THE HISTORIC POINT REYES LIFEBOAT STATION

POINT REYES NATIONAL SEASHORE

MARIN COUNTY, CALIFORNIA

SITE VISIT – OCTOBER 19, 2020

SITE VISIT SUMMARY:

A site visit was held for the Prepare and Paint Buildings at Historic Lifeboat Station on Monday October 19, 2020. The meeting time and location was 8:00a.m. at the Park Administrative Headquarters. From headquarters, Paul Engel and Kevin Palo led contractors to the Historic Lifeboat Station on Drakes Bay. The site visit concluded by 10:00a.m.

QUESTIONS AND ANSWERS FROM SITE VISIT:

1. Confirm what windows on what buildings are included in the paint work and what windows are not.

Answer—The windows on the boat house and Officer-in-Charge Quarters do not require pretreatment or painting as part of this project.

2. Clarification on a scrapped and primed then painted finish or scrapped, primed sanded and finished? (Sanding and feathering all edges will be costly. Sanding and Feather will definitely create a more smooth and esthetically appealing look but not recommended with lead-based paint. Sanding lead-based paint will create an extremely more amount of labor to ensure the hazardous material does not flake into the ocean and environment.)

Answer—Please prepare your quote to include scraping, sanding and feathering edges as necessary to provide for a smooth finish.

3. May we provide two separate quotes one for Scrapped and Primed and one for

Scrapped and Prime Sanded?

Answer—No, please base your quote on the above clarification.

4. Can someone confirm the labor rate for the prevailing wage?

Answer—Please refer to Solicitation Attachment No. 04 (Wage Determination).

Depending on the labor mix the successful contractor chooses to complete the work, at a minimum we would expect at least the following labor rate to apply as found on page 35 of the Wage Determination:

Solicitation No. 140P8420Q0145, Attachment No. 07

5. Does the Park Service specific to this job have an EPA ID for the buildings? This will be needed to dispose of hazardous paint materials.

Answer—No, the park does not have an EPA number for this location.

6. Will we be able to put a job box onsite for all equipment and materials?

Answer—Yes.

7. Is power washing of the buildings permitted?

Answer—No, power washing is prohibited.

8. Will the vegetation at base of buildings be cut back prior to work?

Answer—Yes, prior to the issuance of the Notice to Proceed the park will remove vegetation encroaching on the exterior surface of the buildings that are to be treated.

9. Are bathrooms available on-site?

Answer—Yes, the Boathouse restrooms may be utilized by the contractor.
