Q&As at Amend 01
Q1. Overall width. Section 1.1 lists a maximum overall width of 65 inches. Machines meeting the 36 ft minimum lift height, 6,000 lb. minimum lift capacity and 11 to 12 ft wheelbase in the same section are typically in the 90-to-96-inch width range. Every other dimension in that section is expressed in feet and inches. Please confirm whether 65 inches is the intended maximum, or whether a corrected figure will be issued.
A1. Overall width can be up to 8 ft (96”), revised in.
Q2. Operating weight. Section 1.1 sets a maximum operating weight of 17,600 lbs. Please confirm whether this is a firm ceiling or a target, given that the lift height and capacity minimums in the same section generally correspond to heavier machines.
A2. With the changes made to a range for the maximum height, reach is a target, not firm, revised in.
Q3. Delivery address. Three addresses appear across the package: 102 Broadway on the specification cover page and in the RFQ content, 103 Broadway in the shipping and delivery paragraph of the specification attachment, and 291 Broadway on the SF 1449 schedule. The consignee is also shown as Cory Thole in one place and Program Manager, Maintenance in another. Please confirm the correct delivery address and point of contact.
A3. 102 Broadway is the correct address. 103 was a typo. 291 was an old address for the park that changed recently.
Q4. Required signature form. The quote submittal checklist calls for a completed and signed acknowledgement of SF 18, while block 28 of the SF 1449 requires the contractor to sign and return one copy of that document. Please confirm which form or forms must be signed and returned with the quote.
A4. The checklist mention of an SF-18 is inaccurate. The required form is an SF-1449, as is in the solicitation posted.
Q5. Nonmanufacturer rule. FAR 52.219-33 is not checked in the 52.212-5(b) listing. Please confirm whether the nonmanufacturer rule applies to this small business set-aside, and whether an SBA class waiver is in effect for NAICS 333924 for this item.
A5. The Nonmanufacturer Rule does not apply to this application, since applicable NAICS for forklifts is 333924, and that NAICS has a current SBA waiver.
Q6. Buy American. FAR 52.225-1 is included. Please confirm how domestic end product status will be determined for this acquisition, and how it is applied to a previously used unit offered under the used equipment allowance.
A6. Certain market Telehandlers (new and used) are foreign end products if manufactured outside the United States. These products are considered Commercially Off the Shelf (COTS) items by definition in FAR Part 2. Therefore, IAW FAR 25.001(c)(1), the Domestic End Product Test has been waived. Consequently, FAR 52.225-1 does not apply to qualifying items as described here. Otherwise, the clause applies.
Q7. Warranty parts. Section 3 states that warranty service shall be performed using OEM-equivalent parts in one sentence and OEM parts in the next. Please confirm which standard applies.
A7. OEM equivalent parts are acceptable, revised in.
Q8. Warranty service location. Please confirm whether warranty work must be performed on site at Skagway, or whether transport of the unit to an authorized service facility is acceptable, and which party bears that transport cost.
A8. Vendor is responsible for warranty work and transport costs. It is up to the vendor to decide which is more cost effective. Either is acceptable.
Q9. Warranty period start. For a previously used unit, please confirm whether the 24 month or 1,500 hour warranty period begins at delivery and acceptance.

Q10. Mechanic certification letter. The specification states the certified inspection letter is required prior to award. Please confirm whether it must be submitted with the quote or provided after selection and before award.

Q12. Factory testing. Section 3 requires the unit to be factory tested at full load with protective devices and control functions checked. Please confirm how this requirement is satisfied for a previously used unit.

Q13. Section references. The specification states that Sections 2.1 through 4 shall be met or bettered, while the document is numbered 1 through 4 with sub-items under 1.1 numbered 2.1.1 through 2.1.10. Please confirm that all requirements in Sections 1 through 4 apply.
A13. This should have read thru 1.1 – 1.6. The following is also considered included.
Q14. Manuals. Section 2 requires two copies each of the operator, service and parts manuals. Please confirm whether printed copies are required or whether electronic copies are acceptable.
