Question & Answers:
Q1) 1.8 WARRANTY / GUARANTEE A. The Contractor shall warrant all materials and workmanship against defects to insure a watertight installation for a period of five (5) years from the date of final acceptance of the Work. Typically, on federal projects, they follow the FARS Code 52.246-21 (Warranty of Construction) which states 1 year warranty. However, the contracting officer has the right to make any adjustments/changes to the contract. Per our bonding agent, (we bond thru the SBA) the standard warranty for a contractor is one year, depending upon the project the bonding company will (consider) a two year bond, but not even the SBA will provide a bond for a project with a five year warranty.
Will NPS, consider/revise the warranty required to meet, Standard bond/warranties that are available (two year maximum)? Can NPS direct us to where ANY bonding can be found that allows a five-year warranty?
A1) The standard warranty is one year from the date of acceptance. The specifications will be updated in this amendment to reflect the change.
Q2): We are a (B) California Licensed contractor, or (subject matter expert) used to be the subject matter expert for our C-39 roofing subcontractor, We have not had to use/list or C-39 sub for some of our prior Historical State projects, that involved roofing, and we are not sure about projects with the NPS. The Question - Are we required to list/use a C-39 roofing contractor subcontractors license on this project. Note: Our subject matter expert, performs the actual work, regardless.
A2) Include copies of all California Construction Contractors licenses. A California license is required and contractors providing a license specific to this work, C-39, will be higher ranked.
Q3): Can we assume that the required, HPQA description,( PAGE 3 OF 26 - SPECIAL FACTORS] is part of the documents that need to be turned in, a minimum of 7 days before the site meeting, and are not to be submitted with the bid.
A3): That is correct. The HPQA is to be submitted after award as part of the required submittals at that time.
Q4): The specifications call for stainless Steel Box nails, Plywood substrate and or planking boards are to be re-secured using said nails as well as all new roofing shingles. Per the manufacture’s recommendations for Red cedar shingles (and most all others) recommends using a (Siding Nailer-Nail gun) and corresponding stainless-steel coil nails. The Question: Can we use the coil gun Nailer, as per the manufacturers recommendations or must we (hand nail) as per the specifications. Subsequent Question, Note, we are not sure how or if the manufacturer will view, noncompliance with the installation recommendations, when it comes to their warranty [ Senco SCN49SP Coil Nailer 1-1/4 to 2-1/2 #5J0001N] A4): Contractor shall follow manufacturer’s nailing recommendations to ensure continuity of warranty. The preferred method of shingle installation is hand nailing. At contractor's option, a nail gun may be used following approval of the contractor's methods by the COR. The contractor shall ensure that pressure on nail guns is sufficient for secure attachment without depressing surface of shingles and/or splitting existing (historic) board sheathing If nail guns are used Contractor shall provide mock-up of proposed attachment methods for review and approval of the COR. See revised Specifications, attached to this amendment.
Q5): Can bids be submitted with additional Historical experience data reference, or will bids with extra data sheets be rejected, Prior COVID plans developed, Historical Documentation Plan, Prior Historical Roof Photos, etc.
A5): Additional information will be accepted and evaluated.
Q6): Page 20 of the Scope, mentions something about their may be a [special warranty] required for the project. The question: Will there some sort of Special Warranty, required for the project outside of the standard roof manufacturer’s warranty, and general contractors warranty, If so, can you please provide details concerning same, so that we may insure that we can actually provide the required warranty, if any. (insurance and bonding companies would have to approve) A6): The standard warranty is one year from the date of acceptance. There will be no special warranty. The specifications will be updated in this amendment to reflect the change.
Q7): Is the existing Cedar Shingles on the structures, fire treated, which would require, special disposal fees, or is the existing roof on the buildings considered a (fire rated system) A7): If they were installed with fire treatment, they have not been maintained or retreated. Last re-roofing was completed around 1996. New shingles should be fire treated and park will retreat as required in future.
Q8): Can you identify the local waste management company for the area, as we understand it, Waste Management services the site, but they deny that they service the area.
A8): Waste Management is the current provider of solid waste removal for Whiskeytown NRA.
Q9): Will SWPPP be required?
A9): HPQA and Accident Prevention Plans are sufficient.
Q10): Will individual project work site fencing be required?
A10): The THHD is open to the public 24/7 at this time. Fencing will be required to provide a barrier between work areas and the public who visit. Fence will need to be secured with sandbags or other surface materials. No staking is allowed at Camden House. The Tenant House has an existing fence surrounding the house that the contractor can utilize and close off the driveway opening to prevent public access.
Q11): Is water service/active hose bid connection available or either of the project work sites [ Secondary Fire management back up plan/supplemental to fire extinguishers] A11): There are no active hose bibs at either location. I have no answers for any of the other questions.
Q12): Is there any known migratory bird, or bat habitats at the project locations that would affect the timeline, EG; Nesting seasons, Migratory seasons.
A 12): WHIS Wildlife Biologist says no.
Q13): Is the SOV, accounting, or scheduling required to be performed with a specific program, if so, please identify same.
A13): There is no required program for those submittals.
Q14): This project is a re-bid, it was cancelled as we understand it and put back out to bid, meaning that bids were opened, and thus as we understand it, available for public viewing The Question: Can we receive a copy of the prior bid results?
A14): Proposals are never available for public viewing per the FAR. The solicitation was never canceled, it was reopened to increase competition. After it closes and all quotations are received and evaluated, the government will release the number of offers received and the awarded contractor and amount.
Q15): The (Contract Price Schedule) listed columns do not align with the (B08 NSN 7540-01- 152- 8067) form. As it does not break down or list the same items as the Contract Price Schedule. The Question: Which one are we to complete? Can you confirm that we complete the (Contract Price Schedule) and leave the (C-D-E-F columns) blank on the (B08 NSN 7540-01- 152- 8067) form, or advise as to how we list the items contained on the B08 NSN form that are in the ( Contract Price Schedule) A15): Please complete the Quote Sheet in Attachment J01, Bid Schedule.
Q16): We could not find any DVBE requirement for the project. The question:
Is there a DVBE requirement for the project, what is minimum? Is there a bid preference percentage amount?
A16): This requirement is advertised as a 100% Total Small Business Set-Aside.
