FINAL QUESTIONS AND ANSWERS:

Q10: Will the contractor be required to furnish builder’s risk?

A10: Yes, see Solicitation Section I.5 and H.3.

Q11: Will the contractor be required to furnish permits (none were defined in Section 1.8;B Potential Permits)?

A11: A search of the Project Specifications.pdf reveals that a Stormwater Pollution Prevention Plan and NPDES permit are required. As stated in the Solicitation, the Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any Federal, State and municipal laws, codes, and regulations applicable to the performance of the work.

Q12: Will the contractor be required to provide Archeological and Native American Monitors?

A12 No, the NPS will provide the necessary monitors.

Q13: Will the contractor be required to provide biologist (as per page 65; 3.f.i / Resource Protection)?

A13: No, the NPS will provide the necessary biological monitor.

Q14: We e-mail the bid bond, correct?

A14: Yes, proposals including required Bid Bond shall only be accepted through electronic mail addressed to Alanna_Gardner@nps.gov.

Q15: On the solicitation, Offer, and Award sheet; No. 2 it says type of solicitation is “negotiated”.

Is this not a hard dollar bid?

A15: The indication that this project is “Negotiated (RFP)” means FAR 15 policies and procedures apply vs. the indication of “Sealed Bid (IFB)” which would mean FAR 14 procedures apply. This is not a sealed bidding situation; it is considered a negotiated acquisition. Regarding pricing, you are required to provide your firm-fixed pricing on the Contract Bid Schedule.
