Offerors are required to submit an offer that conforms to the Solicitation with pricing for Contract Price
Schedule’s Base Line Items - failure to do so may render the offer non-responsive. On lump sum bid items, provide total price only; on unit price bid items, provide the unit price and the extended amount of bid. If no bid item exists for a portion of the work, include the cost in a relative bid item. In case of error in extension of prices, unit price governs. In case of error in summation, the total of the corrected bid amount governs. Round totals and extend prices to whole dollars. Pricing will be evaluated based on what is determined to be the best value to the Government.
Price award will be made based upon the following equations. The equation that is used will be at the
Government’s discretion based upon available funding at the time of award.

In case of error in summation, the total of the corrected amounts will govern.
Round totals and extended prices to whole dollars.
Award will be made to one Offeror in accordance with the Solicitation.
The low offeror will be determined by Equation 1.
Available funds will be announced as indicated in the Solicitation.

1.2 PROJECT INFORMATION
A. Project Authority: The United States Government, Department of the Interior, National Park Service is the Owner of this property and is referred to throughout the
Contract Documents as “the Government”. Representatives of the Government are as follows and lines of communication and responsibilities will be further clarified at a
Preconstruction Conference following Contract Award and prior to Notice to
Proceed:
1. Contracting Officer (CO) is the official Government Representative and
Authority for the Project. The CO will be assigned by the Government and made known to the Contractor at the time of Award or before;

2. The CO will designate a Contracting Officer’s Representative (COR) to assist with the day-to-day operations of the Contract. The COR will be made known to the Contractor at the time of the Preconstruction Conference or before;
3. Contractor shall not take direction from any Government Representative other than the CO or the COR;
4. Only the CO can change any contract requirement. If a contract requirement is changed by the CO, this will be done in writing pursuant to the clauses of the
Contract.
B. Project Address/Location: Channel Islands National Park - Headquarters, 1901
Spinnaker Drive, Ventura, California 93001. The Project Site is located in the parking lot of the headquarters building.
C. Offers: Provide offers/price proposals using the Contract Line Items Price Schedule and pursuant to the relevant clauses of the Contract.
D. All Work will be performed under a single prime base contract.
E. Work shall not commence until written Notice to Proceed is issued by the
Government.
1.3 SUMMARY OF WORK
A. The Contractor shall provide all labor, materials, equipment and services necessary to complete the Work as specified herein and as indicated on the figures/drawings included herein; and as required by referenced and industry standards, applicable codes and existing field conditions.
B. Summary of Work: The following brief summary of the work is for the convenience of the Contractor. All work required by the contract shall be performed by the
Contractor, whether listed below or not.
1. Demolish the existing asphalt concrete pavement (approximately 10,675 square feet) and replace it with 6-inch thick (hydraulic) concrete pavement in accordance with the American Concrete Institute PRC-330-21. Also included is the demolition of existing (non-compliant) hand rail on the access ramp to the headquarters building and install new hand rail (approximately 120 linear feet) on the access ramp that is compliant with Architectural Barriers Act Standards.
See Title II Construction Drawings (May 7th, 2023) that are the companion
Construction Document to these Construction Specifications.
1.4 CONTRACT PRICE SCHEDULE - CONTRACT LINE ITEM DEFINITION
A. A Contract Price Schedule will be provided by the Government as part of the
Solicitation for this acquisition. Complete and submit the Contract Price Schedule as required by the Solicitation.

B. Lump Sum Pricing: Lump Sum pricing shall reflect the total price for direct costs including all required labor and supervision, materials, products, tools, equipment, plant, transportation, services, incidentals and contractor’s mark-ups including general conditions, overhead and profit; bonding, required permits, etc. as required to complete that portion of the Work as indicated on the drawings, as specified herein and as required by field conditions and applicable regulatory requirements.
C. Item Numbers on the Contract Price Schedule are shown as follows:
1. CLIN 01 through CLIN 12 – BASE PRICE: Provide Lumps Sum price for all of the Work of this contract. The BASE PRICE shall be based on Government provided housing on the island (see Article 1.5.F below regarding requirements). The sum of CLIN’s 1 through 12 is the BASE PRICE and shall be shown on the BASE PRICE TOTAL line of the Contract Price Schedule.
a. CLIN 01: Provide a Lump Sum price to complete the mobilization and demobilization to and from the project site;
b. CLIN 02: Provide a Lump Sum price to complete the demolition of the existing asphalt concrete in the parking lot of the headquarters building;
c. CLIN 03: Provide a Lump Sum price to complete the installation new
(hydraulic) concrete in the parking lot of the headquarters building to include the painting of parking spaces and the accessible parking spaces;
d. CLIN 04: Provide a Lump Sum price to complete the demolition of the existing hand rails of the access ramp to the headquarters building;
e. CLIN 05: Provide a Lump Sum price to complete the installation of new hand rail on the access ramp to the headquarters building.
D. Descriptions of Contract Line Items (CLIN) comprising the BASE PRICE:
1. CLIN 01: Mobilization and Demobilization;
a. This price item consists of furnishing all materials, equipment and labor to complete the mobilization to the project site and demobilization from the project site.
b. No separate measurement will be made.
c. Payment will be made at the contract lump sum price.
2. CLIN 02: Demolish Existing Asphalt Pavement:
complete the demolition of the existing asphalt concrete paving in the parking lot of the headquarters building and legal disposal of the demolished materials outside of the Park.

3. CLIN 03: Installation of New Concrete Pavement:
complete the installation of new (hydraulic) concrete pavement (in accordance with ACI PRC-330-21) in the parking lot of the headquarters building. This item includes the preparation of the subbase/subgrade onto which the new concrete pavement shall be installed.
4. CLIN 04: Demolish Existing Hand Rail:
complete the demolition of the existing hand rail on the access ramp to the headquarters building and legal disposal outside of the Park of the demolished material.
5. CLIN 05: Installation of New Hand Rail:
complete the installation of the new hand rail on the access ramp to the headquarters building.
1.5 SPECIAL FACTORS APPLICABLE TO CONTRACT
A. Natural Resources to be Protected:
1. Vegetation adjacent to Buildings: Contractor shall make every effort to protect all vegetation on the site and surrounding the buildings. Locate equipment and materials storage as directed by the Government.
B. Occupied Site: The Government require access to the headquarters parking lot (that has restricted access allowing only authorized vehicles entry) throughout the Contract
Period:
1. Cooperate with Government during construction operations to minimize conflicts with day-to-day operations and facilitate Government usage.
2. The Park will remain open to the public throughout the Contract Period. Park hours are 7:00 AM 5:00 PM, unless otherwise noted.
3. Contractor shall at all times conduct his operations to ensure the safety of and least inconvenience to the Government and the public.

C. Fire Protection: The storage containers on the site and the headquarters building shall be protected against fire at all times throughout the performance of the Work.
1. Provide fire extinguishers, of appropriate type, at appropriate locations throughout course of Work.
2. See PART 1 article in this section regarding “Hot Work”;
D. Logistics / Access to Project Site: The Contractor shall be responsible for all logistics.
1. Project Materials Delivery Scheduling:
a. The Project Schedule shall include a preliminary materials delivery schedule. Provide anticipated date(s) materials will be delivered to the project site.
b. The Project Schedule shall be updated if and when there are any changes in the materials delivery schedule and the Contractor shall alert NPS.
c. Confirm all deliveries with the Government a minimum of 72-hours prior to delivery to the project site.
11. Mobilization: Contractor shall not mobilize on site or begin work until the
Contracting Officer has issued written authorization to the Contractor.
12. Construction and Personnel Waste: Contractor is responsible for removing all waste generated by the work of this contract and by personnel working on the project site from the Park and disposing of it in a legal manner outside of the
Park.
13. Construction water: Construction water is the water required by the Contractor to carry out the work under the Contract. The Contractor shall be responsible for bringing construction water to the project site from outside of the Park at no additional cost to the government.
E. Other Factor Affecting Contract:
1. Food Service: There are no food services or stores on Anacapa Island.
a. All food to be used by Contractor’s personnel and subcontractors shall be brought to the island by the Contractor.
2. Medical Facilities: There are no medical facilities or trained medical staff on
Anacapa Island.
a. In case of serious injury helicopter removal would be necessary, at the
Contractor’s expense.
3. Information about Anacapa Island is available at www.nps.gov/chis.
1. Cell and internet service is available on Anacapa island although it can be intermittent and slow.
1.6 PROJECT SAFETY
A. Contractor shall ensure the safety of all Contractor personnel, Government personnel, and the public within and adjacent to the work areas at all times throughout the course of the Work.

B. All work, personnel, tools and equipment at the Project Site shall comply with all applicable Occupational Health and Safety Act (OSHA) requirements and other governing regulations, including those of any federal, state and local bodies having jurisdiction.
C. Contractor Personnel Safety:
1. All personnel shall be physically qualified and able to perform their assigned duties in a safe manner;
2. Contractor shall ensure that personnel whose ability or alertness is impaired because of prescription or illegal drug use, fatigue, illness, intoxication, or other conditions that may expose themselves, others or the historic features of the site to injury and/or damage shall not perform Work;
3. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be fully trained and capable of operating such equipment.
a. Provide operating instructions for all equipment on site.
D. Reportable Accidents: A project reportable accident is defined as death, occupational disease and/or traumatic injury to Contractor personnel, Government employees or the public, fires, and/or property damage in excess of $100.
1. Notify Government immediately in the event of a Reportable Accident;
2. Within seven (7) days of a Reportable Accident, fill out and forward to
Government an Accident/Property Damage Report (Form CM-22).
a. Form may be obtained from the Government.
E. Emergencies: Report any accidents, injuries, or other emergencies to NPS
Sequoia/Kings Canyon Dispatch 559-565-4221.
1.7 SITE EXAMINATION AND FIELD VERIFICATION
A. Site Examination Prior to Submitting an Offer: Prospective Offerors and
Subcontractors are strongly encouraged to visit and examine the existing conditions of the Project prior to submission of an offer for this Solicitation.
1. The purpose of the Site Examination is for prospective offerors to better understand the Work required, the existing conditions of the site and aid in forming any questions the Contractor may have prior to the submission of offer.
2. Failure to visit the site shall not alleviate Contractors’ responsibility to provide an accurate proposal to accomplish the Work specified in the contract.
3. Solicitation Documents will clarify Site Examination logistics.
B. Field Verification Following Award of Contract: The Contractor shall verify all existing conditions and new and existing dimensions prior to the commencement of
Work and/or ordering of products and materials:
1. Discrepancies between existing conditions and the Contract Documents shall be brought to the Government’s attention in writing for clarification prior to the commencement of work.

a. Any work performed prior to receiving clarification from the Government, particularly work that may require correction, shall be corrected by the
Contractor with no additional cost to the Government.
1.8 DEFINITIONS
A. Contract Documents:
1. The documents forming the basis of the contract include, but may not be limited to the following:
a. Applicable clauses of the Federal Acquisition Regulations (FAR);
b. Solicitation Documents;
c. The Government Contract;
d. General and Supplemental Clauses of the Contract;
e. The Scope of Work (SOW) – General Conditions, Technical
Specifications and Figures/Drawings specific to the Work of this contract:
2. In case of a discrepancy between any contract requirements, the matter shall be promptly submitted to the Government for resolution.
a. Any work performed prior to receiving clarification from the Government, particularly work that may require correction, shall be corrected by the
Contractor with no additional cost to the Government.
B. Contractor: The company or individual that holds the Contract for the Work with the
Government:
1. Contractor is used throughout these documents to mean the Contractor and all applicable personnel and subcontractors performing the Work;
2. When Work is defined herein, even without the words “Contractor shall” attached to it; the Work is the responsibility of the Contractor.
C. Contract Period: The time period designated in the Contract, in calendar days, during which the Work of the Contract shall be performed. The Contract Period runs from the date of Notice to Proceed through the date of Final Acceptance of the project, unless otherwise noted.
D. Days: Days, when used herein, refers to calendar days, unless otherwise noted.
E. Execution Related Definitions:
1. Historic Materials: Materials used in the original construction, or subsequent rehabilitation and/or restoration of a structure, which have been deemed historical by the Government.
a. Contractor shall not replace historic materials without Government direction to do so.
2. Replace to Match Existing and/or In-Kind: If historical materials and/or items are too deteriorated to perform their original function, the Contract Documents may call for these materials to be replaced to match existing and/or in kind.
a. This shall mean that the new item/material shall match the existing in type and/or species of material; size; profile; visual characteristics e.g. texture, color etc.; and function;

b. The Government has the right to review and approve all “match existing and/or in kind” materials. The final determination of “match/in kind” will be made by the Government.
3. Remove and Salvage: Existing and historical materials and/or items that are removed due to possible impact from the Work, or as requested by the
Government; and are then conveyed to the Government as stipulated by the
Contract Documents.
4. Remove and Reinstall: Existing and historical materials and/or items that are removed due to possible impact from the Work, stored, protected and maintained by the Contractor, unless otherwise noted, throughout the course of the Work and reinstalled to their original location and function within the appropriate sequence of the Work.
F. Project Site: The defined physical limits within the Park for the Work.
1. The Government will define the project site at the Preconstruction Conference.
G. Provide: The purchase, supply and installation of all materials, products, equipment, systems and the like required by the Contract for the completion of the Work.
H. Work shall mean all Work required by the Contract.
1. When Work is defined herein, even without the words “Contractor shall” attached to it; that Work is the responsibility of the Contractor.
1.9 CONTRACTOR’S QUALITY CONTROL
A. The Contractor shall be responsible for Quality Control (QC) and ensuring that the
Work is performed in a good workmanlike manner and meets all requirements of the
Contract.
1. Ensure all personnel and subcontractors receive all pertinent information and perform the Work in compliance with the contract requirements;
2. Coordinate all construction operations as required to complete the Work;
3. Inspect all Work as needed to ensure that the quality of materials, workmanship, construction, finish, and functional performance is in compliance with applicable contract requirements:
a. Promptly correct any deficient item(s), feature(s) or materials of the Work identified by the Contractor and/or the Government.
B. Quality Control Supervisor: Contractor shall assign experienced, senior staff members to monitor and ensure quality control throughout the Contract Period, and shall designate, and make known to the Government the individual(s) assigned as the
Quality Control Supervisor. Any of the following may act as Quality Control
Personnel:
1. Project Manager: The Contractor shall designate a single individual to represent the project and interface with the Government for the duration of the project.
a. The Project Manager may also perform the role of On-site Superintendent and/or Quality Control Supervisor for the Work.

b. Submit evidence of Project Manager’s qualifications and experience as required by PART 3 Article “Construction Submittal Requirements” herein.
c. Once approved by the Government, the Project Manager shall not be changed without approval of the Government.
2. On-Site Superintendent: The Contractor shall designate an experienced individual to represent the Contractor on site for the duration of the project.
a. The Superintendent may also perform the role of Project Manager and/or
Quality Control Supervisor for the Work;
b. The designated Superintendent shall be on site at all times that the Work is underway to ensure safety, coordination, quality control and continuity.
c. Submit evidence of Superintendent’s qualifications and experience as required by PART 3 Article “Construction Submittal Requirements” herein.
d. Once approved by the Government, the Superintendent shall not be changed without approval of the Government.
C. Contractor’s Quality Control (CQC) Plan:
1. The Contractor shall provide a written Contractor Quality Control (CQC) Plan to the Government for approval prior to mobilization:
a. The Government reserves the right to require changes in the plan prior to approval;
b. The Government reserves the right to require changes in the plan during the Contract Period as required to ensure the specified quality of Work;
c. Following approval, no change in the CQC Plan may be made by the
Contractor without written concurrence by the Government.
2. At a minimum the CQC plan shall include, but may not be limited to, the following:
a. A list of personnel responsible for QC and their assigned duties;
b. Methods of performing, documenting, and enforcing QC of all Work;
c. Methods of monitoring and controlling environmental pollution and contamination as required by regulations and laws.
D. Contractor's Quality Control Daily Reports (CQCR): Contractor shall submit CRCR daily:
1. At a minimum CQCR shall include the following:
a. Daily weather conditions;
b. Personnel and subcontractors on site each day;
c. Tasks undertaken and/or completed each day;
d. Off-site fabrication (where applicable);
e. Inspections;
f. Testing.
2. Use form acceptable to the Government;
3. Include a minimum of five (5) photos of each day’s work with each CQCR. See
PART 3 Article “Photo Documentation” herein for further requirements.

E. Off-Site Fabrications CQC Reporting: Items that are fabricated or assembled off-site shall be inspected by the Contractor for quality control at the place of fabrication.
1. Submit an Off-site CQC report, in a form approved by the Government, following each inspection. Submit a final Off-Site Inspection Report prior to shipment.
F. If the CQC Plan and CQCR’s are not submitted as specified herein, the Government may retain all or a portion of payments until such time as a plan is accepted and implemented and/or all outstanding CQCR are received.
G. Progress Meetings: Contractor shall meet with the Government on a regular basis, at times mutually agreed upon by the Contractor and the Government, to review the progress of the Work.
1. It is assumed the meetings will be conducted as conference calls.
a. The Contractor shall arrange conference lines for use for these meetings.
2. Contractor shall prepare and distribute meeting minutes from each meeting, within five (5) days of the meeting date.
3. Weekly progress meetings will be held through out the duration of the project.
1.10 CODES AND REFERENCE STANDARDS
A. Prevailing Code: The work shall comply with the requirements of the International
Building Code (IBC), all applicable volumes, divisions and sections, latest adopted edition and including all state and local amendments, unless otherwise noted.
1. Other pertinent codes and regulation adopted by the jurisdiction(s) having authority may apply;
2. The concrete pavement must meet the requirements of the ACI PRC330-21.
3. The Contractor’s is responsible for verifying all applicable codes.
B. Comply with all applicable industry standards:
1. Comply with general standards applicable to each trade and industry standards noted in individual Technical specification sections of this SOW.
C. In order for the Government to fulfill its mission regarding protection of natural and cultural resources, the Government may direct the Contractor not to follow prevailing codes and industry standards if doing so would have a detrimental effect on the resource.
1. All such direction from the government will be given in writing.
1.11 PERMITS
A. City and County Building Permits are not required for projects on Federal
Government-owned property.
B. Other Permits: Contractor shall verify any and all other permits applicable to the
Work of this Contract required by all jurisdiction(s) having authority. Contractor shall obtain and pay for all Other Permits.

1.12 CONTRACTOR'S USE OF PREMISES
A. Contractor shall have use of areas within the headquarters parking lot for performance of the Work.
B. Staging Area: The Contractor will have use of a portion of the headquarters parking lot as a staging area.
1. Required clearances for use of the area for an emergency helicopter landing must be maintained. Confine storage of materials to areas designated by
Government. Further requirements will be clarified by the Government at the
Preconstruction Conference.
C. Building Existing Public Ways: Maintain public ways serving premises including entrances, driveways, pathways, pedestrian areas, sidewalks, parking areas and loading areas.
1. These areas shall be kept clear and available to the Government, park visitors and emergency vehicles at all times, unless otherwise agreed to in advance by the Government.
2. Do not use these areas for staging, parking of vehicles or equipment, or storage of materials without prior Government approval.
D. Emergencies: Report any accidents, injuries, or other emergencies to onsite NPS staff and to NPS Sequoia/Kings Canyon Dispatch 559-565-4221.
E. Work Hour Restrictions: On-site work will be five (5) days a week (Monday through
Friday) during daylight hours, unless otherwise approved by the Government.
F. Prohibited Items: The following items are prohibited:
1. Firearms / weapons / ammunition;
2. Alcohol and Illicit Drugs;
3. Pets.
G. Smoking Policy: Smoking is prohibited inside buildings and all outside areas except for designated smoking areas.
1. Only at posted designated smoking areas will smoking be permitted.
H. Protection of Adjacent Features:
1. Throughout all Phases of the Work, confine all operations to Project Site limits and protect adjacent structures and historic and natural features not scheduled to be impacted by the Work.
2. In the event that damage occurs, Contractor shall restore damaged areas, repairing or replacing damaged features to their original condition, at no additional expense to the Government.
I. Existing Utilities:
1. Disturbance of Existing Utilities: Notify Government and utility companies
(here applicable) of any proposed disturbances to existing utilities.

2. Contractor shall be responsible for verifying location of and preventing damage to known utilities.
a. If damage to a known utility occurs, Contractor shall repair utility at no additional cost to the Government.
b. If damage to an unknown utility occurs, Contractor shall promptly repair utility and an equitable adjustment will be made in accordance with applicable Contract requirements.
c. Interruption of Existing Utility Service: Interruption of utility service will only be permitted with prior consent of the Government.
i. Maximum Duration: Four (4) hours, unless otherwise approved by the Government.
ii. Notify Government not less than two (2) days in advance of proposed utility interruptions.
iii. Do not proceed with utility interruptions prior to receiving
Government’s approval.
3. Potable Water:
a. Potable water is available for human consumption and hygiene.
Contractor must haul construction water to the project site at no additional cost to the government.
4. Electric Power Service: Electrical power (120 Volt) from the headquarters building is available for use for this contract. The Contractor shall provide portable generators to meet all project needs in the event of power outage.
a. Contractor shall provide extension cords rated for the equipment being powered and secure them for safety;
b. Fire protection: Contractor shall take all precautions necessary to ensure that provisions for electrical service do not constitute a fire hazard to the site or buildings.
5. Lighting: Where applicable, provide temporary lighting with adequate illumination for construction operations, observations, and inspections.
6. Telephone Service:
1. Landline telephone service is not available on site for Contractor's use.
2. Cell phone connectivity is available on in the area of the headquarters building.
J. Vehicle Restrictions: Motor vehicles owned by the Contractor must be legally registered and properly functioning in order to be allowed for use at the project site.
K. Environmental Protection: Provide environmental protection as required by applicable local, state and federal laws, codes and standards.
1. The Contractor shall not dispose of volatile or unstable waste or oils in storm or sanitary drains nor allow such materials to reach natural bodies of water.
2. The Contractor shall take all necessary and reasonable measures to reduce air pollution by any materials or equipment used in the Work.

L. Waste Disposal: The Contractor is fully responsible for containing all waste generated by the work, removing all waste from the Project Site and the Park, and disposing of it in a legal manner outside of the Park.
1. The location of waste and trash container(s) larger than one cubic yard shall be proposed by the Contractor for review and approval by the Government.
a. No containers shall be delivered to the site until their location is approved by the Government.
2. No Government waste containers shall be used for collection or disposal of construction waste and/or trash resulting from the Work and/or Contractor’s personnel.
3. No burning will be allowed within Park boundaries.
4. Contractor shall package all waste material and deliver to the Upper Crane
Staging Area for loading onto the NPS vessels. Contractor shall receive waste at the Dock in Ventura and promptly remove it from Park property.
M. Temporary Facilities:
1. Temporary materials may be new or used, but must be adequate in capacity for the required usage, must not create unsafe conditions, and must not violate requirements of applicable codes and standards.
2. Locate temporary facilities as directed by Government.
3. If necessary, relocate and modify facilities as required by progress of the Work and as approved by Government.
3. Support Facilities:
a. Field Office: No trailers will be allowed. Should the Contractor require a field office it shall set up in office space outside of the Park at no additional cost to the government;
b. Toilet Facilities: Contractor must provide toilet facilities (men and women’s) at the project site.
i. Toilet facilities shall be kept neat and clean at all times;
4. Maintenance: Maintain temporary facilities in clean, good operating condition until removal.
5. Termination and Removal: Remove each temporary facility when need for its service has ended, when it has been replaced by authorized use of a permanent facility, or no later than Substantial Completion.
a. Repair Work damaged by temporary facilities, clean exposed surfaces, and replace construction that cannot be satisfactorily repaired;
b. Complete or, if necessary, restore permanent construction that may have been delayed because of interference with temporary facility;
c. Materials and facilities that constitute temporary facilities are property of
Contractor and shall be completely removed from the Project Site and park prior to Substantial Completion.
N. Signage:
1. Signage identifying the Contractor or any subcontractor performing the Work is not allowed within the Park.

2. Provide temporary, directional signs for construction personnel, Government personnel and visitors as required to safely perform the Work.
1.13 HOT WORK
A. In the event Hot Work must be performed to accomplish the Work, the Contractor shall obtain a Hot Work Permit from the Government.
1. Hot Work shall only be performed in “designated” and/or “permit-required” areas.
2. A Hot Work Permit is required for Work in a “designated” area.
3. A Hot Work Permit is required for Work in a “permit-required” area.
a. The Contractor shall obtained a signed Hot Work Permit, issued by the
Park Structural Fire Coordinator or his/her designee, for Work performed in a “permit-required” area.
b. A separate permit will be required for each Hot Work event.
c. Apply for Hot Work Permits a minimum of seventy-two (72) hours prior to the hot work event.
B. Definitions:
1. Designated Area: An area specifically designated for, or approved by the Park
Structural Fire Coordinator or his/her designee, for Hot Work.
a. A designated area can be a maintenance shop or a detached outside location that is of noncombustible or fire-resistive construction, essentially free of combustible and flammable contents, and suitably segregated from adjacent areas. All designated areas shall have been inspected and approved by the Park Structural Fire Coordinator or his/her designee.
2. Permit-Required Area: A permit-required area shall be an area that is made fire safe and authorized by the issuance of a signed NPS Hot Work Permit.
3. Non-permissible Areas: Hot work shall not be allowed in the following areas:
a. Areas not authorized by the Park Structural Fire Coordinator or his/her designee;
b. Sprinklered buildings while such protection is impaired;
c. Areas with explosive atmospheres (that is, where mixtures of flammable gases, vapors, liquids, or dusts with air exist);
d. Areas with explosive atmospheres that can develop inside unclean or improperly prepared drums, tanks, or other containers and equipment that have previously contained such materials;
e. Areas with explosive atmospheres that can develop in areas with an accumulation of combustible dusts.
1.14 HAZARDOUS MATERIALS
A. The headquarters parking lot has not been surveyed for hazardous materials including lead, asbestos and/or PCB’s.

1. Due to the age of the construction of the asphalt concrete parking lot it is anticipated that the parking lot asphalt concrete and subbase (if it exists) material does not contain hazardous materials.
2. In the event that the Contractor should encounter substances that are suspected of being hazardous materials that will impact the performance of the Work, stop work in that area and notify the Government immediately for resolution of the issue.
a. Work shall continue in areas not impacted by suspected hazardous materials.
1.15 SUBMITTALS
A. Provide all required submittals pursuant to the requirements of PARTS 1, 2 and 3 of of Specification 00 10 00 GENERAL REQUIREMENTS and Specification 33 47 13
POLYPROPYLENE GEOMEMBRANE LINER FOR POTABLE WATER TANK.
B. Preconstruction Submittals: Submit all Preconstruction Submittals required by the contract at least seven (7) days before the Preconstruction Conference to allow
Government representatives time to review them. In addition to the documents required by the Government prior to issuance of the Notice to Proceed, submit the following:
1. Qualifications of Project Manager, Site Superintendent and/or QC Manager;
2. Contractor’s Quality Control (CQC) Plan;
3. Qualifications of subcontractors performing portion of the work as required by individual technical specification sections of this SOW;
4. Schedule of Values (SOV): See PART 3 Article “Schedules” for requirements;
5. Project Schedule: See PART 3 Article “Schedules” for requirements.
6. All other Preconstruction Submittals required by the Contract.
C. Provide the following Action Submittals:
1. Manufacturers’ Product Literature for all manufactured products;
2. Shop Drawings: Provide shop drawings for the following:
a. Layout of the joint (construction & isolation) spacing for the concrete pavement.
b. Layout of the new hand rail (to include mounting systems to the concrete access ramp and to the headquarters building) to be installed on the access ramp to the headquarters building.

2.2 GENERAL REQUIREMENTS
A. Contractor shall provide new products for incorporation into the Work, unless otherwise directed or authorized by the Government.
B. Contractor shall comply with the "Buy American Act - Subpart 25.2 Construction
Materials", unless otherwise authorized by the Government.
C. Environmentally Preferable Products
1. To the greatest extent possible, provide products and materials that have a lesser or reduced effect on the environment considering raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, and/or disposal of the product.
2. Use of environmentally preferred products shall not override this contract’s requirements to match historic construction and appearance.
3. Packaging: Contractor is encouraged to obtain materials in biodegradable or recyclable/reusable packaging and, where practicable, to use the minimum amount of packaging possible.
a. Where Contractor has the option to provide one of the listed products or equal, preference shall be given to products with minimal and/or easily recyclable packaging as defined in ASTM D5834.
2.3 DEFINITIONS
A. Products: Items provided for incorporation into the Work by the Contractor, whether purchased specifically for the Work or taken from previously purchased stock.
1. The term "product" includes and applies to the terms "material," "equipment,"
"system," and all terms of similar intent.
B. New Products: Items that have not previously been incorporated into another project or facility, except that products consisting of recycled-content materials are allowed, unless explicitly stated otherwise.

1. Products salvaged or recycled from other projects are not considered New
Products.
2. All New Products shall be incorporated into the work within applicable expiration dates.
C. Salient Characteristics: The characteristics for a specified product are listed in the individual sections of this SOW to establish significant qualities related to type, function, sizes and/or dimension, in-service performance, physical properties, appearance, and other characteristics required by the Contract. Salient Characteristics shall be used for purposes of evaluating comparable products of diverse manufacturers required by the Government.
D. Named Products: Items identified by manufacturer's product name, including make or model number or other designation shown or listed in manufacturer's current, published product literature.
E. Comparable Product: An alternative to a named product specified in individual sections of this SOW that meets the salient characteristics specified and is demonstrated and approved through the submittal process as meeting those requirements.
F. Compatibility of Options: If Contractor is given options of selecting between two or more products for use in the Work, product selected shall be compatible with products previously selected, even if previously selected products were also options.
1. Contractor shall be responsible for verifying compatibility.
G. As Selected: Where specified products are accompanied by the term "as selected", Government will make selection.
H. Match Sample: Where specified products are accompanied by the term "match sample", sample to be matched will be provided by the Government and final approval of “match” will be made by the Government.
I. Match Existing: Where specified products are accompanied by the term "match existing", this shall mean match material, composition, size, color, texture, profile and all other functional and sensual features.
1. The government will identify existing materials to be matched;
2. Approval of “match” will be made by the Government.
2.4 PRODUCT SELECTION PROCEDURES
A. Provide products that comply with the requirements of this SOW, which are undamaged and, unless otherwise indicated, new at time of installation.
B. Provide products complete with accessories, trim, finish, fasteners, and other items needed for a complete installation for indicated use and effect.

C. Protect all products provided from damage until final acceptance by the Government.
D. Standard Products: If available, provide standard products of types that have been produced and used successfully in similar situations on other projects, unless custom products or nonstandard options are specified.
E. Government reserves the right to limit selection of products to those with warranties that meet the requirements of the contract.
F. The intent of this SOW is to convey the salient characteristics and properties of all products / materials to be used in the Work.
1. Salient Characteristics: Where products / materials are described by their salient characteristics in the technical specification sections of this SOW, contractor shall provide products / materials that meet the salient characteristics specified.
2. Named Product: Where a product / material is cited by manufacturer, product name and/or product number it is for clarification purposes only in order to delineate the minimum requirements based on the salient characteristics of the product and/or material, which will also be provided in the product description in the requirement.
a. Contractor may use the named product; or
b. Contractor may use another product that has the salient characteristics specified, with Government approval.
3. Basis of Design: Where a Named Product is used to set the Basis for Design
Contractor may use the Basis for Design Product named, or a comparable product meeting the salient characteristics for the Basis for Design Product with
Government approval.
4. Comparable Products: Contractor may propose a Comparable Product under any of the selection criteria listed above and meeting the following requirements:
a. The Contractor shall bear the responsibility for demonstrating to the
Government that proposed Comparable Products are comparable to those specified;
b. Contractor shall provide adequate evidence that proposed product is comparable to specified product for Government review and approval;
c. Contractor shall verify that proposed Comparable Products are compatible with other new and existing products it may impact and interface with; and provide satisfactory evidence of compatibility for Government review and approval.
2.5 PRODUCT SUBMITTAL REQUIREMENTS
A. Contractor shall submit product information required by individual technical specification sections of this SOW for review and approval by the Government.

B. Coordination: Contractor shall review all submittals including those from all subcontractors, for accuracy, completeness, coordination with other Work of the
Contract, and compliance with the Contract Documents. Contractor shall mark each submittal with an approval stamp and forward the Government with the approved
Transmittal Form.
1. The Government reserves the right to withhold action on a submittal requiring coordination with other submittals, until all related submittals are received;
2. The Government will not review submittals received from sources other than
Contractor;
3. The Government will not review submittals not called for in this SOW.
C. Government Review and Approval of Submittals:
1. Action Submittals: The Government will review each Action Submittal, indicate corrections or modifications where required and mark each submittal to indicate the appropriate action, as follows:
a. APPROVED: Acceptable with no corrections.
b. APPROVED WITH NOTATIONS: Minor corrections or clarifications required are noted by the Government and no further submittals are required. The Contractor shall address all review comments when proceeding with the work.
c. DISAPPROVED - RESUBMIT: Submittal is not in accordance with the contract or requires significant corrections and/or clarifications. The
Government will identify the reasons for disapproval. The Contractor shall revise and resubmit with changes clearly identified.
2. Informational Submittals: Government will review each submittal and mark as follows:
a. Acceptable: Government will notify Contractor and retain submittal for the files. Government will not return acceptable Informational Submittals.
b. Resubmit: Government will return Informational Submittals that do not comply with the Contract Documents, with notations as to why they do not comply. Contractor shall revise and resubmit as required.
c. Not Reviewed: The government will notify the Contractor of receipt of submittals required as evidence the contractor has certain procedures in place but will not review submittal for content.
3. Processing Time: Coordinate submittals with the Project Schedule and allow enough time for submittal review, including time for re-submittals if necessary.
Time for review shall commence upon Government’s receipt of submittal.
Review time frames are as follows:
a. Preconstruction Submittals: Submit all Preconstruction Submittals required by the contract at least seven (7) days before the Preconstruction
Conference to allow Government representatives time to review them before the conference.
b. Action submittals
i. Initial Review: Allow fifteen (15) days for initial review of each action submittal.

ii. Re-submittal Review: Allow ten (10) days for review of each re-submittal.
c. Informational submittals:
i. Allow ten (10) days for review of each informational submittal.
d. No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing by the Government as specified herein.
D. Submittals Requirements:
1. With the exception of samples, submit one (1) electronic copy of each submittal.
a. If not possible to submit electronic copies, submit five (5) hard copies of submittals. Government will return two (2)) copies of each submittal to the Contractor and retain three (3) copies. The Contractor shall keep one
(1) copy of approved submittals at the Project Site.
2. Submittal numbers:
a. Each submittal shall be number sequentially, i.e. 001, 002 etc.
b. Resubmittals shall retain their original number followed by a letter, i.e.
001.B, 002.B.
c. Provide individual submittals for each product.
3. Transmittal: Both electronic submittals and hard copies shall be accompanied with Government Transmittal Form CM16.
4. Product Data: Submit manufacturer’s written product data and details.
a. Submit only those products specifically proposed for use in the Work;
b. If multiple products are shown on a page, mark product data to clearly indicate the products and options being proposed for use;
c. Do not download and send full manufacturer’s catalogues.
5. Shop Drawings: Where required by individual technical specification sections of this SOW and/or if manufacturer’s product data is not available for a specific product, prepare project-specific informational drawings, drawn accurately to scale.
a. Scale of Shop Drawing shall be appropriate to convey all necessary information;
b. Submit on sheets at least 8-1/2 by 11-inches but no larger than 24 by 36-inches;
c. Shop Drawings shall include the following:
i. Plans, sections and/or elevations as required to clearly convey proposed Products/Work.
ii. Provide dimensions and notations for proposed products and/or construction. Dimensions shall be established by field measurements, not taken from Government drawings.
iii. Fabrication and installation drawings, where applicable;
iv. Roughing-in and setting diagrams, where applicable;
v. Wiring diagrams showing field-installed wiring, where applicable;
vi. Notations of coordination requirements.

6. Samples: Where required by individual technical specification sections of this
SOW submit type and number of samples indicated for review of material, size, color, pattern, and/or visual and tactile appearance.
a. Samples will be used by the Government for verification that components meet the contract requirement, as delivered and installed, and/or where product is required to match existing;
b. Label each sample with name of product and manufacturer;
c. If variation is inherent in material or product, submit at least three (3) samples that show variations;
d. Samples shall be delivered to the Project Site, if an alternate delivery location is required it will be clarified at the Preconstruction Meeting.
