REPLACE WATER DISTRIBUTION SYSTEM

AT MANZANITA LAKE CAMPGROUND

PMIS No. 308972

AMENDMENT NO. 0001

SITE VISIT SUMMARY:

A prebid meeting was conducted on May 3rd, 2023. Participants met at 2:00 p.m. Pacific Daylight Time (PDT) at the Park Headquarters Conference Room in Mineral California. The project scope was reviewed at the meeting and potential contractors were given a power point presentation in lieu of a site visit. A site visit was not possible due to snow at the sites.

QUESTIONS RECEIVED AT PRE BID MEETING

1. During the pre-bid meeting project sequencing was discussed. During the early phase of construction, the objective will be to keep at least one comfort station open in each of the operational campground loops. To help facilitate this, the NPS has recently installed several temporary isolation valves that will allow the contractor to isolate select portions of the campground.

PROJECT QUESTIONS RECEIVED VIA EMAIL:

1. Question: Sheet C6 shows plan and elevations views of the parking, roadway, and walkway up to the existing building. Can spot elevations be provided for bidding and construction purposes? Answer: This question was also brought up at the prebid meeting.

This project includes limited accessibility design near one of the comfort stations. A detailed survey was not conducted for this site. The idea with this design is that most of the area surrounding the building will need to be dug up to accommodate the new piping.

Therefore, the NPS intends to make limited accessibility improvements at this one location. The site topography is such that an accessible approach can be achieved without a detailed survey. The primary focus of these improvements is to raise the grade near the comfort station to eliminate the stepped entrance that currently exists.

2. Question: Is a geotechnical report for this or previous projects at the Manzanita Lake Campground available to determine soil type in the area? If so please provide. Answer:

No. However, from visual observation, most of the soils in this area are fine sandy loam, and volcanic cinder. Web soil survey classifies the local soils as “ashy fine sand” with a depth of >200cm.

3. Question: If work is unable to be completed by the period of performance or snowfall in 2023, will work be able to be conducted spring of 2024 prior to Memorial Day? Answer:

Yes, the NPS fully understands that weather constraints may limit paving in the fall. That said, if the project must extend into the next season, the expectation would be that this site is prioritized as soon as access is possible. See Amendment Items below.

4. Question: Is the depth of the existing water main known? If so, please provide. Answer:

The existing water mains are buried approximately 36”.

5. Question: If HDD is utilized, will the contractor be required to follow the existing alignment, or can it be altered from its current location? Answer: Yes, reasonable alteration will be allowed. As per the plans, HDD is encouraged to limit site disturbance.

6. Question: General notes state that “existing water mains are believed to be a combination of galvanized steel and ductile iron pipe.” Is the government aware of what type of pipe the 4” main is constructed of? Answer: It is believed that the water mains (including the 4” main) may be constructed from several types of materials. The site has been modified on several occasions and there is limited data available indicating what those materials are. Staff were questioned on this after the prebid meeting. Upon further review, staff indicated that some pipe is likely transite. See Amendment Items below.

7. Does the park have any place excess material can be placed and left? Or will the contractor need to remove said material? Answer: Yes, there is a location to dump spoil that is about 0.5 miles away.

8. Section 31 10 10-2 A. and B. Does contractor need to clean any trees where the water main is going to be placed? There are places the dripline of trees, block the access through the trees, for an open trench process. Answer: There is no tree removal anticipated with the project. The existing water main alignment is primarily along existing routes, paths, and other previously cleared areas. The new water mains will generally follow these alignments.

AMENDMENT ITEMS:

The bidder shall make the following changes, modifications and additions to the pertinent sheets, pages and paragraphs of the specifications and drawings, and shall take the same into consideration in the bid prices:

1. Existing water main may consist of a variety of materials, including transite. Existing water mains may be abandoned in place. Any water main that is demolished will be handled and treated as a waste according to specification 01 74 19.

2. The contract performance period is changed from mandatory to negotiable. Section F Clause 52.211-10 Alt I is removed and replaced as follows:

FAR 52.211-10 – Commencement, Prosecution, and Completion of Work (Apr 1984) The Contractor shall be required to

(a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed,

(b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 270 days following receipt of the notice to proceed. The time stated for completion shall include final cleanup of the premises.
