5.1. Please confirm that the four-day requirement applies to the items listed in Section 5.1. Use Section 5.1.
9 Anticipated Notice to Proceed and funding The solicitation notes that funds are not presently available (FAR 52.232-18). With the POP starting November 2 and a 5-calendar-day mobilization requirement, can the Government share an anticipated award or Notice to Proceed date for scheduling purposes If there is a contract let, the awardee will receive adaquate notice, mobilizatiion time...
