About this file
This document contains questions and answers from a site visit for solicitation number 140P8422R0003 to replace a water supply main and access road at Drakesbad Guest Ranch in Lassen Volcanic National Park, California. The National Park Service is seeking a contractor to install a new 6-inch HDPE water supply main along a rehabilitated access road from the guest ranch to the water storage tank. The work includes supervision, labor, equipment, testing and supplies to complete the project specifications. Contractors shall reuse existing material where possible, cut and dispose of roots encountered during excavation, and remove up to 13 trees as flagged by the NPS. No disinfection of the water system will be required due to the lack of potable water from the Dixie Fire. The site visit is scheduled for May 11, 2022 and the solicitation is a Historically Underutilized Business Zone set-aside for HUBZone small businesses only.

Solicitation No. 140P8422R0003, Attachment No. 06
SOLICITATION NO. 140P8422R0003
REPLACE WATER SUPPLY MAIN AND ACCESS ROAD AT DRAKESBAD GUEST RANCH
LASSEN VOLCANIC NATIONAL PARK
PLUMAS COUNTY, CALIFORNIA
QUESTIONS AND ANSWERS RECEIVED TO DATE:
Q1: Where are the staging areas?
A1: The contractor may use existing parking areas and the horse coral for staging.
Q2: Will there be a Rock Clause?
A2: Currently there is no Rock Clause in the contract. The NPS acknowledges that subsurface conditions are not entirely known. If significant rock (i.e. boulders greater that 24 inches in diameter and competent bedrock) is encountered that would prevent the installation of the water main the contractor shall contact the engineer. In most cases it is likely that the adequate cover can be achieved by adding additional fill, rather than excavating rock. In generally the contractor should expect to encounter boulders up to 24 inches in diameter. Should the need arise to excavate rock it will be handled through a contract modification.
Q3: Are there restrictions on the County Bridge leading to the site?
A3: While the specifications require compliance with legal load restrictions in hauling of materials, NPS is in the process of obtaining this specific information and will post another update once the information is available.
Q4: What to do with the existing excavated material for the roadway?
A4: In general, the majority of the existing material should be reused as compacted aggregate subbase. Excavated boulders may be cast to the side.
Q5: Since there is no potable water due to the Dixie fire, is disinfection required?
A5: No, disinfection will not be required.
Q6: The specifications include section 33 13 00 and CLIN 0016 for Disinfecting Water Utility Distribution. Being that there will not be potable water on site during the project, please clarify if this will be required.
A6: No disinfection will be required
Q7: Please confirm that all trees shown on sheets 6-9 (13 total) will need to be removed and hauled off site as part of this contract.
A7: The plan shows 13 trees to be removed. This was our best estimate after the Dixie Fire. NPS will flag specific tress to be removed. Removed trees shall be cut and hauled off site. If the contractor is able to construct the road and watermain without removing the trees or significantly disturbing the roots they may be left in place.
Q8: Please confirm that all roots encountered during water line excavation can be cut and disposed of.
A8: Roots encountered from the excavation of water main shall be cut and disposed of.
