SOLICITATION NO. 140P8421Q0104
HYDROLOGIC STUDIES TO INFORM FUTURE ADAPTIVE RESTORATION
POINT REYES NATIONAL SEASHORE
MARIN COUNTY, CALIFORNIA
QUESTIONS AND ANSWERS RECEIVED TO DATE
QUESTION 1: Can you please clarify whether “install and rotate continuous water level recorders to evaluate current tidal connection to outer Fish Hatchery Creek and Tomales Bay, with measured water levels compared to available outer Tomales Bay tidal records. Each site would be monitored for a period of three (3) months during the periods of fall 2021, winter 2021‐2022, and early spring 2022" means to install staff plates at 3 locations and rotate 1 sensor around the 3 sites in those three periods (so each site captures 3 months of data), or install a sensor at each location so that data are captured for each of three sites for each of those 3, 3‐month periods (actually 9 continuous months at 3 total sites)?
NPS RESPONSE 1: The objective would be to capture one (1) month at each of the three (3) during each of the three (3) seasons, rotating the sensor around so each sites gets one month of monitoring during each season. Page 6 of the revised Statement of Work has been updated to capture this clarification.
QUESTION 2: The SOW states that the minimum content for the Technical Report should include “Results of the hydraulic modeling […] discussed and presented in a graphical format, particularly the expected changes in flow and sediment.” However, the SOW lists that “the contractor would create hydraulic models to simulate flow and sediment transport” under Task 7 which is an Option for NPS. Is NPS expecting that the contractor will build hydraulic and sediment transport models under Tasks 1‐5? Such activity has not been described in the scope for those tasks, only under Task 7.
NPS RESPONSE 2: Modeling is only included in the Option Line Item. Please disregard the earlier line referring to, "“Results of the hydraulic modeling […] discussed and presented in a graphical format, particularly the expected changes in flow and sediment.” Page 8 of the revised Statement of Work has been updated to note the deletion of this sentence.
QUESTION 3: Is the only way to access potential tide monitoring stations through the marshes, or will the contractor be able to access tidal areas of Tomales/lagunitas from other areas such as off Hwy 1 or SFD?
NPS RESPONSE 3: The monitoring stations that will be in the Giacomini Wetlands West Pasture are pretty much only accessible by marsh/foot unless you kayak up Fish Hatchery Creek from the north end, but if a station is installed in Lagunitas Creek, you can most easily access that by kayak or canoe from White House Pool County park near the corner of Bear Valley Road and SFD. Many people drop in kayaks at that location. For a larger boat with a motor, probably the closest launch point would be Millerton Point on east side of Tomales Bay, and then you would
Solicitation No. 140P8421Q0104, Attachment No. 09 motor up Lagunitas Creek. Lagunitas Creek can be very, very shallow within Giacomini, so tides and low water levels are a concern. Lastly, there may be one other kayak access point at the south end of the West Pasture near the 90‐degree bend of Lagunitas Creek, but it's not an established trail or launch point.
QUESTION 4: Pursuant to RFQ #140P8421Q0104, the Statement of Work (attachment 02) references a Figure 4; the graphics attachment (figure 03) does not include figure 4‐‐it has figures 1, 2, 3, and 5. Can you please provide us with that figure or let us know where it can be located?
NPS RESPONSE 4: Somehow in the final production of the RFQ, Figure 4, which was embedded in the document, was accidentally dropped out. It is provided here:
QUESTION 5: How firm is the 4 page limit on the technical scope?
NPS RESPONSE 5: It is acceptable if the technical approach does not exceed 6 pages in length.
QUESTION 6: Have any previous solicitations of any kind been issued for this project in the last 1‐2 years? (requests for statements of interest, etc.)
NPS RESPONSE 6: We recently advertised this opportunity via the GSA eBuy platform, and now are opening the opportunity to the SAM.gov platform.
QUESTION 7: We note that the scope of work is very specific but no available budget is provided in the solicitation materials. In order to design our approach to best meet NPS’s needs, would you be able to share a not to exceed budget (including optional items) that NPS has allocated for this work?
NPS RESPONSE 7: Unfortunately we can't share the actual budget but if you have any questions along the way that may help you in submitting your quote please let me know.
QUESTION 8: We are registered with SAM.gov but I cannot find a way to perform “Reps & Certs.” The provided pages in the solicitation make it very difficult to fill out the 52.212‐3 pages and include that with a response. Is a pdf form of this document available?
NPS RESPONSE 8: If you login to your company’s www.SAM.gov profile you may see that you have already completed the Reps & Certs section online, likely as part of your initial SAM.gov registration process. If your Reps & Certs are completed online within www.sam.gov, you do not need to fill out the fill out the 52.212‐3 pages.
QUESTION 9: Regarding Attachment 07, Experience and Past Performance form: What is the significance of the “Existing Commitments” section? Is NPS looking only for 2 existing projects, or the full portfolio of existing project commitments we have? If this section is intended to determine capacity to take on new work, how will NPS assess this without a more thorough understanding of our company and staff capacity?
NPS RESPONSE 9: This is a general form and that section is intended to provide a snapshot of your existing commitments.
QUESTION 10: Regarding Attachment 07, Experience and Past Performance form: What is the difference between the “Relevant Experience” and “Past Performance” sections? Can the same project(s) be used for both, assuming that individual projects both demonstrate relevant experience and past performance? Is NPS specifically looking for 3 relevant experience projects and 4 past performance projects (7 projects in total) or are these quantities in the attachment arbitrary? If so, is the a minimum NPS expects to see under each section?
NPS RESPONSE 10: Relevant Experience is your demonstrated experience doing a particular type of work, whereas past performance is utilized to conduct reference checks. Yes, the same projects can be used for both. As it states in the solicitation, "use as many copies of this form, or an equivalent, as may be required." As the form is optional yes, the quantities are arbitrary.
NOTE: Please refer to the instructions found on pages 18‐19 of the solicitation. This section provides a complete listing of everything you need to submit with your quote. Also refer to pages 42‐43 which outlines how we will evaluate your quote once received.
QUESTION 11: Regarding Attachment 07, Experience and Past Performance form: Generally, if we describe a project in Part II, Relevant Experience, should this project NOT be repeated in Part IV, Past Performance? To put the question another way, should we not repeat projects in multiple sections?
NPS RESPONSE 11: Relevant Experience is your demonstrated experience doing a particular type of work, whereas past performance is utilized to conduct reference checks. So, the same projects can be used for both sections.
QUESTION 12: Regarding Attachment 07, Experience and Past Performance form: For Part II, Relevant Projects, should the projects be ongoing, or can they be complete?
NPS RESPONSE 12: They should be completed. If you include any ongoing projects, make a note to that effect.
QUESTION 13: Regarding Attachment 07, Experience and Past Performance form: For Part III, Question 4, the largest contract in the past 3 years, is “largest” defined by contract amount ($)?
Does this need to be a federal contract, or can it be other?
NPS RESPONSE 13: Yes, defined by contract amount. This can be any contract with the Federal Government, other public agencies, or with private organizations.
QUESTION 14: Regarding Attachment 07, Experience and Past Performance form: Do you have a page limit for this section?
NPS RESPONSE 14: No page limit. As it states in the solicitation, "use as many copies of this form, or an equivalent, as may be required."
