About this file

This document is a Statement of Work (SOW) for replacing concrete parking barriers at the Manzanita Lake Campground in Lassen Volcanic National Park, California. The National Park Service (NPS) has a requirement for the supply and delivery of 675 concrete parking logs, each 72 inches long and 6 inches in diameter, with a brown log texture and predrilled holes for staking pins. The objective is to replace the existing, deteriorated parking barriers to improve safety and organization in the campground parking lot.

The related federal contract opportunity, Solicitation #140P8424Q0038, seeks a small business contractor to provide the specified parking barriers. The government anticipates awarding a firm-fixed-price purchase order with a period of performance of 30 days from the notice to proceed. The work will be completed by NPS staff using park equipment. The delivery location has not yet been assigned but will be near the campground to allow efficient placement of the parking logs. This acquisition is a Total Small Business Set-Aside.

Lassen Volcanic National Park

Manzanita Lake Campground Stop Logs

PMIS # 330876

Solicitation #140P8424Q0038

STATEMENT OF WORK

BACKGROUND

The campground at Manzanita Lake is a high traffic area within Lassen Volcanic

National Park. As such, the National Park Service strives to maintain good working condition of all aspects associated with the camping site. The Manzanita Lake

Campground Parking Lot is disorganized as parking stalls are designated by worn railroad ties perched atop crumbing concrete piers, resulting in a misuse of parking stalls, including more off-road parking in non-designated spaces.

SCOPE

The National Park Service (NPS) at Lassen Volcanic National Park (LAVO) has a requirement for the supply and delivery of 675 parking bumpers to replace the ones that have been splintered, knocked over, or completely removed at the Manzanita Lake

Campground. The new parking bumpers must be made of concrete, must be 72” long and 6” in diameter, and shall be brown in color with a log texture. Each bumper will need to have predrilled holes for staking pins. The replacement bumpers must also be durable as their life expectancy will be dramatically decreased by weather conditions and visitor’s season.

OBJECTIVE

It has been determined that concrete “logs” would be the best solution for replacing old parking stall designators, as they will be large enough to stand out, and sturdy enough to handle everyday wear and tear from elements and vehicles.

This requirement is necessary for campground upkeep as fallen parking barriers can become a safety hazard. Replacing the parking barriers will also increase user friendliness, as it will make the parking lot more organized. There are a total of 179 parking stalls in the Manzanita Lake Campground parking lot. We require 675 parking logs as some stalls can fit up to three 72” longs.

TASKS

• Park staff at LAVO will use park owned equipment to remove old parking barriers.

• The awarded vendor will supply and deliver the 675 concrete parking logs to

Lassen Volcanic National Park

• LAVO staff will use park equipment to install the concrete stop logs in the parking stalls at Manzanita Lake Campground.

• Work will be completed with the least amount of disturbance to visitors.

DELIVERY

Delivery location has not yet been assigned but will be to a designated area close to the campground to allow the efficient moving of parking logs by LAVO staff.

PLACE OF PERFORMANCE

This requirement will take place at the Manzanita Lake Campground in Lassen Volcanic

National Park, Tehama County, California.

PERIOD OF PERFORMANCE

The ideal Period of Performance for completion of delivery is 30 days from the notice to proceed. Park staff at LAVO will then have between May 2024 and October 2024 to complete the positioning of parking logs at the Manzanita Lake Campground parking site.
