Block 14 Continuation Sheet AM #1
The following are Contractor questions and their Government responses:
CONTRACTOR QUESTION 1) We have been able to operate for many years in areas of unfamiliarity while using government charts and basic good seamanship skills, I don't see why this would be any different for the Kenai. Everyone has a first time in any specific area and this would be an excellent opportunity to get to know the area and provide service to NPS.
Is it possible to loosen this requirement to allow us to bid on the job? We have an excellent crew and just enough space aboard to berth everyone needed and would not want to hire another person just because they know the area but may not fit in well with our existing cadre.
GOVERNMENT REPLY 1) The Government Concurs Evaluation Factor 4 is changed to read “Captain shall have at least three (3) years of experience operating watercraft of the size being offered and has been operational in ocean and near coastal Alaskan waters”
CONTRACTOR QUESTION 2) I am writing to inquire about necessary documentation for our offer. What type of documentation are you looking for to prove our vessel meets U.S. Coast Guard standards for an “oceanographic research vessel” under vessel suitability evaluation factor one? Would an Uninspected Passenger Vessels (UPV) 5 star registration form suffice or do you prefer an Oceanic Research Vessel (ORV) letter from a USCG marine inspector? Please let me know what type of documentation best meets the U.S. Coast Guard standards.
GOVERNMENT REPLY 2). The Government removes the requirement of a "oceanographic research vessel" Evaluation Factor 1) is changed to read “Vessel must meet or exceed U.S. Coast Guard requirements for safety during operations in ocean and near coastal Alaskan waters.”
Documentation for vessel type quoted should reflect safety requirements found in 46 CFR Chapter I.
