Block 14 Continuation Sheet AM #2 The following are Contractor questions and their Government responses:
Contractor question 3). Please confirm the areas of cleanup operations will limited to Sandy Bay and Cup Cove.
Government Reply 3) No. The primary target beaches are Sandy Bay, Cup Cove, AND Morning Cove. These three are the goal, and if we got them all we would call it success. That being said, if we cannot get on these beaches because of surf conditions or weather, etc., we have alternate sites we have gone to in other years. Specifically, there are several beaches we clean in Black Bay, Thunder Bay, Taroka Arm and Paguna Arm. If we could not land on our target beaches for some reason, we would try to land at these alternatives in that order. Or, if we somehow ended up with spare time and space, we might try to squeeze one or two of these sites in. The NPS M/V Couloir is planning to accompany the trip to help relieve deck space for debris, and ferry debris back to Seward, if necessary.
Sandy and Cup are relatively exposed and several of our alternative beaches may be accessible when these aren’t. Morning Cove is fairly protected and we anticipate being able to land on that one regardless of weather.
The three primary beaches have never been cleaned and we expect the amount of debris to be significant. It is possible that there is enough debris that we may not be able to clean all three target beaches in the time allotted. The other beaches have been cleaned several times over the past 11 years and we think total debris on any of those beaches will only be around 20% of what we might find at our three target beaches. In 2012 we removed about 1600 pounds from our alternative sites.
Contractor question 4). Once at Sandy Bay and Cup Cove:
1. Please advise how many days steaming is assumed.
2. Please advise how many days holding station is assumed.
3. Please advise how many days at anchor is assumed.
Government Reply 4) We assume one day of transit time once passengers are on board to the first of our target beaches with the possibility of beginning clean-up work later in the day. Up to four days of holding/anchoring/steaming between sites. One day of steaming back to Seward and off loading. So, two days transit then up to six days of work with passengers on board. One of these days is built in for weather. It’s hard to guess, but we anticipate each beach to take at least one full day to clean.
We would anticipate an 8-10hr work day and then anchoring somewhere nearby for the evening.
Depending on where we are there are a variety of options for anchorages. Some close, some perhaps within an hour or two. Morning Cove is a good, protected anchorage. Paguna Arm has a decent anchorage and is a relatively short ride to Sandy Bay or Cup Cove. These time estimates are based on similar types of trips in this region.
Contractor question 5). On Page 1 of the SOW it states, “Actual trip timing and length will depend on weather conditions, vessel capabilities (speed, weather conditions vessel can operate in) and amount of debris on beaches. Can you please advise if there is a maximum number of days for the length of trip?
Government Reply 5). We anticipate a maximum of six days.
