Rehab Well No.2 at Yosemite Valley - Yosemite
National Park
The National Park Service (NPS) has a requirement to perform urgent rehabilitation of
Well #2 in Yosemite Valley. Work includes pulling the turbine pump (~187 feet below grade), inspecting and refurbishing components, replacing spider bearings, and reinstalling the pump assembly. All work shall comply with the statement of work.
Amendment 0005
The purpose of the amendment is to revise the award selection process, revise the statement of work, extend the RFQ due date, and provide answers to the contractor's questions.
A. The award selection process on page 4 of the solicitation now reads:
Award Selection Process:
Award will be made to the offeror that provides the best value to the government. In accordance with FAR Part 13.106-2(b), the evaluation will be conducted by a comparative evaluation of offerors. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)).
1. Price.
2. Technical: The Government will evaluate the offeror’s ability to meet the requirements of the
Statement of Work (SOW), including:
• Availability of appropriate equipment and personnel to pull and reinstall the turbine pump (~187’ depth).
• Compliance with AWWA C654-03 disinfection standards. Ability to complete work within the required twenty-one (21) day period and under site constraints (roof/skylight access, elevation/weather conditions).
• Proposed approach for inspection, refurbishment, and startup support.
• Proposed schedule to include major work activities, mobilization, and demobilization timelines.
3. Prior Experience: The Government will evaluate the offeror’s prior experience with similar deep well rehabilitation projects, including:
• Depth and capacity of wells serviced (e.g., turbine pumps at similar depths and flow rates up to 1000 GPM).
• Past performance references demonstrating successful completion under comparable conditions.
B. A proposed schedule has been added to the checklist under “Instructions to Offerors” on page 5 of the solicitation.
a) Checklist for quote submittal:
▪ This page of the solicitation completed as the first page in the package
▪ Signed acknowledgement of SF 18
▪ All amendments acknowledged using one of the methods set forth in Box 11 of the SF-
30, if applicable
▪ Completed Provisions (including 52.204-24, 52.204-26, and others as applicable)
▪ Provide a project narrative that demonstrates how the company will successfully meet the needs of the statement of work (limit to two pages)
▪ Provide a proposed schedule
▪ Three prior experiences of projects in similar size and scope within the past five years to include:
o Brief description of project o Point of contact information
C. The period of performance has been removed from the Statement of Work. Please replace the previous SOW with the attached revised SOW in its entirety.
D. The RFQ due date and time is hereby extended to March 31, 2026, at 2:00 PM Pacific Time (PT).
E. Below are answers to the following contractor questions:
1. Column Pipe Size Question: Please verify the diameter of the existing column pipe.
Answer: The diameter of the well discharge column pipe is 6 inches.
2. Pump Configuration Question: Is there currently a suction and foot valve installed on the pump?
Answer: Unknown. Existing O&M records do not indicate whether a suction or foot valve is present.
3. Project Timeline Question: The SOW requires completion within 5 days of NTP. Is this timeline strict given potential machining or repair lead times?
Answer: Please include your proposed timeline to complete the project in your bid. The 5 day period of performance has been deleted from the SOW.
4. Sounding Tube Size Question: What size level transducer sounding tube is currently installed?
Answer: The sounding tube is 1-inch Schedule 40 PVC.
5. Casing Replacement Language Question: Is the SOW referring to replacement of the well casing at ~187 ft or the column pipe?
Answer: The SOW refers to the well column (not the casing), which has a diameter of 6 inches.
6. Pump Column Diameter Question: What is the diameter of the existing turbine pump column?
Answer: The diameter of the well discharge column pipe is 6 inches.
7. NSF/ANSI 61 Requirements Question: Must all wetted components and replacement materials comply with NSF/ANSI 61?
Answer: Yes.
8. Pump Shaft Diameter Question: Please confirm the shaft diameter.
Answer: The pump line shaft diameter is 1-3/16 inches.
9. Disinfection Requirements Question: Confirm required sanitation method for equipment reinstallation.
Answer: Disinfection must follow AWWA C-651 “Swab Method” for all components (column interior, shaft, etc.) using NSF-approved sodium hypochlorite (6–12.5%).
10. Flushing Requirements Question: What flushing is required, and who performs it?
Answer: Flush the well until chlorine residual is below 1.00 mg/L. All flushed water must be dechlorinated, typically using ascorbic acid tablets.
11. Working Days Allowed Question: How many working days are permitted after NTP?
Answer: Working days are Monday–Friday, 0700–1700, excluding Federal holidays.
12. Normal Discharge Pressure Question: What is the normal discharge pressure at the discharge head or manifold?
Answer: 140 PSI.
13. Minimum Wall Thickness for Column Pipe Question: Is there a minimum wall thickness requirement?
Answer: Current wall thickness is 0.277 inches, and replacement pipe must meet or exceed this thickness.
14. Pump Horsepower Rating Question: What is the pump’s HP rating?
Answer: The pump motor is 100 HP. Pump production is 600–800 GPM. Existing records do not show the pump HP rating.
15. Motor and Pump Identification Question: Please release any available identification details.
Answer: See response to Question 18; nameplate data for the motor is available.
16. Column Pipe Size (duplicate) Question: What is the size of the column pipe?
Answer: The diameter of the well discharge column pipe is 6 inches.
17. Repair Timeline Option Question: Would a quick-turn repair using Soni-Clean/airlift be acceptable?
Answer: The Soni-Clean and/or airlift option will not be accepted. The SOW requires removal of the turbine pump, inspection, and refurbishment of components as specified; optional cleaning methods cannot replace these required tasks.
18. Request for Well Completion and Pump Records Question: Please provide well completion and pump records.
Answer: The motor nameplate data is available. See below. No additional records exist, and coating status of the column pipe is unknown.
19. Scope Confirmation – Pump Removal & Refurbishment Question: Should bids include removing the turbine pump at 187 ft and refurbishing the line shaft assembly?
Answer: Yes. Removal of the turbine pump at 187 ft and refurbishment of the line shaft assembly, including replacement of spider bearings, stuffing box/packing components, and associated hardware, is required.
Serviceable impellers/bowls/components should be reused. Non-serviceable parts requiring replacement will been seen as differing site condition and will be processed as a modification.
20. “Well Casing” Reference in SOW Question: Is “well casing (187’)” in Section 4 referring to the pump column?
Answer: Yes. Section 4 refers to the pump discharge column (pump column).
21. Repair Allowance Question: Can a defined repair allowance be included to avoid delays due to discoveries during inspection?
Answer: Any repairs outside of the SOW will be regarded as a differing site condition and will be processed as a modification.
22. Video Inspection Question: Should video inspection be added to the scope?
Answer: Video inspection is not required in the SOW.
23. Records of Last Pump Pull/Service Question: Please provide records of the last contractor pump pull/service.
Answer: No records are available.
