The solicitation number is 140P8422R0009 and is being conducted by the National Park Service Pacific West Region. During the site visit, park staff addressed questions from potential offerors to clarify requirements. SOLICITATION NO. 140P8422R0009
INSTALL SECURITY FENCING
WHISKEYTOWN NATIONAL RECREATION AREA
SHASTA COUNTY, CA
SITE VISIT – AUGUST 17, 2022
SITE VISIT SUMMARY SUMMARY:
A site visit was conducted on Wednesday August 17, 2022, at 10:00 a.m. Participants met at the Parks Visitors Center at the corner of Highway 299 and Kennedy Memorial Drive, Whiskeytown, CA.
QUESTIONS AND ANSWERS RECEIVED TO DATE:
Q1: To clarify, what is the spacing between posts, eight feet or 10 feet?
A1: The park is willing to remain at the current spacing of 10 feet spacing between posts.
Q2: Is there an aerial map that can be provided similar to what was provided within the solicitation showing the Grizzly Gulch Wastewater Treatment Facility.
A2: Park staff was under the impression that a map had been created by the parks Roads, Trails, and Lake Operations Supervisor, we will check in with him and see if he has one established. If not, we will work to establish one ASAP.
Q3: There are areas in the Headquarters area that have limited access as well as areas that have posts embedded in retaining wall top caps. Are the contractors able to utilize existing posts that were viewed and in great shape to sleeve new posts off of?
A3: Absolutely. NPS acknowledges that some areas are considered major controls: you can only do what you can do without having to go much further than normal for post installations.
1. There were 4 posts embedded in an existing slab at the east end of the Parks Maintenance Building that the propane tank sets on. These 4 posts can be sleeved and utilized for the installation of new post uprights.
2. There are 17 posts along the backside of the Maintenance Building that are along an area that’s not easily assessable. These posts can be sleeved as well as long as the final install is plumb and the post requirements meet the solicitation specifications.
3. There are eight posts noted as being in excellent shape installed on the top cap of an existing cinder block retaining wall. These posts may remain in place, simply install new chain link and all applicable components.
4. On the back side of the fuel pumps location, there are four posts noted as being in what appears to be rip-rap. These posts can be sleeved to utilize existing post bases and avoid difficult to impossible auguring as long as the final install is plumb and the post requirements meet the solicitation specifications.
Q4: Can you clarify where you would like the fence to be located behind the 114 and 115 buildings?
A4: The new alignment must follow the perimeter line as shown on the provided topographical map. This fence should contour the bottom of the hill or lower toe of the slope. NPS believes it is in the best interest of the Government to alignment the new fence below Buildings 114 &115: along the base of the hill to eliminated the need to run fence along what appears to be rip-rap shoring along the top side.
Q5: At the west end of the Maintenance Building where the power pole is, will NPS complete underground locates before the contract award date?
A5: Yes, NPS will have locates completed before the project start date.
Q6: Based off the aerial map that was provided within the solicitation, it appears that the perimeter fencing is approximately 1,500 feet in length, does that sound right?
A6: The maps have been provided to give contractors a Google Earth type image showing an outer perimeter so the contractor can make determinations the total linear footage. But as I look at the image, I would say that your calculation of approximately 1,500 feet seems about right.
Q7: Are the two locations supposed to have two different heights of fencing?
A7: No: Both locations will have the same height fencing which final height should be 96”.
Q8: How many cycles per day you expect the gate to be opened?
A8: Possibly 250 – 500 times per day
