About this file

This document provides an amendment to a solicitation for water tank lining and repairs services at Lava Beds National Monument in Siskiyou County, California. The National Park Service seeks a contractor to drain an existing water storage tank, install a polypropylene liner to extend the tank's useful life and reduce water leakage, replace non-operational valves on outlet lines, and perform related work. The amendment answers bidder questions, clarifying that structural repairs are not required and patching will be limited, confirming testing will be the contractor's responsibility, and allowing the National Park Service to handle weekend sampling. The period of performance is September 5, 2022 to December 4, 2022.

WATER TANK LINING AND REPAIRS, LAVA BEDS NATIONAL MONUMENT, SISKIYOU COUNTY, CALIFORNIA.

This Amendment 0002 provides answers to questions received to date, as follows:

Q1: Please see sheet C4 note 4, also spec 334713 3.1 A,B,C these all make reference to repairing of the existing concrete. Depending on what kind of shape the existing concrete is in this could take a considerable effort. I am not sure there is enough information to quantify this. For bidding purposes how would you like to handle this?

A1: In general, we believe that the existing tank is in good condition. Previous dive inspection noted only minor deficiencies. Repairs will be limited to patching minor spalls

(generally less than ½" deep) and plugging minor leaks/crack perhaps from roots that may

140P8422R0002/0002 have grown through the joints. There will be no structural repairs of the tank. The scope is limited to removing any spalling or flaking concrete and patching any cracks/spalls with mortar. For planning purposes, the total patching area will unlikely exceed 100 SF, and potentially up to 250 LF for hairline cracks.

Q2: See spec 33 11 00- 6.4. Can you confirm the plant staff will be performing the bacteriological sampling and testing? I am assuming there is someone onsite already doing this, versus the general contractor.

A2: The contractor will be responsible for testing. Typically the contractor takes the samples and sends them to an independent lab.

NPS will likely take their own samples for confirmation.

Q3: Please confirm the thickness of the tank walls.

A3: Based on the record drawings, the exterior walls are 9 inches thick, and the interior partition wall is 8 inches thick.

Q4: The plans call for the contractor to take no fewer than 4 chlorine residual samples per 24 hours that the temporary tank is in operation.

Our work hours will be a typical workday of 7-5.

Please confirm the 4 samples can be taken between the normal work hours.

A4: Yes, they can be taken during normal work hours.

Q5: Regarding chlorine samples, what about non-workdays or weekends? Will we be required to send someone to the jobsite on the weekends to take water samples throughout the day? If the contractor provided the testing equipment to NPS staff, perhaps NPS staff could cover the sampling when the contractor is not on site. It would save a lot of money in the contract.

A5: Yes, NPS can take samples over the weekend as required.
