About this file
This document is a Request for Information (RFI) response for the Sierra/Mojave Multiple Award Task Order Contract (MATOC) Solicitation 140P8525R0002. The document addresses multiple clarification questions from potential offerors regarding proposal submission requirements, including:
Past Performance and Proposal Submission Details: The solicitation allows offerors to showcase prior experience within the past 5 years, with recent experience defined as currently ongoing or completed within the past 3 years. Past Performance Questionnaires (PPQs) must be emailed directly from the government or customer, with Contractor Performance Assessment Reporting System (CPARS) accepted in lieu of PPQs. Page limitations are strict, with Volume I (Factors 1 and 2) limited to 30 pages, and specific guidance provided on document organization and page counting. Pricing terms indicate that Section B rates will represent maximum fully burdened rates for positions, with potential for lower rates on specific Task Orders based on project size and scope.

4. We hereby also ask that the relevant experience be changed back to 5 years with a separate listing of projects within the 3 years as originally requested. Due to loss of government personnel, we have to rely more on CPARS and 3 years limits the amount of CPARS we can use. Will remain three (3) years
Past performance Questionnaires/CPARS
5. Would NPS allow Offerors to utilize previously completed federal agency PPQs in lieu of requiring clients to complete a new PPQ? Previously completed PPQs will not be accepted.

6. Please confirm that if a CPAR is available for a contract, Offerors do NOT need to obtain a new PPQ. CPARS will be accepted in lieu of PPQs.
7. CPARS will be accepted in lieu of PPQs.

Page Limitations
10. Amendment 1 stated that Volume I is limited to 30 pages. If we submit a PPQ cover sheet and 3 CPARS pages for 6 of our 7 recent projects that we’re providing, then we’re already at 25 pages. It seems more reasonable to exclude PPQ and CPARS from this page limit. The 30 page limit will apply to only Volume I, Factors 1 and 2. Factors 1 and 2 will not exceed 30 pages when combined.
11. In regard to Volume 1 & 2 can you please clarify if these can be submitted as one document? For example, Volume 1 includes Factors 1-4. Should each Factor be its own separate document, or can they be combined into one? Volumes 1 & 2 Should be provided in separate documents. Factors within the Volumes can be submitted as one document. Please ensure you label each factor so they can be clearly identified.
12. Does the 30-page limit apply to all four Technical Factors collectively? The page limit only applies to Volume I, Factors 1 and 2. Factors 1 and 2 will not exceed 30 pages when combined.
13. Is the Cover Page counted toward the 30-page limit? The cover letter is required for Volume II. The 30-page limit applies to Volume I.
14. Is the Table of Contents counted toward the 30-page limit? The 30 page limit will apply to only Volume I, Factors 1 and 2. Factors 1 and 2 will not exceed 30 pages when combined.
15. Given that each resume may take up to two pages, would the Government consider excluding resumes from the 30-page limit to allow for complete representation of key personnel qualifications?
The 30 page limit will apply to only Volume I, Factors 1 and 2. Factors 1 and 2 will not exceed 30 pages when combined.
Miscellaneous Questions
16. Please confirm that the solicitation does not include a “Seed Project” to use to establish pricing. Confirmed. No “Seed Project”.
17. If the solicitation does not include a “Seed Project” to use to establish pricing, should the contractor use the Davis Bacon wages for the most expensive county listed in the solicitation to estimate labor rates? Rates provided in Section B will be your companies maximum fully burdened rates for the positions, indirect costs, and profit. These rates will be the maximum allowable rate for all future Task Order (TO) throughout the life of the MATOC. Depending on future projects size/scope lower rates can be proposed for Task Orders (TO) , however proposal pricing will not exceed rates provided in Section B. The positions in the schedule that require rates to be established are not positions covered within Davis Bacon wages, so Davis Bacon would not be applicable.
18. Will Task Orders be competitively bid without mandating adherence to the Section B Schedule?
Please confirm Schedule B will be utilized solely for modifications. Rates provided in Section B should be your companies fully burdened rates for the positions, indirect costs, and profit.
Companies will be required to adhere to the rates provided throughout the life of the MATOC.
Depending on the project size/scope to be more competitive, lower rates can be proposed for Task Orders (TO).
19. Will the key personnel (Senior Project Manager, Project Managers, Quality Control Manager, Safety Officer) be required for each task order of this MATOC? This information will be specified within the individual Task Orders.
20. Will the key personnel be able to double hat/triple hat the task orders? This information will be specified within the individual Task Orders. There will be allowances for individuals to fill multiple roles based on their qualifications and the requirements of the Task Order.
