About this file
This is an Amendment (Amendment 0001) containing questions and answers for solicitation 140P9725Q0007 for waste and recyclables removal from Lake Clark National Park and Preserve.
The Q&A clarifies that this is a new contract with no incumbent. Key details include: waste pickups must align with seasonal barge schedules, with certain materials requiring two annual pickups; the government will provide pre-packaged waste in super sacks, palletized materials, and loaded scrap metal bins; contractors are free to choose compliant facilities for disposal but must follow all state and federal regulations for waste handling; transportation costs should be factored into unit pricing; contractors can include annual inflation adjustments in option year pricing; and the period of performance is May 1, 2025 to April 30, 2030. While a site visit is not mandatory, it is highly recommended to understand the logistics involved. The contract will be administered by the National Park Service Alaska Regional Office in Anchorage.

3. Could you provide specific guidelines or restrictions regarding the transportation and disposal process for hazardous waste, particularly aerosol cans and bear spray canisters?
Answer: It is the contractor's responsibility to research and follow state and federal law regarding the disposal of all waste types.
4. Frequency of Pickups: The Statement of Work specifies two annual pickups for certain materials and once per summer for others. Is there flexibility in scheduling these pickups, or must they strictly adhere to the listed timeframes?

There is certain waste that needs to go twice a year to keep it cleaned up.
5. Packaging Standards: Could you clarify whether the government will supply all packaging materials (e.g., super sacks, pallets, hazmat barrels), or will the contractor be responsible for providing them?
Answer: The SOW states that we will have the waste packaged in the super sacks, palletized and scrap metal bin loaded and ready to ship.
6. Government-Furnished Equipment: Regarding the scrap metal hoppers, is there an estimated timeline for their availability, and are there any specific maintenance requirements for these hoppers that the contractor should know about?

9. Bid Evaluation Criteria: Beyond the technical proposal and pricing, are there any additional factors or preferences that will influence the award decision?
Answer: No. Please follow the requirements on the solicitation.
10. Pricing Structure: The bid sheet specifies pricing per unit. Should transportation costs be factored into these unit prices, or should they be presented as a separate line item?
Answer: The bid sheets are for your convenience to figure out your pricing structure. The contractor should factor in whatever is necessary to complete the project.
11. Site Visit: Is there a mandatory site visit to bid on this RFQ?
