DEPARTMENT OF THE INTERIOR

DIVISION I SPECIFICATIONS TO REPLACE SEAWALL GUARDRAIL ON MARINE DRIVE:
REMOVAL OF ANCHOR CHAIN BARRIER AND INSTALLATION OF CABLE AND POLE
SYSTEM
1.0 GENERAL
Project Identification: The project is located on Marine Drive leading to Fort Point within Golden
Gate National Recreation Area, San Francisco, CA. The work of this contract shall consist of the project tasks described below for the referenced project. In this document, the project shall be referred to as “the Project.”
1.1 BACKGROUND
The Fort Point Seawall consists of an original 1500-foot section of granite blocks and began construction in 1869 finishing in 1870. The riprap was later added to protect the wall greatly changing the look of the wall. In 1963 Marine drive underwent major repair involving replacement of several sections of the east portion of the wall along with masonry wall of boulders and cement. This repair work was later recapped with concrete in 1975.
The current barrier is not historically accurate to the period of significance of Fort Point (1861-1945), as no barrier was in place. After this period a multitude of barriers have been erected on the seawall, with the current chain design dating back to its first iteration with repurposed rail as posts in the early 1970s. The earliest design on record used embedded logs.
1.2 SCOPE
Contractor shall furnish all necessary supervision, labor, tools, parts, material, equipment, appurtenances and transportation for the project “replace seawall barrier on marine drive.” The project is located at Fort
Point within Golden Gate National Recreation Area, San Francisco California.
SUMMARY OF ITEMS TO COMPLETE
Removal and Recycling of Existing Barrier:
Includes all work necessary to remove the existing barrier without leaving hazards for the public, such as metal from mounting bolts protruding from the ground.

Fabrication and Installation of New Barrier:
Consists of all fabrication, coating of all metal to standards set, concrete/stone drilling, and installation of barrier components.
Repair Asphalt and Mounting holes:
Consists of the footprint remediation of the previous barrier. Includes the cost of filling and sealing depressions in asphalt surfaces bordering the seawall and patching of holes left in granite and concrete sections of the wall with appropriate filler materials to withstand the harsh marine environment. Finished work will provide a surface free of hazards to cyclists and pedestrians.
1.3 PROJECT DESCRIPTION
The Contractor shall provide all supervision, labor, tools, parts, material, equipment, and transportation to complete the following project work items (the Contractor shall consider the site conditions in project planning and submittal of the proposal and at minimum provide water and electrical power as required for the project - toilet facilities are provided nearby the work site.
This project encompasses the removal of the chain, steel, and cement block barrier currently in place along the 2000ft of seawall along Marine Drive to Fort Point, and its replacement modular aluminum railing system.
System will consist of poles spaced at 8’ apart at 42” tall from ground elevation to top. Each post will consist of a pole, base flange, and cross that supports the system of top and bottom rails. Attachment points shall be stainless steel studs drilled into the surface that can withstand the marine environment.
Consideration of depth should be taken in the concrete capped sections of wall to prevent breakout of poles, possibly requiring a longer stud. 250 posts have been calculated as needed for this system, and an extra 25 posts and related hardware are to be kept as spares. Additional speed rail fittings to allow the handrail to change angle with the seawall will also be required.
Total posts to be purchased: 275.
Embedded into the seawall are remnants of previous barrier attempts, all using vertically bored holes.
Holes for studs will be spaced away from these to avoid cracking of the granite and to retain a uniform spacing. Holes are to be spaced off seawall 1 foot from outside edge.
Poles are to be installed in a manor to prevent trapped water from collecting in fittings, with marine anti-seize compound applied to joints and screws.
Tubing shall be as follows:
1-1/2" IPS 1.900", 48mm O.D. 6063 Aluminum, Anodized Finish Specification M10C22A41
Similar pipe sizes meeting the same structural specifications to match fitting systems from other component manufactures are acceptable. The tubing listed as 1-1/2” has an outer diameter of just under
2”.
Fittings shall also be anodized with stainless steel set screws.
Materials shall be finalized with the park before ordering.
1.3.1 GENERAL NOTES AND SPECIFICATIONS
The Quality of Workmanship, quality and the type of materials, and the details of the Project shall conform to all applicable portions of the highest standards except where requirements of the drawings and specifications are in excess thereto, in which case the drawings and specifications shall take precedence.
Note that Marine Drive will remain open to visitors at the hours posted and at other hours as may be necessary for the operation of the historic site.
The contractor shall not close or obstruct the roadway unnecessarily, and will not place, nor store, material in the areas around the site without permission and approval from the COR. Dates for initiation of traffic control operations shall also be approved through the COR.
The contractor shall take precautions to protect all park visitors and park staff members from injury and safety hazards, as well as protect all those portions of the site which are not being worked on from any sort of damage. Any damage which does occur will be repaired by the contractor at no cost to the government.
1.3.1.1 REMOVAL, DISPOSAL AND SALVAGE
The contractor shall furnish labor and materials to complete the removal, disposal, and salvage indicated, as specified herein, or both.
Items to be removed – generally, but not restricted to this list:
1. Concrete Bollards and cement debris from drilling
2. Anchor chain, steel bollards, and metal hardware
3. General Construction debris from site operation
If the contractor has any doubts concerning the removal, disposal and salvage, or the extent of the removal, disposal, and salvage, they shall contact the COR for confirmation (or otherwise) of the parts to be removed, disposed, or salvaged.
The contractor shall execute removal, disposal, and salvage work to ensure that adjacent portions of the resource are not damaged from falling debris or other causes.
Care shall be taken to prevent debris from falling over the wall into the ocean, including debris from drilling and patching operations.
Remove as it accumulates, excess debris, except as otherwise specified, resulting from removal, disposal and salvage work. Do not store or permit debris to accumulate on site. If the contractor fails to remove excess debris promptly, the NPS reserves the right to cause same to be removed at the contractor’s expense.
1.4 WORK SEQUENCE
A. The Work will be conducted in such a manner to provide the least possible interference to occupant access in the area and that causes no damage to historic cultural or natural resources.
1.5 PUBLIC ACCESS AND SAFETY
1.5.1 During the course of this project, the Contractor shall always:
A. Conduct operations to ensure public safety and the least inconvenience to the public.
B. Maintain access for National Park Service administrative and other official business throughout the
Project.
C. During working hours, secure work areas from visitors and staff.
D. Leave work areas in a condition that is safe for visitors and staff on weekends, holidays, and other times when contract work is not in progress.
1.6 CONTRACTOR USE OF PREMISES
A. Emergencies: Emergency telephone numbers must be posted at all phones at the job site:
Fire/Emergency Medical Service/Police – 911 or (415) 561-5656.
B. Site and Features Protection: Fort Point is a National Historic Site. Because of its significance, all parties are to take all measures necessary during the performance of the work to maintain and protect the historic fabric of the site. Contractor supplied padlocks shall be provided at gates to allow access for the duration of the Project. Plan and perform all work with extreme care to ensure that no building or site features are damaged. Note that all features to remain in place, whether historic or non-historic, should be protected during the Project.
C. Occupied Sites & Structures: This surrounding site will be open to visitation throughout the Project.
Contractor must provide temporary enclosures, barricades, signage, etc. as required to protect adjacent occupied spaces and public areas such as building facilities and materials, etc. from dust, noise and debris associated with performing the work.
D. Hours of Work: Regular work hours shall be between 7:00 AM and 5:00 PM, Monday through Friday, excluding Saturdays, Sundays, and Official Government holidays. Requests to work outside designated hours must be given in writing a minimum of two (2) working days prior to scheduling and must be approved in writing by the Contracting Officer.
E. Fire Safety – Work activities are to be conducted in accordance with NFPA 241, “Standard for Safeguarding Construction, Alternation and Demolition Operations.” Smoking must be prohibited at or in the vicinity of hazardous operations or combustible/flammable materials. Smoking must be permitted only in a designated area. Provide 2A:10B:C fire extinguishers with current State Fire Marshall tags affixed to them in all work/office areas. Combustible materials must not be allowed to accumulate on site.
Store all fuels and flammable liquids in a commercially available flammable storage locker, at least 50 feet from any structure. Have storage lock-up clearly marked "FLAMMABLES" "KEEP FIRE AWAY".
F. Vehicle Refueling: Motorized equipment will be operated so that exhausts do not discharge against combustible materials. Refueling on-site is prohibited.
G. Hot Work Permit: A hot work permit is required for any torch cutting, welding or heat gun work. The permit will be issued by the NPS Fire Inspection office to the Contractor and will be good through completion of work. The Contractor will be responsible for ensuring that all workers and subcontractors follow permit conditions. Contact the GOGA Fire Inspection and Prevention Office (415-289-1813) a minimum of three days prior to the date the hot work permit is needed to avoid delays in work.
H. Worker Camp: Establishment of a camp within the park will not be permitted. The work site will be closed to the public during Project activity. However, maintain access for National Park Service administrative and other official business throughout the Project. Confine storage of materials to the work site. Contractor must always conduct their operations to ensure the least inconvenience to the NPS staff and visiting public.
I. Preservation of Natural Features - Vegetation: Confine all operations to work limits of the project.
Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government. Provide temporary barriers to protect existing trees and plants and root zones. Do not remove, injure, or destroy trees or other plants without prior approval.
Consult with Contracting Officer’s Representative and remove agreed on roots and branches that interfere with the Project. Do not fasten ropes, cables, or guys to existing trees.
J. Preservation of Natural Features - Wildlife: Do not approach, disturb, harass or feed wildlife.
K. Environmental Protection: Properly clean up, mitigate and remedy, if necessary, all spills of petroleum products, hazardous materials, or other chemical or biological products released from the contractor vehicles or stationary sources. Immediately report to the Contracting Officer’s Representative any spill of petroleum products or a hazardous material. Report the spill to the appropriate federal, state and local authorities, if the spill is of a reportable quantity. Separate work area, including material sources, using a dike or other suitable barrier that prevents petroleum products, chemicals or other liquid or solid material from entering the waters of the U.S.
1.7 GOVERNMENT FURNISHED MATERIALS.
A. Not Used.
1.8 CONTRACTOR ACCESS AND USE OF THE SITE
A. Site is a publicly accessible roadway which is also the only access road leading to the Fort. Access to facilities necessary to perform work must be approved by the COR, including traffic control and road closures.
B. Contractor shall provide OSHA and other required postings regarding safety at the site.
C. All Contractor employees and subcontractor employees shall be advised of the rules and regulations of the National Park Service.
1.10 PARKING
A. Parking for Contractor’s vehicles shall be in designated spaces as directed by the COR.
1.11 UTILITIES
A. Potable water is available on site via hydrant locations, access may be requested if needed to complete work. Contractor shall provide water and electrical power as required for the project - restroom facilities are provided nearby the work site, but due to heavy visitor traffic a portable toilet is recommended.
1.12 FIELD VERIFICATION
A. Contractor shall perform field verification of all existing conditions affecting the work associated with this contract before ordering of parts, materials and equipment.
2.0. ENVIRONMENTAL REQUIREMENTS
2.1 The Contractor shall comply with all federal, state, and local environmental laws, and NPS policies and regulations to include but not limited to Resource Conservation, Safe Water Drinking Act (SWDA), the Clean Air Act (CAA), and Federal Facilities Compliance Act (FFCA).
2.2 The use, handling, storage, and disposal of all toxic, hazardous, special or radiological wastes/materials shall be in accordance with all local, State, Federal, and NPS Environmental Regulations and procedures; and coordinated with the NPS Environmental Safety Programs Office and as directed by the COR. Contractor personnel shall be trained by the Contractor on proper procedures to include spill response and clean up.
