1.0 Project Description / Summary:
Sitka National Historical Park (Sitka NHP) seeks to procure a contract to remove approximately 650-lineal feet of existing wooden/ plastic East Boundary fence and replace it with new chain link fencing. On January 29th, 2024, Sitka National Historical Park received excessively high winds that caused damage to sections of our Eastern Boundary Fence. Upon further inspection it was determined that the entire fence line needs replacement, which this project plans to address. It is anticipated that the contractor will need to visit the site prior to providing pricing to ensure all components of the project are accurately recorded and in line with the Park’s project planning.
2.0 Objectives:
To safely remove and dispose of the existing wooden fence and posts and plastic lumber fence slats and replace them with new galvanized metal posts and chain link fencing.
3.0 Background:
The existing fence is composed of wooden support posts/ rails and recycled plastic fence boards. The intended purpose of this fence is to prevent unauthorized access, reduce social trail development, and reduce the park viewshed and soundscape from the adjacent residential development (private property).
Upon detailed inspections, it has been determined that this entire fence line is failing and in need of replacement. It was also determined that a chain-link fence was in place here at one time based off evidence of sections of existing steel fence posts left in the ground at multiple locations along the fence line. However, no record could be found regarding this fence. In April of 2024, temporary repairs were made to shore up the fence until funds could be obtained to replace the entire fence. The Scope of Work herein is for replacement of the entire fence.
Completion of this project will ensure that the parks eastern boundary fence will continue to protect both cultural and natural resources within the park from unauthorized access, reduce social trail development from adjacent housing area, reduce the park viewshed and soundscape from the adjacent residential development, and resolve public safety issues related to adjacent property damage. Replacing the current wooden fence with an all-steel component chain-link fence will provide for a longer lifespan and require less maintenance over time in the wet rainforest environment. Privacy slats in the new chain-link fence will provide the viewshed and soundscape protection needed while allowing for better air movement through the fence during future high wind events.
4.0 Specific Work / Tasks:
This project will utilize a contractor to remove and dispose of all 650-lineal feet of 8-foot-high wooden and plastic fencing and replace it with new 8-foot-high galvanized steel fence posts and chain link fencing with privacy slats. This work will be completed using the following processes.
a. Staging Area: Contractor will be allowed to use a portion of the park’s East Parking Lot for staging of vehicles, equipment, and materials (see Map 3).
b. Site Access: Contractor will be allowed to use Memorial Loop Trail to get vehicles or equipment back to the area of work (see route indicated in orange on Map 3). This gravel trail is wide enough and stable enough to allow for such access and what park maintenance uses to access certain areas of the park with vehicles and equipment. From the Memorial Loop trail to the fence location, access will be limited to foot traffic and wheelbarrows utilizing existing social trails. Note that the Memorial Loop trail receives moderate foot traffic from locals and visitors year around. As part of the required Safety Plan submittal, contractor is to indicate how they plan to address potential unsafe interactions with equipment and pedestrians when using this trail.
c. Demolition: 650-lineal feet of 8-foot-high wooden and plastic fencing as well as concrete post footings will be disassembled and removed by hand and to the nearby Memorial Loop trail where it can be loaded into utility trailers or pickups, then removed from the park and disposed of offsite.
d. Excavation: Approximately 65 new concrete fence post footings will go in same locations as existing concrete fence post footings (spaced every 10-feet). This will minimize new ground disturbance, however because the existing footings were not sufficient in size, which contributed to the overall failure of the existing fence, the new footings will be wider and deeper (approx. 6-inches wider and 12-inches deeper). Post footing excavation will be done by hand using shovels and post hole diggers and/or gas-powered hand operated power augers if site conditions allow. The park assumes a Cultural Monitor will need to be onsite during this excavation process.
e. Fence Installation:
1) Posts/ Footings – New galvanized fence posts will be set and braced in excavated footing holes. Concrete will be mixed at staging area or site access pathway then moved to footing locations using hand operated wheelbarrows and then placed in footing holes. Plastic Sheeting or another suitable ground protection material will be in place at concrete mixing site to protect existing surfaces.
2) Rails/Cross Bracing – After concrete footings have had sufficient cure time, galvanized railing and cross bracing components will be installed.
3) Chain Link Fencing/ Privacy Slats – 8-foot-high galvanized chain link Fencing will be installed down entire fence line then privacy slats installed. Contractor will provide color samples to Park for approval prior to installation. Park will select a color in the brown or green shade category based on which one bends in best with the surrounding natural landscape.

7.0 Special Conditions / Qualifications:
Contractor should have knowledge, experience, and/or abilities as outlined below:
a. Experience working on and/or around cultural and natural resources managed the National Park Service, a government, or private entities in an outdoor setting.
b. Ability to operate machinery near or in cultural and natural resource landscapes and ensure protection of these resources.
c. Understanding of the cultural and natural sensitivities and public optics of working in a historic park setting.
Requirements:
a. All work to be completed will be done in a manner to minimize any impact to the historic landscape, cultural resources, and trail system. If any impact to historic landscape, cultural resources, or trail system is required, both Contract Officer and Park Resources Manager must be consulted and approve of work prior to its commencement.
b. Work areas are to be left in a clean and safe manner throughout the duration of the project.
c. Contractor is responsible for protecting park property and any landscaping outside the work established zone from damage.
d. Contractor is responsible for protecting adjacent private property and landscaping from damage.
e. Use of government utilities:
1) Restroom use may be available at existing facilities. Access to be coordinated with Park contact.
f. Submittal requirements
1) Site-specific safety plan to indicate the location of expected operations, layout, and phasing of proposed construction safety barriers, safety monitoring responsibilities, and contact information for on-site personnel, description of required safety training and emergency response plans and procedures that relate to protection of employees and property.
2) Specifications on the following materials: concrete, fence posts/ rails and related components, chain link fencing, and privacy slats.
g. Vehicle access and parking shall be limited to designated areas only/ Park proposed locations.
h. A Hot Work Permit will be required by the Park for any operation involving open flame or tasks that produce heat and/or sparks.
8.0 Place Of Performance:
a. PROJECT LOCATION: Sitka National Historical Park’s Eastern Boundary fence located off Sawmill Creek Road in Sitka, AK.
b. SITE VISIT: The contractor is encouraged to visit the site prior submitting a proposal.

9.0 Performance Period / Schedule Requirements:
a. HOURS: All work shall be accomplished Monday through Friday from 0800 to 1600. Work outside of these hours or on Federal Holidays must be approved by the Contracting Officer.
b. PERFORMANCE PERIOD: will be 90-days, or as specified by Contracting Officer.
