SOLICITATION NO. 140P8421Q0064

PAINT BUILDINGS AND UTILITIES STRUCTURES,

POINT REYES NATIONAL SEASHORE,

MARIN COUNTY, CALIFORNIA

SITE VISIT – JUNE 16, 2021

SITE VISIT SUMMARY:

A site visit was conducted on Wednesday, June 16, 2021 at 8:00 a.m. Participants met at the Parking Lot of Park Headquarters located at Point Reyes National Seashore, 1 Bear Valley Road, Point Reyes Station, CA 94956. After participant sign in, a brief introductory meeting occurred, after which participants walked up to the nearby work site. The paint condition from the street view of the buildings is in better condition than the back of the buildings.

QUESTIONS AND ANSWERS RECEIVED TO DATE:

Q1: Will govt. remove existing equipment around the building in order to gain access with equipment to paint areas that cannot be accessible with ladder?

A1: Yes, NPS personnel will removed existing loose materials, etc. stored adjacent to the building prior to start of contract work.

Q2: There’s birds nesting under the eave of the roof, will the govt. remove or will we have to wait until nesting season is over?

A2: The nests cannot be disturbed prior to the completion of nesting season, which is usually completed around July 31.

Q3: Do we need to caulk?

A3: Yes, the specifications have been updated to address this. Reference Specification Section 09 91 13.1.1.E.

Q4: Are we to power wash the buildings?

A4: Reference Specification Section 09 91 13.3.02, which reads, “Sandblasting is prohibited as is power washing of wood materials. Washing with detergent and scrub brushes, in combination with scraping, as described [within Specifications] is acceptable.”

Q5: Will the govt. require for contractor to power wash the entire building after lead abatement is completed?

A5: This will not be required. Surface preparation should be done to prepare the building for painting as noted in Section 09 91 13.3.02 of the Specifications.

Q6: Please provide HAZMAT REPORT for the painting.

A6: No hazmat report is available.

Q7: Will the govt. require the prime contractor to provide an abatement assessment if a hazmat report is not provided by govt?

A7: No.

Q8: Is lead present?

A8: It is assumed that lead is present. The Specifications are written to use the surface preparation method as if lead paint were there so there is no need for testing. If the contractor elects to test and can prove there is no lead (unlikely) they may dispose of it through normal channels. Otherwise, lead based paint must be disposed of properly and a hazardous waste manifest provided showing proper disposal in accordance with Specifications.

Q9: Are we to match the existing colors of the building for painting?

A9: Yes, the contractor is to match the colors and provide a sample to NPS for approval before ordering or applying any paints or coatings.

Q10: Will the govt. consider an elastomeric paint application in lieu of standard painting?

A10: The paints listed in Specification Section 09 91 13 are the paints that will be considered.

Q11: Please note that SOW calls for the removal of the flakey paint. If only flakes are removed, the new paint will show spots where the flakes were removed. Is this acceptable to the govt?

A11: The flakey paint is to be removed by scraping and sanding. Sanding should be done to feather the edges of the flaked paint so as not to be readily visible after painting.

Q12: Do we need to feather out the edges where the existing paint has peeled off?

A12: Yes, feather out smooth per specs, industry standard, to avoid loose paint coming off.

Q13: Do gutters remain unpainted?

A13: Yes; only paint what is already painted.

Q14: Do we paint the concrete portion at the base of the walls near ground?

A14: Yes, these areas must be painted. All areas that were previously painted must be painted.

Q15: Do we paint the roll up doors?

A15: Yes, these must be painted. All areas that were previously painted must be painted.

Q16: How do we handle deteriorated siding?

A16: Deteriorated siding is called out to be handled via option item (CLIN 0002), with 6 qty of 100 Sq Feet to accommodate quantities of deteriorated siding once known/quantified as work progresses.

Q17: Per SOW it calls for contractor to replace approximately 600 SF of siding. Will this be in one location or various locations within the building?

A17: The locations will be various locations on the building once known/quantified as work progresses.

Q18: Is this tongue and groove siding?

A18: Yes, most of it is. Different sides of the building have different siding styles. Replaced siding is to match what is there now.

Q19: What species of wood is used for siding?

A19: It varies, most is redwood.

Q20: Once siding is removed are we to install new supports/plywood or utilize existing backing?

A20: It is anticipated that only siding will be replaced.

Q21: During site visit it was observed that the north west corner of the building is damaged, are these repairs included within the original 600 sf of siding to be repaired?

A21: No, the roof repair observed at the site visit is not included with the option item for deteriorated siding. The solicitation has been updated to address this required work. See updated Contract Bid Schedule and updated Specifications – specifically Section 07 31 13. As such another separate option item has been added to the Contract Bid Schedule (CLIN 0003) to address this repair. Please be sure to use the revised Contract Bid Schedule and reference the revised Specifications incorporating this work when submitting your quotation.

Q22: There are areas that are missing fascia boards, are we to provide new fascia boards in the missing areas?

A22: The only area anticipated to replace fascia boards is the area of roof repair addressed in Optional Bid Item 0003.

Q23: There’s window trim that appears to be rotten, it is suggested for this trim to be replaced as it cannot be painted in the current condition. Please indicate if we are to replace this window trim around all windows and doors?

A23: Replacing widow trim is not a part of this contract.

Q24: Will this project require a Project Superintendent, QC Manager and SSHO or can 1 person be designated to serve as all 3?

A24: One person can be all three if one person can manage the workload for this size project.

Q25: Will contractor be allowed to work weekends in order to minimize impact to building users?

A25: Weekend work is not anticipated at this time.
