IDIQ General Questions

Q1: Due to the current and future increases in material costs, (much more than standard and no way to predict the amount of increase) does the Government have a plan in place to address increase?

A1: IDIQ Pricing is Firm Fixed Price and pricing should be provided for the 5 years of the IDIQ.

Q2: Will Govt. accept CPARS in place of PPQ for technical evaluation?

A2: Please read section M for evaluation of factors.

Q3: Will the NPS perform hazardous material testing and forward to the contractor? If ACM or lead is present will NPS or contractor be abating?

A3: The NPS would be responsible for performing hazardous materials testing and the contractor would be responsible for following proper protocols if lead is present.

Q4: On the day of the seed project job walk, 5 separate buildings were looked at. Please verify residence 715 is the only one being priced at this time. RFI questions for other buildings not included in this correspondence (711,9006,9007 and 9008).

A4: You will need to price what is listed in the Sample Task order and Bid Schedule of IDIQ.

Building 715

Q5: Building 715 currently has a satellite dish attached to the roof. Will the NPS remove the dish and replace after completion of the roof?

A5: NPS will contact resident to remove and replace satellite dish for roof work.

Q6: Building 715 will it be occupied during the reroof repairs?

A6: Yes. The building will be occupied during roof repairs.

Q7: Will contractors be able to park work vehicles on the street in front of residence? Currently there is no parking on street. Restriction in place.

A7: Contractors can park on street if access to emergency vehicles (ambulance, fire truck, etc.) is not restricted. The NPS residents must be able to maintain access to their residence during construction.

Q8: Can NPS verify that the existing residence 715 currently has only one layer of existing roof to demolish?

A8: Yes only one layer.

Q9: Fascia replacement has been determined. If substrate is to be replaced will Govt. mod contract? or should contractor allow for a percentage to be replaced. If so, what percentage would that be?

(Addressed on CLIN line 4).

A9: The Scope of the Sample task order identifies what is needed. If any differing site conditions occur, you need to immediately notify the Contracting Officer.

Q10: Will facia that is being replaced need to match existing color (close as possible) or will primed replacement facia be acceptable?

A10: Fascia to be replaced to match existing color.

Q11: The main power to the residence is fed through a rain head. Would the Govt. be able to terminate the power temporarily while work is being performed within ten feet of the rain head? If not, will the contractor be responsible for an alternative solution?

A11: Contractor would be responsible for contacting PG&E for power shut off or providing an alternative solution, NPS is not the electrical utility provider in this area. NPS would communicate with the resident.

Q12: It was mentioned that the existing swamp cooler was being replaced. Will Govt. be coordinating this during roof replacement or does contractor roof up and over curb to existing swamp cooler?

A12: Contractor to be responsible to roof up and over curb of existing swamp cooler.

Q13: Other equipment on the roof. Will the Govt. be lifting and removing equipment, or will the contractor reroof up to existing equipment?

A13: Contractor will reroof up to existing equipment.

Q14: Will Govt. specify the color of gutter and downspouts being replaced. Do they need to match existing?

A14: Gutters and downspouts will match existing fascia.

IDIQ General and Specific to Building 715

Q15: CLIN line 7 states remove existing roof and install new asphalt shingles. If the existing roof is more than one layer how does Govt. plan to address the price increase of removal. (More than one layer.

Additional labor and disposal costs).

A15. Only one‐layer roof for Building 715. If a differing site condition occurs, you need to notify the Contracting Officer.

Q16. Are there any environmental concerns not addressed in RFP? (Sensitive plant or animal life) A16: If bats are discovered to be using the shingles, and if the projects occur during their use periods, work will have to be rescheduled.

Q 17.Do containers for debris or materials need to be enclosed and lockable? (Animal proof).

A17: Yes, all debris must be secured from animal impacts.

Q18: Does the Govt. have special protocol in place for fire prevention that the contractor might not be aware of?

A18: If Hot Work is to be performed, an NPS permit is required, contact NPS Structural Fire Manager for permit information

Q19: Will govt provide location and quantities of permanent fall protection per building. (RFP states minimum of two} if more are necessary, how will increase in price be addressed?

A19: The IDIQ Pricing and Sample Task Order pricing is Firm Fixed. If there are any different site conditions the Contracting Officer must be notified immediately.

Q20: If branches or trees are creating a danger to workers or damaging the roof structure is Govt.

responsible for trimming?

A20: NPS will be responsible for hazard tree mitigation as directed by Resource Management and

Forestry.

Q21: Given the woodland locations of many of the planned projects the use of built up roofing and the necessary hot applications present a fire danger. Would the use of modified bitumen, a cold application, be a viable option.

A21: See Revised Specification Section 07510.
