About this file

This document contains questions and answers regarding a federal solicitation for cleaning and inspecting water storage tanks at a National Park Service location in Alaska. The solicitation seeks a contractor to visually inspect the exterior fused glass coating on two water tanks for rust and perform non-destructive adhesion testing. Drawings and past inspection reports of the tanks are provided as attachments. Insulation is not present on the exterior of the tanks. Discharge of wastewater from cleaning will require use of a de-chlorination bazooka and tabs provided by the park to remove chlorine before discharge. The contractor must coordinate fittings needed to connect their discharge hose to the bazooka. The solicitation number is 140P9724Q0013 and is issued by the National Park Service Alaska Region for combo syn/sol water tank cleaning and inspection services.

Questions and Answers

140P9724Q0013 Amendment 01

1. Can the NPS provide drawings and/or photographs of the tanks? See attached

2. Can you provide a precise location of the tanks (i.e. NPS Headquarters, the lodge, etc.).

See attached Map.

3. Was the fused glass coating applied to both the internal and external surfaces of the tank panels? YES

4. Are there past inspection reports that can be made available? See attached.

5. Are the tanks externally insulated? NO

Insulation would hamper exterior surface inspections. If they are insulated and the client would like those surfaces inspected, we would need to know how much insulation to remove (what % of the surface to inspect)? How is the insulation installed and how should it be repaired? Will the NPS remove and re-install the insulation or is the contractor responsible for removal and replacement? N/A

6. The request required adhesion testing of the exterior coating (in accordance with ASTM D3359). That method (and all adhesion testing methods that we are aware of) is destructive in nature. It requires cutting through the coating to conduct the test. That will leave a coating defect where one may not have existed before. Further, The adhesion results don’t relate directly to any type of estimated coating life. Would the NPS consider deleting this requirement in lieu of a detailed visual assessment of the degree of rusting (in accordance with ASTM D610) to alleviate unnecessarily damaging the external coatings? Use Non-destructive test methods in accordance with ASTM D610.

7. The bottom of page 2 calls out AWWA C652-02 Section 4.4. There is a newer revision that spec (C652- 19). Can the newest revision, C652-19, be substituted for C652-02? YES, use revision C652-19.

8. Can the NPS provide photos and drawings of the tank overflow discharge location (identified in the request as the location for discharge of waste-water from the cleaning process)? See attached.

9. Is the water in the tank chlorinated or is it unchlorinated well water? The tanks contain finished water

(chlorinated).

The request requires that the water be run through a “Chlorination Bazooka” before it can be discharged. Based on our research, a “Chlorination Bazooka” can be used to chlorinate water or remove chlorination from water. We assume that you wouldn’t want to discharge chlorinated water to the ground. If the water is not chlorinated, can the requirement to use of a Chlorination Bazooka be removed? Park policy requires de-chlorination of discharge water. The Park will provide De-chlorination bazooka, stand, and de-chlor tabs. Vendor to coordinate with park regarding connection sizes and fittings from vendors discharge hose to bazooka prior to arrival. Vendor to supply required fittings. See attached picture for reference.
