STATEMENT OF WORK

for

Pumping and Disposal of Santa Cruz Island Septic Systems at

Channel Islands National Park

INTRODUCTION

The National Park Service (NPS) at Channel Islands National Park (CHIS), has a requirement for septic system pumping services at two locations on Santa Cruz Island. The Contractor shall be responsible for pumping, transport, and disposal of waste removed from island septic systems.

The NPS anticipates award of a irm- ixed-price contract for a base year and four option years.

SCOPE

Septic tanks and vault toilets are located at multiple locations on the island. There are two 750-gallon vaults at Prisoners Harbor. At Scorpion Anchorage there is one 8,000-gallon septic tank and eight vault toilets with two 750-gallon tanks at each vault toilet. The estimated requirement for pumping is 5 to 8 times per year, removing 18,000 to 28,800 gallons of septic waste annually. Due to varying usage throughout the year, the NPS COR or designee will specify to the contractor the speci ic number and sequence of pumping needed per trip for each site.

SECTION 1 - TRANSPORTATION

1.1 The NPS will provide transportation of the Contractor’s truck and personnel via NPS vessel from Ventura Harbor to Santa Cruz Island at no cost to the Contractor.

1.2 Due to the unpredictable nature of sea conditions and island weather the delivery and removal of material and equipment cannot be guaranteed to occur on speci ic dates; dates will be tentatively scheduled based on tidal charts and what are historically good weather windows for carrying out such operations. The Contracting Of icer’s Representative (COR) will coordinate with the Contractor and keep them informed concerning any delays in departure.

1.3 The estimated time for round-trip transit and on-island travel and pumping is 7 hours.

SECTION 2 – EQUIPMENT SPECIFICATIONS

2.1 The Contractor’s pumper truck must be ten-wheeled or triaxle with a minimum 3,600-gallon capacity and may not exceed 37-feet in length and 14-feet in width. The truck and equipment must be operational and in full working order and shall be maintained and repaired by the Contractor in accordance with appropriate public health standards and sanitation practices and shall not cause unsanitary conditions, nuisance, or contamination.

2.2 The truck and driver must be able to drive on rocky and sandy beaches and roads.

2.3 Prior to transport to the island, the Contractor shall ensure that their equipment is clean and free of dirt, mud, straw, or other material which could bring weed seeds or other invasive species to the island. See the supplemental attachment Biosecurity for a complete description.

SECTION 3 – GENERAL INFORMATION

3.1 The Contractor shall prevent accidental release of pumped materials and shall be responsible for mitigating and removing any spills. The Contractor shall comply with all Federal, State and Local regulations for the proper handling and disposal of waste.

3.2 The Contractor shall have limited use of the site for operations and shall con ine operations to identi ied areas. The Contractor shall prevent damage to Government property and natural surroundings.

3.3 Smoking is not permitted on the vessel or the islands.

3.4 There are no food or beverage services available on the island.

3.5 See the attached addendum: Biosecurity Regulations.

3.6 Work shall be performed during normal business hours of 7:00 a.m. to 5:30 p.m., Monday through Friday. Work contemplated outside of these hours must be approved by the Contracting Of icer in advance.

3.7 The Contractor’s quoted prices must include all labor, equipment, disposal fees, and any other costs associated with the work.

SECTION 4 – PERIOD OF PERFORMANCE

The anticipated dates of performance are:

Base Year: April 1, 2025 - March 31, 2026 Option Year 1: April 1, 2026 - March 31, 2027 Option Year 2: April 1, 2027 - March 31, 2028 Option Year 3: April 1, 2028 - March 31, 2029 Option Year 4: April 1, 2029 - March 31, 2030 The actual dates will be established at time of contract award.

SECTION 5 - INVOICE & PAYMENT

5.1 Contractor’s invoices shall include the dates of service, locations pumped, contract number, and complete contact information in case of a faulty invoice. Requests for payment shall be entered into the U.S. Department of the Treasury’s Invoice Processing Platform (IPP) at https://www.ipp.gov/. The Contractor must upload a copy of their invoice as an attachment.

5.2 Payment will be made only by electronic funds transfer through IPP.

ADDENDUM – BIOSECURITY

Personnel: All contracting and sub-contracting personnel must abide by the biosecurity regulations provided below.

1. Footwear, clothing, and personal packs must be inspected and cleaned prior to leaving the mainland. Footwear cleaning can be done with the boot brushes provided at the NPS boatyard dock. Laces, shoelace holes, socks, pant cuffs, zippers, and all small crevices on clothing and packs can be hiding small insects or weed seeds. All insects and seeds must be removed before leaving the mainland.

a. It may be necessary to inspect and clean footwear, clothing, and personal packs while on island, when moving between sensitive sites.

2. Single-use plastic bags and corrugated cardboard packing are not permitted, unless the cardboard is factory-sealed and has not been opened prior to transport to the island(s). Tightly sealed containers, such as Action Packers, are an acceptable alternative.

a. All contracting and sub-contracting personnel must provide trash can with a secure-fitting lid at on-site work area. The purpose of the secure lid is to keep out wildlife, including ravens and foxes.

b. Feeding of wildlife, including ravens and foxes, is not permitted at any time.

3. Single-use plastic water bottles are not permitted. All personnel must bring reusable water bottles and Igloo beverage coolers for refilling.

Equipment and Machinery: Prior to transport to the island, the Contractor shall be responsible for ensuring that their equipment is clean and free of dirt, mud, straw, or other material which could bring weed seeds or other invasive species to the island.

1. The Contracting Officer shall be notified a minimum of 72 hours prior to entry of vehicles and or equipment to the Park.

2. All vehicles and equipment (including shovels, wheelbarrows, hand tools, etc.) entering the project area must be clean of plant seeds, mud, and soil and free from oil leaks. Cleaning should take place prior to equipment and machinery being brought to the loading area to minimize the need for additional cleaning and potential contamination of the loading area during final inspections. Pressure wash all construction equipment and heavy machinery to thoroughly remove all dirt, plant, and other foreign material prior to loading equipment on park boats or landing craft. Particular attention must be shown to the under carriage, wheels, tracks, and any other surface where soil containing non-native plant seeds or aquatic organisms such as the New Zealand mud snail or zebra mussel may reside. Check under the hoods of vehicles and remove plant material that builds up at base of windshields.

3. Arrange for the Contracting Officer’s Representative (COR) to inspect each piece of equipment, or alert the Biosecurity Manager to do so, before loading on the mainland. Equipment that has not been adequately cleaned will be turned away. Equipment found operating on the project that has not been inspected or has oil leaks will be shut down and subject to citation and removal from the premises.

a. Cardboard packing is only allowed if it is factory-sealed and has not been opened prior to transport to the island(s).

4. Any equipment leaving the park shall be power washed again prior to reentry to the park.

5. Equipment material openings (such as open pipes) must be closed (such as with plastic wrap) if feasible, so no animals may find refuge while awaiting transport in staging areas.

6. If feces are found (such as mouse droppings) during initial inspection and/or cleaning, the

Biosecurity Manager must be notified so an intensive search of cargo can be completed at loading area to ensure cargo is free of any stowaway animals.

Decontamination of Equipment: These efforts are critical to prevent the introduction and establishment of non-native plant or animal species into the project area.

1. Drain and flush all pumps, tanks, live wells, buckets and other containers that might carry water contaminated with exotic animals, such as the New Zealand mud snail or zebra mussel, prior to bringing equipment into the park. Thoroughly wash all hauling tanks and equipment using a hard spray from a garden hose. If equipment was used in infested waters, use the following steps to clean the equipment:

a. Wash with hot water (140 F or 40 C) or a high-pressure washer (250 pounds per square inch).

b. Remove all aquatic weeds -- they can carry non-native snails and mussels.

2. Disinfect equipment. Recent research shows that disinfection of nets and equipment with benzalkonium chloride at typical treatment rates (10 milligrams per liter for 24 hours, 100 milligrams per liter for 3 hours, or 250 milligrams per liter for 15 minutes) will effectively eliminate most exotic animals. Two other commonly used disinfectants, calcium hypochlorite and iodine, are ineffective against zebra mussels.

a. Many adult snails and mussels can live more than a week out of water in moist, shaded areas. Dry pumps, nets and other equipment used in infested waters in the sun for two to four days after cleaning. If adult snails or mussels are present, equipment must be dried for two weeks.

b. No imported earth materials will be allowed without the written permission of the Contracting Officer.

c. All material must be free of animals and/or animal evidence, including, but not limited to:

rodents/small mammals, rodent/small mammal droppings, chew marks, insects, spider webs, insect holes in boxes.
