01 10 00 - 1 General Requirements

RSV QTRS. 116 HVAC and Ducting

DIVISION 1 DOCUMENT

SECTION 01 10 00

GENERAL REQUIREMENTS

PART 1 - DESCRIPTION OF WORK

1.1 BACKGROUND:

The purpose of this SOW/Specifications is to perform an HVAC System and Ducting Replacement at our Franklin Canyon site located at 2300 Franklin Canyon Road, Beverly Hills, CA, in Los Angeles County. Currently there is (1) underperforming HVAC System at this location. There is ducting on roof which will need to be encapsulated in an insulated enclosure to prevent rodent infestation. All work shall be scheduled for weekdays (Monday-Friday) between 8:00 a.m. and 4:00 p.m.

The period of performance for this contract is estimated to be from 7/20/2024 through 8/20/2024.

1.2 The overall contractual purpose is to provide a new HVAC/Ducting System

Replacement:

New HVAC/Ducting System Replacement Specs

• Prepare space for removal and replacement of HVAC system.

• Enclose ducting that is on roof in an insulated metal or synthetic enclosure to prevent rodent infesting. At no time will ducting be visible from front of building.

• Removal and disposal of existing ductless split system included within this proposal.

• Full system and ductwork Remove the old Heat Pump and ductwork.

• Remove old unit and ductwork as well dispose of properly not on NPS property.

• Install thermostat.

• Install a new Single stage Air Handler.

• Custom fabricated supply plenum all seems to be sealed and insulated with R-6.

• Installation of new return plenum.

• Recover and reclaim the old Freon per EPA standards. Install a new secondary safety pan assembly under the evaporator.

• Install a new Replacement of a 3-ton, Single stage Heat pump unit.

• The A/C unit to be properly quake strapped.

• Perform a high-pressure nitrogen leak test and purge on the refrigeration system.

• Install a new fused service disconnect at condenser unit location and fuse down to proper amp using HVACR fuses only.

• Encase exterior low-voltage control wire.

• Remove accessible old ducting located in attic and rooftop.

• Design & install a new high quality MHP, R-6.0 return ducting system per Calif.

Title 24 codes.

• All exposed metals will be insulated, and ducts will be properly supported and/or hung. All stack heads will be screwed and sealed to their drop boxes to prevent air leaks. All existing wall and ceiling drop boxes will be sealed at all seams.

WORK REQUIREMENTS- The contractor shall immediately notify the Contracting Officer (CO) of any ambiguities, inconsistencies, and errors discovered in the specification or between contracting documents and existing conditions.

Contractor shall take every precaution to prevent damage to government and personal property.

All work shall be done in a timely safe, clean, and professional manner. The contractor will supply all labor, equipment, tools, and material necessary to complete the job.

PART 2 - EXISTING UTILITIES

2.1 There should be no need for any excavation during this project or utility location.

PART 3 - CONTRACTOR’S USE OF PREMISES

3.1 ON-SITE WORK HOURS: Work shall be generally performed during normal business working hours of 7 a.m. to 5 p.m., Monday through Friday, except when otherwise indicated.

3.2 CONSTRUCTION CAMP: N/A

3.3 STORAGE – STAGING AREAS:

A. Staging area for this project work will occur within the resident’s driveway under carport.

3.4 PRESERVATION OF NATURAL FEATURES: No cutting new holes for ductwork. Contractor must use existing ducting openings. No openings shall be enlarged to accommodate new replacement ductwork. No ground disturbance shall occur. No tree limbs shall be cut or removed for equipment access or roof access without consultation with the park’s arborist (contact COR). The project should not result in any modifications to the historic building.

3.5 HAULING RESTRICTIONS: None – please be sure to haul away old unit and any construction debris.

3.6 HOUSEKEEPING:

A. Keep project neat, orderly, and in a safe condition always. Store and use equipment, tools, and materials in a manner that does not present a hazard. Do not allow rubbish

01 10 00 - 3 to accumulate. Dispose of construction rubbish daily during progress of work.

B. Dispose of waste materials legally. It is the contractor’s responsibility and at their cost to dispose of such debris. Do not use park trash receptacles.

PART 4 - COMMENCEMENT, PROSECUTION, AND COMPLETION

4.1 The Contractor shall commence work within 10 calendar days after the date of receipt of the "Notice to Proceed."

PART 5 - EXAMINATION OF THE SITE

5.1 All bidders are urged to visit the job site and examine existing conditions before submitting bids. All bidders will be held to have the same knowledge concerning the site and the on-ground conditions as if they had inspected the job site. A pre bid site visit can be scheduled. Currently the site is closed to the public NPS personnel can allow access.

PART 7 - ACCIDENT PREVENTION

7.1 DESCRIPTION: The work of this section consists of establishing and implementing an effective accident prevention program and providing a safe environment for all personnel and visitors. Accident prevention plan for this small project can be safety and PPE, electrical shock, freon disposal and nearest hospital.

7.2 SUBMITTALS:

A. ACCIDENT PREVENTION PROGRAM: At the preconstruction conference submit for approval an accident prevention program. The program shall include:

1. Name of responsible supervisor to carry out the program.

2. First aid procedures.

3. Planning for possible emergency situations.

4. Contractor to identify nearest location of medical facility for emergencies.

5. Recognition that work will be performed in remote areas with limited communication or cell phone coverage.

B. MEETING AND INSPECTION REPORTS: N\A.

7.3 QUALIFICATIONS OF EMPLOYEES:

A. Ensure that employees are physically qualified to perform their assigned duties in a safe manner.

B. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.

C. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment.

D. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.

7.4 ACCIDENT REPORTING: The Contractor shall report all accidents to the

Contracting Officer as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.

7.5 FIRST AID FACILITIES: Provide adequate facilities for the number of

01 10 00 - 5 employees and the type of construction at the site.

7.6 PERSONNEL PROTECTIVE EQUIPMENT: Meet requirements of NIOSH and MSHA, where applicable, as well as ANSI.

7.7 EMERGENCY INSTRUCTIONS: Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.

7.8 PROTECTIVE EQUIPMENT:

A. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.

B. It is the Contractor's responsibility to require all those working on or visiting the site to always wear necessary protective equipment.

7.9 SAFETY MEETINGS: As a minimum, conduct 15 minute "toolbox" safety meetings. These meetings shall be conducted by a foreman and attended by all construction personnel at the worksite.

The contractor shall comply with all OSHA federal regulations (29 CFR 1910) and California state regulations governing the safety of workers performing the type of work described in the contract.

7.10 HAZARDOUS MATERIAL ACTION: It shall be the responsibility of all operators and contractors, functioning within the park to properly cleanup, mitigate and remediate, if necessary, all unauthorized discharges of hazardous materials or non-hazardous chemical and biological products released from fleet and/or other support vehicles or stationary sources. Response shall be consistent with guidelines established by federal, state and local regulations, and as outlined within the operator's Safety or Hazardous Materials Business Plan.

A. If a spill, leak, or other release occurs, the operator shall as soon as possible, without impeding cleanup, notify the National Park Service Emergency Dispatch.

PART 8 - PRECONSTRUCTION CONFERENCE:

8.1 PRECONSTRUCTION CONFERENCE: Before start of construction, Contracting Officer will arrange an on-site meeting with Contractor. The meeting agenda will include the following:

PART 9 - SUBMITTALS

9.1 DESCRIPTION: The work of this section consists of submittal requirements before and during construction.

9.2 Any work done before approval shall be at Contractor's own risk.

9.3 APPROVED EQUALS: A request for approval constitutes a representation that Contractor:

A. Has investigated the proposed item and determined that it is equal or superior in all respects to that specified.

B. Will provide the same warranties for the proposed item as for the item specified.

C. Has determined that the proposed item is compatible with interfacing items.

D. Will coordinate the installation of an approved item and make all changes required in other elements of the work because of the substitution.

E. Waives all claims for additional expenses that may be incurred as a result of the substitution.

9.4 PROGRESS SCHEDULES: As soon as possible after Notice of Award and before beginning any work, submit a Schedule showing estimated starting and completion dates for each part of the work. The first progress payment will not be issued until an acceptable progress schedule is submitted.

PART 10 - TEMPORARY SERVICES

10.1 DESCRIPTION: The work of this section consists of providing temporary services required for Contractor's performance of the work of this Contract.

10.2 FIRE PREVENTION AND PROTECTION:

A. Hazard Control: Take all necessary precautions to prevent fire during construction. Provide adequate ventilation during use of volatile or noxious substances.

PART 11 - PROJECT CLOSEOUT

11.1 DESCRIPTION: The work of this section consists of final cleanup, closeout submittals, final inspection procedures, and safety precautions.

11.2 CLEANING: Remove all tools, equipment, surplus materials, and rubbish. At time of final inspection, project shall be thoroughly clean and ready for use.

11.3 SUBSTANTIAL COMPLETION AND FINAL INSPECTION: Submit written certification that project is substantially complete, and a final inspection is requested.

Contracting Officer will make an inspection within 10 days of receipt of request.

A. When Contracting Officer determines that the work is substantially complete; he will prepare a list of deficiencies (“Punch List”) to be corrected before final acceptance and issue a Letter of

B. Substantial Completion.

C. If Contracting Officer determines that the work is not substantially complete;

he will immediately notify Contractor in writing, stating reasons. After completing work, Contractor shall resubmit certification and request a new final inspection.

11.4 ACCEPTANCE OF THE WORK: After all deficiencies have been corrected, a

Letter of Acceptance will be issued. A Release of Claims document must be executed and submitted to the Contracting Officer before final payment can occur.
