Solicitation 140P8525R0002 Sierra/Mojave MATOC
*The Following Questions have been amended: 1, 5, 9, and 12.*
1. Would a CPAR evaluation be sufficient for the Past Performance Questionnaire?
Please provide the past performance questionnaires as part of your proposal package. You can attach your CPARS reports if you would like but we can also pull and view them during the evaluations. CPARS will be accepted in lieu of PPQs.
2. The solicitation document contains 2 copies of SF 1442. Is there a reason for this, or was it just an oversight? Is there any difference between the two copies? Posting error. No difference between the two copies.
3. The SF1442 says an offer guarantee is required, but the instructions just say to provide a bond capacity letter from our surety. Please clarify whether we need to provide both a bond and a bond capacity letter or just the letter. If a bid bond is required, please provide the dollar amount. No bid bond required, but you are required to provide a bond capacity letter from your surety.
4. Technical factor 3, Relevant Experience, p. 68, defines “recent” projects as being from the past 5 years. But it goes on to talk about projects from the past 3 years. Please confirm that we can provide projects from the past 5 years. Projects within 3 years and provide no more than 10 contracts.
5. Is the 4 pm 6/27/25 proposal due date Eastern time or Pacific time? Pacific Time Proposal due date has been extended to July 7, 2025, at 4 PM PDT.
6. The cover letter says to provide the most recent financial statement covering assets and liabilities.
Does that mean you want only the balance sheet, or the full financial statement (20 or so pages)?
A balance sheet is sufficient and full financial statement is not required.
7. Also, the same financial statement is called for under the heading "RESPONSIBILITY DETERMINATION." Should we just provide it there and use a cross-reference to it in the cover letter? Financial statement has been removed from the cover letter. Provide the required information under “RESPONSIBILITY DETERMINATION”.
Under Section E. Volume I, Technical Proposal, 3. Contents Past Performance Questionnaires, first sentence. "Submit Past Performance information for the same projects submitted under Relevant Similar Experience (Technical Factor 4)." Please confirm its meant to be Technical Factor 3. Adjusted to reflect the following “Submit Past Performance information for the same projects submitted under Relevant Experience (Technical Factor 3) using the attached Past Performance Questionnaire.”
Under Section E. Volume I, Technical Proposal, 3. Technical Factor 4 - Past Performance Questionnaires items a - f. Please confirm NPS is looking for answers/narrative for a - f as an overall response as to how we address these factors on our projects as a company. That is correct.
The offeror should provide an answer/narrative on how they have addressed each of the aspects listed.
8. RFP (pg. 61 of 70), Factor 3 – Relevant Experience: The first paragraph references contract recency as contract currently ongoing or completed within the past 5 years of solicitation close date. The second paragraph references Offerors shall identify contracts awarded during the past 3 years. Then on pg. 70 of 70, Factor 3 – Relevant Experience (Evaluation Factors), indicates providing documentation of no more than 5 recent previous relevant projects that are currently ongoing or completed within the past 3 years of solicitation close date.
a. Are we to submit two sets of experience: The first being up to 5 projects that are ongoing or completed, AND the second being a list of up to 10 contracts awarded?
b. If so, do the 5 projects have to be within the last 3 or 5 years of the solicitation close date?
c. If so, does the list of 10 awards have to be within the last 3 or 5 years of solicitation close date?
One set of relevant experience should be provided. Recent experience will be within three (3) years with a maximum of up to ten (10) previous projects. Section L/M of the solicitation has been updated to reflect the same.
9. RFP (pg. 62 of 70), Factor 4 – Past Performance: a PPQ is provided with the solicitation via Attachment J4.
In the event that a CPARS evaluation is unavailable, and to ease the burden on Contracting Officers (or in the event that a Contracting Officer associated with the evaluation of a past performance project has retired or is otherwise no longer available), would it be acceptable to submit (in whole and not by reference) a previously completed PPQ, so long as the content of the questionnaire is substantively the same as that requested in Attachment J4? Yes, a previously completed PPQ will be accepted. Previously completed PPQs will not be accepted. PPQs will need to be in the format provided and emailed directly to the Contract Specialist from the government or customer completing the PPQ. CPARS will be accepted in lieu of PPQs.
10. RFP (pg. 64 of 70, paragraph 3), Proposal Cover Letter Contents: Items g and h require the Cover Letter to include a list of present commitments and financial capability. These same items are also required in the Responsibility Determination section. Can these items be excluded from the Cover Letter? Both “G” and “H” have been removed from the cover letter. Provide the required information under “RESPONSIBILITY DETERMINATION”.
11. Attachment J5: What is the Offeror’s proposal submission requirement for this ‘Report on Limitations on Subcontracting’ attachment, if any? No submission requirement at this time. That is a sample of what will be used on future Task Orders.
12. Page 60 of the proposal under Technical Factor 1 states the response is limited to 30 pages. Is this just for Factor 1 or is this for all Factors 1-4 under Volume 1? It would seem just for Factor 1 but I wanted to double check. Volume I is limited to thirty (30) pages. The information has been removed from under Technical Factor 1 and moved to Volume I, 1. Format. The 30 page limit will apply to only Volume I, Factors 1 and 2. Factors 1 and 2 will not exceed 30 pages when combined.
