1.0 INTRODUCTION:
The Golden Gate National Recreation Area (GOGA) Visitor and Resource Protection Division maintains a fleet of Law Enforcement patrol vehicles that are critical to the performance of their duties. Rangers are responsible for law enforcement, search and rescue and medical response throughout the park. The major safety consideration in the operation of these vehicles is dependent on the quality of emergency and safety equipment installed, reliability of performance, and their uniformity of configuration throughout the fleet. . All installations will conform to NPS policy and standards found in Reference Manual 9, Chapter 34.
2.0 OBJECTIVES:
To establish a contract in which the government receives a fully functioning patrol vehicle.
The contractor shall re-use equipment provided by the NPS where possible, or install purchased equipment as outlined in this Statement of Work (SOW). Equipment will be installed per manufacturer’s recommendations/guidelines. Equipment will be installed without hindrance to vehicle function and/or safety systems. Equipment will be tested to ensure proper workmanship before pickup of the vehicle by NPS. Contractor shall review and demonstrate full functionality on all equipment upon pickup of the vehicle.

3.0 PERIOD OF WORK:
Installations shall occur between Aug 1st, 2024 and December 31st, 2024 as funds become available for LE vehicle upfitting.
4.0 LOCATION OF WORK:
Work will be completed at the contractor’s facility, as long as the location and vehicle will be secured while the work is being accomplished. Security will require a facility large enough to lock vehicles inside of overnight and a locking cabinet within the facility where keys will be secured overnight. The facility must also be equipped with a monitored alarm.
The location will be no longer than a 1 hour drive from Sausalito, California.
5.0 REQUIREMENTS for INSTALLATION:

GOGA will provide the following equipment for contractor to install:

Brand name justification for all Whelen products. Over the many years of having vehicle upfits, we have had many issues related to discount equipment for lights, lightbars, sirens and controllers. Whelen makes products that last longer and can ideally be re-used in future upfits to save the government money. We have often not been able to salvage old discount equipment because it becomes unusable.
Whelen is the industry standard and used by GSA for all their in-house upfits.
6.0 Expectations of Contractor:
Competency – Contractor shall have the technical knowledge, skills and abilities required to successfully install all equipment in such a manner that it functions as intended and is resilient to the demands of emergency work. Equipment is often mechanically complex, as in the case of control consoles. Successful installation will therefore require extensive knowledge of mechanical, electric, electronic, radio, and radio microwave systems.
Contractor shall also have metalworking skills, as on-site fabrication or alteration of parts is often necessary. Unusually complex requirements are common with NPS patrol vehicles due to the fact that they are deployed not only as police vehicles, but also in medical, search and rescue, and fire emergencies, and must be capable of interoperability across all emergency response disciplines.
Flexibility – Due to the diversity of vehicles available to NPS Visitor and Resource Protection, contractor shall be able to work with a wide array of vehicle types including sport utility vehicles and trucks with or without an OEM police package.
Availability – Due to the fact that GOGA does not maintain any vehicles in reserve in case of equipment breakdown, it is vitally important that the contractor be available within a reasonable amount of time on weekends, holidays, and irregular hours, to respond to the work site to perform maintenance work on equipment. Additionally, the contractor shall be readily and immediately available at any time required by GOGA during the period when new vehicles are arriving, May through August; these periods represent critical timelines for GOGA on the basis of the increased call volume of summer and non-negotiable General Service Administration lease deadlines. Furthermore, due to the unpredictable and ongoing nature of maintenance problems which may arise at any time, the contractor shall be available year round to perform work. The regular, recurring nature of maintenance problems requires this.
Safety and Security – The contractor may have access to one or more emergency vehicles, including vehicles. The government will provide the contractor with keys to various emergency vehicles within GOGA. As these vehicles often contain firearms, police identification, and sensitive information, the contractor and his employees must be thoroughly trustworthy and subject to clearances as required by GOGA.
Warranty - Contractor shall provide a one year warranty on all labor. If installed equipment malfunctions within a year of completion, the contractor shall, in a timely manner, access the malfunction to determine if there was faulty labor or equipment. If labor is found to be at fault, the contractor shall fix or replace the equipment at no cost to the government. If the equipment is found to be at fault, the contractor shall supply a quote to obtain and replace the faulty equipment and replace under factory warranty if applicable.
The government reserves the right to obtain a second opinion.
