About this file
This is Amendment 0001 to a Combined Synopsis/Solicitation for commercial services (Solicitation 140PP027Q0008) issued by the U.S. Department of the Interior for potable water hauling services at Grand Canyon National Park's North Rim.
The solicitation seeks contractor services to deliver 662,000 gallons of potable water as the base quantity, with an option for an additional 338,000 gallons, all to be completed by October 29, 2026. The water must be sourced from groundwater only and delivered to two 2,000,000-gallon storage tanks. Payment is made per accepted metered gallon at a price per gallon plus a firm-fixed lump sum, with the option evaluated in the same manner as the base. Free chlorine levels must be maintained at 0.2 to 1.0 mg/L during transport and at offload, with additional dosing permitted at the unloading point if necessary. The Period of Performance runs from October 19, 2026 to May 15, 2027. This amendment confirms the solicitation closes at 7:00 PM local time (9:00 PM CDT) on October 13, 2026, attaches the Limitations on Subcontracting worksheet, and provides answers to contractor questions regarding delivery schedules, multiple subcontracted hauling operators (permitted if similarly situated per small business rules), documentation requirements (signage submitted with proposal), and unloading procedures. The government reserves the right to cancel and notes that funds are not presently available but are expected to become available. The Contracting Officer is Stephen Loftus at ConOps Central.

The porpose of Amendment 0001 is to confirm the the solicitation closes at 1900 (7:00 PM) local time or 2100 pm CDT give the AZ time situation.
This Amendment also attaches the Limitations on
Subcontrcting worksheet. Finally, this solicitation also Answers the following questions:
Delivery Schedule
We understand that the 662,000-gallon base quantity may be delivered across multiple days, with completion required by October 29, 2026.
Given the uncertainty of the weather ii or about the North Rim (NR) of the Grand Canyon
(GRCA), the park set October 29 as the delivery date and while this has some flexibility, the
Oct 29 requirement remains as an evaluation factor
Could you confirm the anticipated Notice to
Proceed date, whether there is a minimum daily delivery requirement, and whether multiple subcontracted hauling operators may coordinate deliveries under one prime contractor?
Could you confirm the anticipated Notice to
Proceed date:
This is dependent upon award date: Unknown at this time
Whether multiple subcontracted hauling operators may coordinate deliveries under one prime contractor? The government has no issues with several small business banding together provided that the contractors are similarly situated as the limitations on subcontracting apply for this procurement¿small may band with small, however, if a small bands with a large contractor, the small must do half the work
Today (October 13, 2026) is the last day for questions and the CO corrected the proposal date and time on SAM 7:00 pm Local or 9:00 pm
CDT both are the same time

(C) would the October 29 base completion date be adjusted accordingly?
Yes, but that highly unlikely given the nature of the situation
To confirm, we have to furnish 3 non potable water signs? the park will temporarily post it as non-potable but the water needed is bulk potable water for utility restoration correct?
The solicitation is very clear on these matters.
The CLIN numbers differ between the Section b
Unified Pricing Schedule (CLIN 0001/0002), the
SF 1449 (00001/00002) and the SOW
(00010/00020), and the schedule asks for both a price per gallon and a total firm-fixed lump sum, while the SOW pays only accepted metered gallons. Will payment be made per accepted gallon, and will the option be evaluated at the full 338,000 gallons?
What the CLINs are numbered at is Irrelevant:
CLIN 0001 is the Base and CLIN 0002 is the option... There is no difference between accepted and metered paid by the gallon the
Solicitation indicated that the option was to be evaluated in the same manner as the base amount.
We are performing independent research on the
Combined Synopsis/Solicitation (140PP027Q0008).
We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
This is a new contract
Required Documentation
The solicitation indicates that source identification and signage documentation should accompany the quotation, while SOW Section 6.1 references submission within two calendar days after Notice to Proceed.
Could you clarify which documents must accompany our initial quotation and which may

Submit the signage with the proposal. To be followed up as a submittal for Notice to
Proceed should any changes be required.
The SOW requires free chlorine of 0.2 to 1.0 mg/L during transport, but 1.0 to 1.5 mg/L before unloading. Please clarify the required chlorine range at filling and unloading, and whether additional chlorine dosing at the unloading point is permitted.
Free chlorine in transit to be 0.2 to 1.0 mg/L at all times per Arizona requirements. Free chlorine at off load to be 0.2 to 1.0. Dosing at offload may be required to meet off-load free chlorine totals. Disregard 1.0-1.5 range.
Approved Water Sources
The solicitation references a community groundwater source, while Section 4.4 of the
Statement of Work permits certain surface-water sources.
Could you confirm which sources are acceptable?
Disregard "A surface water or ground water under the direct influence source may be utilized." in Section 4.4. Source is only to be groundwater. If that proves prohibitive, provide a proposal with surface water or ground water under the inlfluence of surface water.
SOW 1.2 states the unloading point location, connection and coordinates are from the 2023 contract and must be verified for 2026, and
Attachment 1 (site map) was not included in the posted documents. Can you please provide
Attachment 1 and confirm the storage tank capacity, the maximum allowable fill rate at the 2-inch camlock, and whether more than one truck may unload at the same time?
