*If possible please reference the names of these locations in the event of a call out rather than a street address to avoid confusion, as many of these locations may not have addresses and are much easier to identify by name to park personnel.
SCOPE
Whiskeytown National Recreation Area is seeking a contractor to monitor intrusion and fire alarm systems in 10 locations within the Recreation Area boundaries that Contain Artifacts, Evidence, Personal Records, Currency or Saleable Goods. The Recreation Area has recently installed 10 alarm monitoring systems that are all inclusive for Intrusion and Fire protection. So separate billed services for each incident should not be required.
BACKGROUND / INTRODUCTION
Contractor shall Monitor “Unlimited Zones.” The potential service proposed would be a “Do it Yourself” service with No Dispatch, meaning that if either an intrusion or fire alarm would trip at any location monitored under the agreement the Contracted Monitoring Service would communicate by phone to the designated “Owner” of the system and not call local law enforcement of fire authorities. As a federal agency we have Law Enforcement Officers who are required to respond to any calls related to these systems. This would most likely be either the Chief Law Enforcement Officer (CLEO) of the Park, or the Fire Management Officer (FMO), or both dependent on the nature of the alarm(s). Only one Phone number will be provided and is necessary to relay information to our authorities in the event of an incident.
The park would provide the contractor with that contact information and a few secondary contacts, if for some reason the primary contacts were non responsive, or out of the area. The contracted monitoring service should be capable of monitoring preinstalled systems that utilize a Honeywell “Lynx” touch model L7000 with LTE-L57V cellular communication system for Verizon Service, and have unlimited zone monitoring option via Cellular Interactive Monitoring – Alarm net TOTAL CONNECT 2.0.
OBJECTIVES
The park has recently installed all new security systems in buildings identified as locations containing “Sensitive” property, with that they are required under federal regulations (RM-9) to secure theses sensitive areas during non-operating hours. The areas monitored would be structures that would or could contain cash, checks, credit cards, weapons, confiscated evidence, case files, items of personal identification, sensitive government property, items of historical interest and of significant value that the park has the responsibility to secure under the Law Enforcement Reference Manual #9 aka (RM-9) order as required by the Department of the Interior. The selected contractor would be responsible for the monitoring of these locations and alert the key personnel as to the status of these locations if an alarm has been activated during your 24 hour 7 day a week monitoring of the agreed on locations within the contract.
TASKS
The park will also coordinate with the contractor prior to the targeted date of service to ensure that all 10 system locations are online and the contractor has complete visibility of all monitored systems in their location (meaning all system locations are identifiable on their monitoring systems and that test communication to park personnel are successful). This will involve sending over signed agreements that will include the Zone List, Call Person, Passwords, and any special protocols for how to handle alarm/troubles on the systems to be monitored. This will be supplied to the awarded Contracted Service at least 24 hours prior to these systems going “live”. Second, the day of (within 24 hours) going “live” your technician(s) will email over the MAC and CRC information for the LTE-L57V cards so they can be registered and they can be activated. Upon completion of the first steps our technician who will program the systems will call into central station to send signals and activate the accounts. The contractors programming team will provide confirmation when these are registered and ready to be activated. This may require several test sessions and fine tuning to assure that the park and the contractors monitoring hub are communicating accurately with no breaks in service. Please be sure to incorporate these initial testing and set-up costs in your final proposal before submission.
DELIVERY
Whiskeytown National Recreation Area Staff will be notified 1 week in advance of delivery. On notice of award contractor will begin planning to take over monitoring all systems by December 31, 2019.
GOVERNMENT-FURNISHED PROPERTY
Government will furnish Alarm Systems for contractor to monitor via Alarm Net Cellular interactive monitoring – TOTAL CONNECT 2.0 though Verizon communications
PLACE AND PERIOD OF PERFORMANCE
Monitoring of systems shall occur at the contractor’s Alarm monitoring facility, by their skilled and knowledgeable staff. NPS will perform all maintenance, inspections, upgrades, and troubleshooting of system on a case by case basis. A separate contact number will be provided to the contractor for use in the event that a mechanical, internal or communication failure has occurred within the installed alarm monitoring system at one of the 10 parks facilities monitoring systems. In addition, the park will also be responsible for responses with their appropriate personnel if/when alerted by the contractor of an occurring intrusion incidence or potential fire situation.
Period of performance: Approximately end of December 2019 – September 30, 2019, for the base year, and will be determined at the time of award. Up to two additional option years may be exercised at the discretion of the National Park Service.
