QUESTIONS & ANSWERS

Amendment 0003

1. QUESTION: Can you please define what “Heavy equipment” is implying per the SOW?

Does that mean any and all Mini Track loaders, mini excavators, full size machines, flail mowers, etc.? Little confused since the SOW document mentions that during dry months “metal brush cutting attachments” may not be allowed. Typically, those attachments go on a Mini/Track loader such as a bobcat.

ANSWER: Per the Statement of Work page 2 “Equipment use shall be limited to chainsaws, brush-cutters, string trimmers and hand tools. The use of heavy equipment and/or rigging will not be accepted. off-road vehicle travel will not be accepted.”

Metal brush cutting attachments refers to attachments that can be put on weed eaters and chainsaws. Depending on the weather and fire danger per the SOW page 2 “Due to increased wildfire risk in dry months (May-October), the NPS Fire Management Officer (FMO) may order restrictions on the use of metal brush cutting attachments and/or ban the use of gasoline powered cutting equipment.”

2. QUESTION: The SOW says that the period of performance is 4/3/23 – 6/30/23. Is this set in stone, or flexible considering the topography and quantity of work to be performed.

ANSWER: The start date of April 3, 2023, is firm. It is anticipated that the work can be completed in 90 days. The expectation is that the work will be complete within 90 days.

3. QUESTION: In the case all 300 acres cannot be completed in 90 days, will the contractor be penalized? Or is it 90 days per treatment area?

ANSWER: It is anticipated that the work can be completed in 90 days. The expectation is that the work will be complete within 90 days, barring any unforeseen circumstances out the control of the contractor. Should the contractor not complete the work in those 90 days the government will seek the remedies available per the terms and conditions of the contract.

It is 90 days for the entire project.

4. QUESTION: Will the NPS be installing any survey stakes/ markers/ flags in the field identifying the area of work?
