C. Project Background:

The Bear Valley School is a one-room, wood-frame building in the simplified, Classical Revival style that was typical of much rural architecture from this period throughout the American West. The building has a moderately pitched, front gable roof, wide bands of unadorned trim, and simple drop wood siding. An enclosed porch with hipped roof is attached to the front (west) end and extends a few feet wider than the main building to either side in order to accommodate two water closets. Five double-hung, four-over-four light windows fill most of the south wall, while the north wall has one window of this design and two smaller awning [hopper] windows. The rear (east) end of the building has a single door offset to the north side which opens onto a poured concrete porch. The roof of the building consists of corrugated metal panels laid over the original wood shingles. The Bear Valley School has approximately 1,600 SF of exterior wall surface, 150 linear feet of roof eaves and gable overhangs. There are eight windows with protective shutters, two exterior doors and approximately 220 linear feet of casing and other exterior trim elements.

8. Oversized Vehicles: Oversized vehicles are defined as vehicles where the width of the vehicle or load exceeds one lane (i.e., beyond the center line of the paved road). Oversized vehicles must not exceed the clearances along the Park road corridor. Oversized vehicles will require an escort and drivers must avoid driving on the edges of the Park road. The Contractor is to notify the Contracting Officer of oversized vehicles, scheduled dates, and estimated arrival times at the park entrance; and the identity of who is escorting the vehicle (e.g., police, contractor, etc.). 2. Preservation of Natural Features: Prevent damage to natural surroundings.

a. Do not attach ropes, wires, guy lines, cables, or chains to trees or vegetation. Restore damaged areas and replace damaged trees, vegetation, and grass at no additional expense to the government. Note that all new vegetation and/or grass seed must be approved by the park resource management division to ensure only native species that are endemic to the park are used.

b. No parking or staging under valley oaks. Area will be flagged prior to start of construction. Temporary access only allowed for loading/unloading or building access.

3. Invasive Species Prevention: The introduction of non-native invasive species can threaten the park’s rare and endangered species or can create new populations of non-native species not traditionally found in the park. The Contractor is required to inform personnel, subcontractors, and vendors to thoroughly clean all vehicles, equipment, machinery, tools, supplies, and materials prior to packing / loading.

a. Exotic species can and will travel into the park on materials and equipment. Introductions of exotic species may cause untold resource damage and be very costly to address and may end up being irreversible. All materials and equipment brought into the park will be inspected and refused if it is not clean. We recommend using the term "pressure washed" to convey to contractors and vendors in advance the level of cleanliness that we require.

b. Vehicles, machinery, and equipment must be clean and free of debris PRIOR to entering the park.

c. Vehicles, machinery, and equipment must be thoroughly pressure washed and visibly free of mud, dirt, plant debris, frogs, frog eggs, insects and other debris. A hot water wash is preferred. Areas of concern include bumpers, grills, hood compartments, areas under the battery, wheel wells, undercarriage, cabs, and truck beds.

d. The interior and exterior of vehicles, machinery, and equipment must be free of rubbish and food. The interiors of vehicles and the cabs of machinery must be vacuumed clean. Floor mats will be sanitized with a solution of >70% isopropyl alcohol or a freshly mixed 10% bleach solution.

e. Vehicles, machinery, and equipment may be subject to inspection PRIOR to entering the park. Initial inspections are typically performed at the loading dock, point of origin, or at a designated location outside park boundaries.

f. Contact the COR at least 3 days in advance of park entry or delivery to arrange for inspections.

g. Vehicles, machinery, and equipment that do not pass inspection will be turned away.

h. Vehicles, machinery, and equipment leaving the park for any reason must be cleaned prior to re-entry into the Park and may require re-inspection at the Park’s discretion.

i. Vehicles, machinery, equipment, and materials remaining in the park over a 24-hour period must be inspected by the Park for invasive species. Any equipment staged at the site must be inspected by park staff for invasive species prior to entering.

j. In addition to visual inspection for plant debris, insects, soil, frog and frog eggs, testing for invasive ants is part of the inspection prior to entry into the park or at a predetermined location. To expedite the process, make sure vehicles, machinery, equipment, and staging areas used are clean as described in (b.) above.

k. Contractor base yards and staging areas inside and outside the park must be kept free of invasive pests.

l. Base yards and staging areas may be inspected for invasive pests at the beginning of the project or at any other time the Park deems necessary.

m. Pest control records may be requested anytime at the Park’s discretion.

n. Vehicles and equipment stored outside of a base yard or staging area, such as a private residence, should be kept in a pest free area. Such vehicles or equipment may be subject to additional inspection and will be turned away if infested.

4. Endangered Species: Endangered species are protected by Federal law. Obey all park regulations. Drivers must obey all traffic laws and watch for animals on or alongside road or at the jobsite. Contact Park Dispatch at: Sequoia Dispatch 559-565-3195 immediately if animal is hit or injured or will not move off the road. The following measures are required to minimize disturbance to endangered wildlife:

a. California Condor, California Tiger Salamander, and California Red-legged Frog are federally Threatened or Endangered species that occur in the park. Although it is unlikely that project activities would cause harm to any of these species, out of an abundance of caution, park staff will provide an orientation to Contractor and all workers before they begin work. Workers will be trained to recognize these species and will be instructed to stop work and contact park staff if any of these species are observed in the project area.

b. California Condors may be harmed when they ingest paint chips and other small objects. Staff will pay extra attention to catching as much debris as possible (with tarps, etc.) and cleaning the worksite at the end of each day. No paint chips, glass shards, nails, screws, nuts, bolts, or other small objects or debris should be left accessible to wildlife when the site is unattended. Work shall be conducted to ensure the work area is cleaned up at the end of each work shift so that loose tools, debris, and materials are not left out in a manner that could present a hazard to a listed species.

c. Bats ats may roost inside building walls, etc. Bats may be harmed when their roosts are disturbed. They are most vulnerable in winter when they are in torpor and temperatures may be too low for flight, and in summer when they are raining their young. To protect bats that may be roosting in the walls of the building, this project will be conducted in September-October when bats are least likely to be harmed by roost disturbance

d. All food and food-related garbage will be stored securely so that it cannot be obtained by wildlife. No food or food-related garbage will be left onsite overnight.

e. Noise and vibrations of equipment shall be kept to a minimum when working in the vicinity of a listed species.

f. Hazmat spill prevention protocols shall be employed when using gas-powered equipment.

g. Tarps shall be used to contain all paint chips and building debris from exterior surfaces that may fall to the ground.

h. Ensure loose nails and screws do not make it to the ground when working on exterior surfaces as these can be detrimental to listed species.

i. Ensure no standing water on tarps or other construction surfaces as this may be a breeding ground for mosquitoes.
