GENERAL INFORMATION:
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P9725Q0034 A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2025-03 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.

SCOPE OF WORK
I. BACKGROUND AND PURPOSE
This project is to upgrade the existing system at Northwest Arctic Heritage Center at Kobuk Valley National Park.
II. SCOPE AND OBJECTIVES
The contractor shall provide all labor, materials, tools, and services necessary to plan, design, develop, install, train staff and provide one year warranty for an Audiovisual (AV) system for the existing visitor center theater.
Theater
A. The Contractor shall remove all equipment in the existing theater. All equipment will be turned over to the park.
B. No existing gear shall be reused except the following:
1. Listen Transmitter (1x LT-800-216-01)
2. Listen Receivers (LR-400-216)
3. Wireless Microphone System (GLXD124R+/85-Z3)
4. DaLite Electric Screen, 138”x75”, not controlled by system
5. Throw distance is 17’
C. Park will provide ladders for contractor use that will facilitate work in the ceiling for running cable, replacing speakers, etc.
D. The contractor shall procure, fabricate, and install equipment, cable, hardware and other materials necessary to create the audiovisual system in the theater using new materials and equipment.
E. The resulting system shall provide audio and video playback for twelve programs on the digital media player, each with a corresponding synchronized Audio Description mp3 file, plus stop, on the digital media player. Files on the digital media player must be configured so that staff can swap out video and audio playback files by simple substitution on the memory card via BrightScript or equal.
BrightAuthor is not acceptable.
F. The system shall provide playback of audio and video programs from Blu-ray Discs, DVDs (Digital Video Discs), on a hard wire controlled Blu-ray player, RS232C or Network, IR control not acceptable.
G. The system shall provide playback of audio and video programs via an HDMI (High-Definition Multimedia Interface) or USB C from an input plate located on the screen wall, HDMI and USB C input are both required.
H. The system shall provide ADA compliance with 2 RF transmitters, one for Audio Description and one for Assisted Listening. Park will provide one (1) 216Hz transmitter and all the necessary receivers.
Contractor will provide a second 216Hz transmitter.
I. The system shall include one wireless microphone system (GFP). System includes one Hand Held microphone and one body pack microphone, both are connected to the same receiver.
J. The system shall include 1 PTZ camera that shall be controlled by the touchscreen tablets and the output shall be routable to the projector or computer independently.
K. The system shall provide a way of converting the HDMI signal to USB so the park can stream the HDMI signal via Teams, Zoom, etc. Converter will pass video only, audio will be taken from DSP and not HDMI signal. Converter will live in the podium along with HDMI over CAT receiver.
L. The computer at the podium will send HDMI to the system to display on the screen, receive the HDMI signal from the system to send to Teams, and receive audio from the DSP to send to Teams.
M. HDMI/USB C over CAT to system transmitter, HDMI/Audio over CAT receiver, HDMI to USB converter, and audio to USB converter will all live in the podium. Connections at the wall will be removable RJ45 connectors that are color coded to allow them to be removed and replaced when necessary.
N. Two shotgun microphones that will live on either side of the screen will pick up room audio for livestream communication, these microphones will be routed to the computer via a DSP with AEC functionality.
O. The system rack shall have power conditioning through the use of an Uninterruptible Power Supply
(UPS).
P. The projector must also have power conditioning to protect against power surges.
Q. The system shall be operated by non-technical staff year-round. Two tablet touchscreens shall be provided. One tablet shall be a 10” wireless touch panel mounted in a holder on the equipment rack that provides continuous power and allows it to be released. The second tablet shall be a 7” mountable touch panel. The contractor shall configure the system to turn itself on and off daily, at times set by staff via the tablet touchscreens. All video, audio and lighting functions shall be controlled by the touchscreen tablets.
R. The system shall include a control system with the following capabilities:
1. All user interface shall be via the touchscreen tablets (Quantity 2)
2. Screens on touchscreen tablets shall include:
a. A subpage to select auto or manual control of 12 video programs each with a corresponding synchronized Audio Description mp3 file.
b. A subpage to select video source
c. A subpage to select and control the Blu-ray player, including Play, Pause, Stop, San Back, Scan Forward, Skip Back, Skip Forward, Top Menu, Pop-Up Menu, Return, Options, home, Enter, and Up, Down, Left and Right Arrows
d. A subpage to provide projector controls including Power On, Power Off, Picture Mute On, Picture Mute Off
e. A subpage for manual control of each of twelve shows, that includes show selection, start and stop, identifies which show is currently playing and a counter with the elapsed time and remaining time with feedback from the media player.
f. A subpage with PA volume controls. For the microphones, control shall include volume and mute, overall program volume, volume default preset, and mute.
g. A subpage with show volume controls. For each of twelve programs, control shall include adjustable volume, with the last volume stored in memory.
h. A subpage or subpages to schedule each show to play at any time of day, schedule shall be able to be set to the second. Schedule shall be identical for every day of the week.
i. A subpage to set the system clock. Resolution shall be one second.
j. Camera control which shall include 3 presets, zoom, pan, and tilt.
k. Switching of signals for conferencing system.
S. Contractor shall install new speakers in the theater. Left and right speakers will be located to the side of the screen. The center speaker and sub will be located above the drop tile. Sub shall be mounted in the drop tile and the center shall be mounted above the screen in the ceiling. Four surround speakers will be installed in the same position as original speakers.
T. Contractor shall provide a backup keypad that will live in the rack to use in case the touch panels are not operational. Buttons shall include Power Toggle, Auto/Manual Toggle, HDMI input, Play Movie 1, Stop Movie, Volume Up, Volume Down.
U. The warranty will be one year from project acceptance and will include a warranty of all labor and materials.
V. Please include the option for service contracts past the one year warranty period.
III. INSTALLATION
Equipment- Removal of Government Furnished Equipment
Contractor shall remove all existing AV equipment and wiring with the exception of items listed in II.B.
Equipment- Theater AV System (Brand Name or Equal).
All brand name items listed throughout this document shall be considered as a “brand name or equal/equivalent” item. To be considered as an equal item, the item must meet the salient characteristic(s) as specified in this document. Any brand name item used in this document is only included as an example of an item that meets the listed salient characteristics and an equivalent item as determined by the government through a comparison to the required salient characteristics may be used in its place.
The contractor shall install:

System updates may lag policy updates. 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021)
The Offeror shall not complete the representation at paragraph (d)(1) of this provision if the Offeror has represented that it "does not provide covered telecommunications equipment or services as a part of its offered products or services to the Government in the performance of any contract, subcontract, or other contractual instrument" in paragraph (c)(1) in the provision at 52.204-26, Covered Telecommunications Equipment or Services—Representation, or in paragraph (v)(2)(i) of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products or Commercial Services. The Offeror shall not complete the representation in paragraph (d)(2) of this provision if the Offeror has represented that it "does not use covered telecommunications equipment or services, or any equipment, system, or service that uses covered telecommunications equipment or services" in paragraph (c)(2) of the provision at 52.204-26, or in paragraph (v)(2)(ii) of the provision at 52.212-3.
(a) Definitions. As used in this provision—
Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—
(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. (d) Representation. The Offeror represents that—
(1) It □ will, □ will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and
(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that—
It □ does, □ does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.
(e) Disclosures.
(1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:
(i) For covered equipment—
(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);
(B) A description of all covered telecommunications equipment offered (include brand;
model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); and
(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

52.204-25 Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021)
(a) Definitions. As used in this clause— Backhaul means intermediate links between the core network, or backbone network, and the small subnetworks at the edge of the network (e.g., connecting cell phones/towers to the core telephone network). Backhaul can be wireless (e.g., microwave) or wired (e.g., fiber optic, coaxial cable, Ethernet).
Covered foreign country means The People’s Republic of China.
Covered telecommunications equipment or services means–
(1) Telecommunications equipment produced by Huawei Technologies Company or ZTE Corporation (or any subsidiary or affiliate of such entities);
(2) For the purpose of public safety, security of Government facilities, physical security surveillance of critical infrastructure, and other national security purposes, video surveillance and telecommunications equipment produced by Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, or Dahua Technology Company (or any subsidiary or affiliate of such entities);
(3) Telecommunications or video surveillance services provided by such entities or using such equipment ;
or
(4) Telecommunications or video surveillance equipment or services produced or provided by an entity that the Secretary of Defense, in consultation with the Director of National Intelligence or the Director of the Federal Bureau of Investigation, reasonably believes to be an entity owned or controlled by, or otherwise connected to, the government of a covered foreign country .
Critical technology means–
(ii) For reasons relating to regional stability or surreptitious listening;
(3) Specially designed and prepared nuclear equipment , parts and components , materials , software, and technology covered by part 810 of title 10, Code of Federal Regulations (relating to assistance to foreign atomic energy activities);
(4) Nuclear facilities, equipment , and material covered by part 110 of title 10, Code of Federal Regulations (relating to export and import of nuclear equipment and material );
(5) Select agents and toxins covered by part 331 of title 7, Code of Federal Regulations, part 121 of title 9 of such Code, or part 73 of title 42 of such Code; or
(1) Defense articles or defense services included on the United States Munitions List set forth in the International Traffic in Arms Regulations under subchapter M of chapter I of title 22, Code of Federal Regulations;
(2) Items included on the Commerce Control List set forth in Supplement No. 1 to part 774 of the Export Administration Regulations under subchapter C of chapter VII of title 15, Code of Federal Regulations, and controlled-
(i) Pursuant to multilateral regimes, including for reasons relating to national security, chemical and biological weapons proliferation, nuclear nonproliferation, or missile technology; or
(6) Emerging and foundational technologies controlled pursuant to section 1758 of the Export Control Reform Act of 2018 (50 U.S.C. 4817).
Interconnection arrangements means arrangements governing the physical connection of two or more networks to allow the use of another's network to hand off traffic where it is ultimately delivered (e.g., connection of a customer of telephone provider A to a customer of telephone company B) or sharing data and other information resources.
Reasonable inquiry means an inquiry designed to uncover any information in the entity's possession about the identity of the producer or provider of covered telecommunications equipment or services used by the entity that excludes the need to include an internal or third-party audit.
Roaming means cellular communications services (e.g., voice, video, data ) received from a visited network when unable to connect to the facilities of the home network either because signal coverage is too weak or because traffic is too high.
Substantial or essential component means any component necessary for the proper function or performance of a piece of equipment , system, or service.
(b) Prohibition.
(1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment , system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. The Contractor is prohibited from providing to the Government any equipment , system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in
FAR 4.2104.
(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract, or extending or renewing a contract, with an entity that uses any equipment , system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system, unless an exception at paragraph (c) of this clause applies or the covered telecommunication equipment or services are covered by a waiver described in FAR
4.2104. This prohibition applies to the use of covered telecommunications equipment or services , regardless of whether that use is in performance of work under a Federal contract.
(c) Exceptions. This clause does not prohibit contractors from providing—
(1) A service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or
(2) Telecommunications equipment that cannot route or redirect user data traffic or permit visibility into any user data or packets that such equipment transmits or otherwise handles.
(d) Reporting requirement.
(1) In the event the Contractor identifies covered telecommunications equipment or services used as a substantial or essential component of any system, or as critical technology as part of any system, during contract performance, or the Contractor is notified of such by a subcontractor at any tier or by any other source, the Contractor shall report the information in paragraph (d)(2) of this clause to the Contracting Officer, unless elsewhere in this contract are established procedures for reporting the information ; in the case of the Department of https://www.acquisition.gov/far/part-4#FAR_4_2104 https://www.acquisition.gov/far/part-4#FAR_4_2104
Defense, the Contractor shall report to the website at https://dibnet.dod.mil. For indefinite delivery contracts, the Contractor shall report to the Contracting Officer for the indefinite delivery contract and the Contracting Officer(s) for any affected order or, in the case of the Department of Defense, identify both the indefinite delivery contract and any affected orders in the report provided at https://dibnet.dod.mil.
(2) The Contractor shall report the following information pursuant to paragraph (d)(1) of this clause
(i) Within one business day from the date of such identification or notification: the contract number; the order number(s), if applicable; supplier name; supplier unique entity identifier (if known);
supplier Commercial and Government Entity (CAGE) code (if known); brand; model number (original equipment manufacturer number, manufacturer part number, or wholesaler number); item description; and any readily available information about mitigation actions undertaken or recommended.
(ii) Within 10 business days of submitting the information in paragraph (d)(2)(i) of this clause: any further available information about mitigation actions undertaken or recommended. In addition, the Contractor shall describe the efforts it undertook to prevent use or submission of covered telecommunications equipment or services , and any additional efforts that will be incorporated to prevent future use or submission of covered telecommunications equipment or services .
(e) Subcontracts . The Contractor shall insert the substance of this clause, including this paragraph (e) and excluding paragraph (b)(2), in all subcontracts and other contractual instruments, including subcontracts for the acquisition of commercial products or commercial service.
52.204-26 Covered Telecommunications Equipment or Services-Representation (OCT 2020)
(a) Definitions. As used in this provision, "covered telecommunications equipment or services" and "reasonable inquiry" have the meaning provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.
(b) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) ( https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

52.204-27 Prohibition on a ByteDance Covered Application.
As prescribed in 4.2203(c), insert the following clause:
PROHIBITION ON A BYTEDANCE COVERED APPLICATION (JUN 2023)

Covered application means the social networking service TikTok or any successor application or service developed or provided by ByteDance Limited or an entity owned by ByteDance Limited.
Information technology, as defined in 40 U.S.C. 11101(6)—
(1) Means any equipment or interconnected system or subsystem of equipment, used in the automatic acquisition, storage, analysis, evaluation, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the executive agency, if the equipment is used by the executive agency directly or is used by a contractor under a contract with the executive agency that requires the use—
(i) Of that equipment; or
(ii) Of that equipment to a significant extent in the performance of a service or the furnishing of a product;
(2) Includes computers, ancillary equipment (including imaging peripherals, input, output, and storage devices necessary for security and surveillance), peripheral equipment designed to be controlled by the central processing unit of a computer, software, firmware and similar procedures, services (including support services), and related resources; but
(3) Does not include any equipment acquired by a Federal contractor incidental to a Federal contract.
(b) Prohibition. Section 102 of Division R of the Consolidated Appropriations Act, 2023 (Pub. L.
117-328), the No TikTok on Government Devices Act, and its implementing guidance under Office of Management and Budget (OMB) Memorandum M-23-13, dated February 27, 2023, “No TikTok on Government Devices” Implementation Guidance, collectively prohibit the presence or use of a covered application on executive agency information technology, including certain equipment used by Federal contractors. The Contractor is prohibited from having or using a covered application on any information technology owned or managed by the Government, or on any information technology used or provided by the Contractor under this contract, including equipment provided by the Contractor’s employees;
however, this prohibition does not apply if the Contracting Officer provides written notification to the Contractor that an exception has been granted in accordance with OMB Memorandum M-23-13.
(c) Subcontracts. The Contractor shall insert the substance of this clause, including this paragraph (c), in all subcontracts, including subcontracts for the acquisition of commercial products or commercial services.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) Award will be made in accordance with FAR Part 13 to the vendor that provides a quote that meets or exceeds the technical specifications and past performance, trade-offs considered, price fair and reasonable, overall representing to be the best value to the Government.
1. Price.
2. Technical: Technical is the factual documentation of the firm’s ability to meet the specifications.
a) Provide a narrative on how the system will be installed, timeline, documentation, and v warranty.
b) Provide an itemized list of equipment that will be provided as part of the quote.
c) Submit documentation for any equal equipment, If proposing gear that is not listed.
3. Prior experiences: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing examples of their firm’s most recent projects within the past five years of similar size and scope.
a. Provide 3 examples of a completed project within the past five years of similar size and scope.
b. Assert in writing you have at least 5 years of experience with comparable systems.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
