Contractor Question #2 What is the intent for getting the new material placed along the fence line, and removing the existing materials? Would it be permissible to use an ATV with a trailer?

Or does everything need to be hand carried?

Government Reply #2 The parks intent is to have the old fence removed and the new fence installed without causing damage to adjacent natural and cultural resources or property. Vehicles (inc.

light duty trucks) can be used to transport materials and equipment from the contractor staging area to the to an area near the existing fence line via the Memorial Loop Trail (see path highlighted in orange on Map 3 in the Scope of

Work). The use of private ATV's with trailers are not permissible in the park. Existing fencing and new materials will need to be transported by foot

(hand carried) between the Memorial Loop Trail and the fence line.

Contractor Question #3 The soils that are removed from the post holes--Our assumption would be that it can be spread around the holes. Is this correct or does it need to be hauled out as well?

Government Reply #3 Excess soils from post hole excavation can be evenly dispersed along the park side of the fence line.

Contractor Question #4 Is there any access allowed at different places along the fence line?

Or is the only access from either end?

Government Reply #4 The only park approved access to the fence line is from inside the park as indicated on Map 3 in the Scope of Work.

Contractor Question #5 The scope of work calls for the new holes to be 1' deeper, and 6" larger in diameter than the existing ones. How big are the existing concrete slugs?

Government Reply #5 To the best of the park's knowledge, the existing slugs are approximately

8-inches wide and 18-inches deep.

Contractor Question #6 Specifically, what dimensions are you wanting the new holes to be, at a minimum?

Government Reply #6 At a minimum, new holes should be 14-inches wide and 30-inches deep.

Government Reply #7 A mixture of loam and sedimentary soils is typically found around the fence area.

Contractor Question #8 Will it be possible to auger or post-hole dig deeper than the current installation? i.e. is there bedrock or large rocks below the surface?

Government Reply #8 It is assumed that majority of the post hole excavation will be able to be done using hand tools without hitting bedrock.

However, the park cannot guarantee that some large rocks will not be encountered.

Contractor Question #9 What is the intent, for installation, if we run into soils that cannot be excavated with hand tools?

Government Reply #9 If soils are encountered that cannot be removed by hand, then the park will accept pinning into the bedrock prior to installing concrete.

Contractor Question #10 Just to clarify--We are not allowed to use a machine for pulling the existing concrete posts? If this is the case, what would you recommend for pulling these?

Government Reply #10 Correct; in order to protect the parks natural and cultural resources adjacent to the fence line, as well as adjacent private property, the use heavy equipment will not be allowed off trail. It is the vendor/ contractors responsibility to determine how best to remove these components by hand without damaging adjacent resources or property.

Contractor Question #11 To what extent does the fence need to be demolished? i.e. does each board need to be unbolted and the fence completely disassembled? Or can it be cut into panels and removed and disposed of in sections at a time?

Government Reply #11 The entire fence structure that currently exists needs to be removed and disposed of off-site, including all related components such as posts, boards, rails, bracing, concrete footings, fasters, etc. Unbolting each board and completely disassembling the fence in place and/or removing it in sections are both approved methods.

Contractor Question #12 Is there a landfill that will accept these materials?

Government Reply #`12 Sitka does have a landfill as well as solid waste disposal and recycling locations.

Contractor Question #13 Does the concrete and lumber need to be disposed of in separate places?

Government Reply #13 It is the vendor/ contractor's responsibility to verify what materials will be accepted where and what costs are associated with the disposal.

Contractor Question #14 Does the NPS have a relationship with the disposal area where we can dispose of the materials at no cost to the contractor?

Government Reply #14 No. The contractor is responsible for all disposal costs related to this project.

Contractor Question #15 Who is expected to bear the dump fees? Should this be included in our proposal? Or will NPS pay for it directly?

Government Reply#15 The contractor is responsible for all dump fees.

Contractor Question #16 Performance period is stated as 90 days from NTP. Is the intent to award this work in the winter season? If so, what is the intent for performing this work with snow present on the ground?

Government Reply #16 Yes, the intent is to award and complete this work during the winter season when our park visitation is at it's lowest. Sitka

NHP is a temperate rainforest that typically experiences a mild winter season due to its coastal location. Average monthly winter temps' range in the low 40's (f) as a high and low 30's

(f) as a low. Average monthly precipitation amount during winter months ranges from 4-10 inches. Due to these mild conditions, the park believes that this work can be successfully accomplished with in the 90-day performance period as stated.

Contractor Question #17 The narrative mentions that there are remnants of an old chain-link fence. Is removing this part of this

Government Reply #17 No, this scope of work does not include removal/ disposal of the old chain-link fence remnants.

Contractor Question #18 We have products that will block up to 98% view, and around 75%. What is the preference for this project?

Government Reply #18 For pricing purposes, anticipate the more expensive option. A final decision will be made during the product submittal process.

Contractor Question #19 We assume that NPS will provide the cultural monitor. Is this correct?

Government Reply #19 Yes, that is correct.
