NATIONAL PARK SERVICE

PACIFIC WEST REGION

RFP # 140P8423R0006 Amendment 0001 Notes

SITE VISIT SUMMARY:

A pre-bid meeting was conducted on May 10th, 2023. Participants met at 10:00 a.m. Pacific Daylight Time (PDT) at the Lagoon Creek Rest Area parking lot, near Klamath, California. The project scope was reviewed at the meeting and potential contractors were given an opportunity to ask questions. Areas of sensitive site disturbance were reviewed. This included the two accessible viewing walkways and the removal of the existing culverts at the north-west end of the project area. Potential contractors were notified that a SWPPP was being finalized, to be included as part of Amendment 0001. NPS will be providing the SWPPP information. The selected contractor will need to provide a certified SWPPP inspector during construction.

NPS will have an archeology monitor on site periodically during construction. The Caltrans encroachment permit has been completed and will be provided to the selected contractor.

The site visit concluded at approximately 12:00 p.m.

PROJECT QUESTIONS FROM PREBID MEETING:

1. Question: Are there any Tribal Employment Rights Ordinance (TERO) requirements for the project? Answer: No, TERO does not apply to this project.

2. Question: Can survey data for the project be provided to the selected contractor? Answer:

Yes, the NPS will provide the selected contractor with CAD and/or .xml files of the plans which include relevant survey and final grade data.

3. Question: Can the government engineer’s opinion of cost be shared? Answer: While we can’t provide the independent government estimate, the Solicitation states the general project range in accordance with FAR 36.204, which for this project is estimated to be between $500,000 and $1,000,000.

4. Question: Where does closure signage need to be placed on the road? Answer: The rest area shall be barricaded off the road shoulder at the entrance to the rest area. A closure sign shall be located at each end of the barricade facing respective oncoming traffic northbound and southbound.

5. Question: Are there any nesting bird requirements? Answer: No, not during the anticipated period of performance from 07/17/2023 to 11/14/2023.

6. Question: Can this be late season work? Answer: The anticipated performance period is 07/17/2023 to 11/14/2023 (120 days in duration). The period of performance is indicated as “negotiable” in the solicitation and is dictated by FAR Clause 52.211-10 in Section F, which is corrected to read 120 days of performance; actual start date of this 120-day period is determined by the Notice to Proceed document when issued by the contracting officer.

Note: Work beyond 11/14/2023 will have SWPPP impact and increase stop work risk due to inclement weather. The NPS will not allow work to occur extending into the rainy season that could potentially revise the SWPPP to a level 3. See Amendment Items below.

7. Question: Is treated wood waste disposal covered in the specifications. Answer: Yes, this is covered in multiple sections. Specific to wood waste reference specification Section 01 73 40 Part 1, 1.2, landfill receipts.

PROJECT QUESTIONS RECEIVED VIA EMAIL:

1. Question: Is the site visit on 05/10/2023 mandatory? Answer: While not mandatory, offerors are urged and expected to inspect the site where the work will be performed. The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation.

2. Question: General RFI regarding pole size and height and any base design requirements, lighting performance requirements, etc. for the Street Lights. Answer: Dark sky is important, and the light listed as an option in the specification was previously approved by NPS resources staff. The light is listed as “or equal”, meaning that many acceptable alternatives exist. NPS will review light submittals during the submittal review process. The primary intent being that the lighting provided is solar powered and meets dark-sky criteria. Construction shall be according to manufacturer’s recommendations.

AMENDMENT ITEMS:

The bidder shall make the following changes, modifications and additions to the pertinent sheets, pages and paragraphs of the specifications and drawings, and shall take the same into consideration in the bid prices:

1. Storm Water Pollution Prevention Plan (SWPPP)

Per the neat lines of the plan, this project proposes to disturb 0.97 acres of land. However, it is recognized that disturbances may go slightly beyond the neat lines of the plans and there is a high potential to create disturbances more than 1.0 acres, which is the regulatory threshold for requiring a SWPPP. For example, variation in trench widths, or localized disturbances from channel excavation are not accounted for in the neat lines of the grading plan. In the interest of avoiding potential issues (real or perceived), the NPS has decided that preparing and implementing a Storm Water Pollution Prevention Plan in accordance with state NPDES rules is in the best interest of the project. A Qualified SWPPP Developer (QSD) has prepared a draft SWPPP for this project. The draft SWPPP is included in this amendment. For the purposes of this project, it is assumed that the project could disturb as much as 1.05 acres of land.

The contractor shall implement the SWPPP according to the plan. Plan sheet U1 has been added to the plan set. The contractor must have a Qualified SWPPP Practitioner (QSP) on staff and assigned to this project. The QSP shall conduct all related oversight, inspections, and documentation in accordance with the SWPPP and California Construction General Permit SWRCB Orders No. 2009-009-DWQ, and related amendments.

Specification 012700 (Definition of Contract Line Items) has been amended to include additional pay items for SWPPP implementation and BMPs. Referenced Caltrans standard details related to BMPs are added via this amendment.

See attached: B08_Attachment_09_140P8423R0006_Spec 012700_19May2023.pdf

Section B including the Contract Bid Schedule has been updated to reflect the revised line items. Offerors shall use the revised Contract Bid Schedule form provided with Amendment 0001 when submitting their proposals.

See attached: B08_Solit_PSP_Vol_II_CBS 140P8423R0006_rev19May2023.xlsx

The NPS will file the Notice of Intent (NOI) with the State of California through the SMARTS system. The contractor will provide relevant information to the QSD, such as schedule, staff names, contact info, etc., to complete the SWPPP prior to construction.

Amendments to the SWPPP will be prepared by the NPS as required in coordination with the QSD. The NPS will file the Notice of Termination. Final stabilization is anticipated soon after project completion as most of the site will be repaved.

Specification 015723 is deleted, as it is no longer relevant.

2. Solicitation Section F, FAR Clause 52.211-10 has been corrected to read as follows:

52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR

1984)

The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 120 calendar days after the date the Contractor receives the notice to proceed. The time stated for completion shall include final cleanup of the premises.

(End of clause)
