About this file
This document is a Justification & Approval for Other Than Full and Open Competition for a Simplified Acquisition over the Micropurchase Threshold for the National Park Service Pacific West Region.
The key details are:
The procurement is for solid waste (garbage) collection and disposal services for Redwood National Park in California. A licensed and permitted waste disposal site with weighing capability in Del Norte County is required to accept and dispose of the waste stream, including dumping of two portable 10-yard compactors one to two times per week. The anticipated base cost is unknown. The justification for the sole source procurement is that Del Norte Solid Waste in Crescent City, CA is the only responsible source that meets the specific requirements, as other nearby facilities either cannot accept large vehicles or waste from outside their county/state. The related federal contract opportunity is Solicitation Number 140P8424Q0058 for "REDW-DEL NORTE SOLID WASTE FY25", to be awarded by the Department of the Interior National Park Service Pacific West Region.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR
Part 2) UP TO SAT (See FAR 13.106-1)
Date: 05/1/2024 PR Number: 0040662247
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Solid waste (garbage) is collected daily by custodial staff in and about Redwood National Park. Custodial staff depart and return to the park maintenance facility (NOC) in Crescent City, CA. A licensed and permitted waste disposal site with weighing capability within Del Norte County is required to accept and dispose of the waste stream. Dumping of two portable 10 yard compactors is also required one to two times per week. These containers are handled by large NPS trucks. A waste disposal site must have the ability to weigh and accept large garbage/dump trucks. The anticipated base cost is
2. Sole Source Justification rationale (Check one and explain below):
_X_____ Only one responsible source.
_____ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
______ Other _____________________________________________________
Explain:
The supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements. Del Norte Solid Waste in Crescent City, CA is the only licensed and permitted waste handler with weighing and large vehicle capability to accept solid waste in Del Norte County. It is under two miles to this location from the Redwood National Park Maintenance Facility. Humboldt Sanitation located in Eureka, California (Humboldt County) will not accept solid waste from outside their county. The Humboldt sanitation site is 140 miles round trip. A disposal site – Curry Transfer and Recycling – north of Brookings, OR does not have weighing capability and will not accept large trucks other than their own and cannot accept waste from outside their county or across state lines. Also, Redwood National Park cannot transport solid waste generated in California over state lines. This facility is 80 miles round trip.
