SITE VISIT SUMMARY SUMMARY:
A site visit was conducted on November 16, 2018, beginning at 10:00 am. The Tule Lake Segregation Center Jail was made available for inspection from 10:00 -11:30 am.
At 11:45 am, the Silver Storage Building at the Tule Lake Segregation Center was opened to view stored Government furnished equipment, and pictures were taken of some of the Government-furnished items the successful contractor will have to collect and restore and install. The site visit concluded at 12:30 pm.
QUESTIONS AND ANSWERS:
Q01: Will the schedule be cost-loaded?
A01: See Specification section 01 32 16 – Construction Schedule, page 1.
Q02: Lead to be RRP or EPA?
A02: Per the specifications, the RR&P is a document by the EPA and is referenced. In addition, there are a numerous other EPA and OSHA documents listed, both federal and state. See Specification Section 02 83 33 page 8, and page 11 para 3.2.A.1 and 2.
The contractor could conduct the lead paint abatement on site, or take the items to a controlled environment off site - the contractor must comply with the applicable codes and fill out the notification forms as applicable to their plan for addressing the lead. Refer also to Specification section 00 31 26 - Existing Hazardous Material Information.
Q03: Liquidated damages?
A03: No, liquidated damages do not apply.
Q04:Re: FSC Lumber – Section 06 10 00 paragraph 1.3.b.1 with paragraph 2.1.B call for the use of FSC certified lumber for this project. Is FSC certified lumber required?
A04: Yes – FSC certified lumber is required. FSC requirement is called out in the rough and finish carpentry sections for the repair of the wood stud walls, plus wood doors and window repairs.
Q05: Re: Paint Scope – Sheet A2.5 states that only specific items or areas are to be repainted, and the paint conservation specification only lists paint conservation at graffiti locations. Are areas that are shown as existing paint and not graffiti, to remain as is with no work? If work is required at the non graffiti existing paint areas, what is required?
A05: Yes, many surfaces are to remain as they are. Bidders should refer to the finish schedule on A2.5 for areas with (E) PT [existing paint] or PT [areas to receive paint] as well as the Interior Paint Finish Notes at the bottom of the schedule. In general recreated wall surfaces (admin. toilet rooms, showers) will need paint, and the east cellblock, cells #9 and #10 are also more restored.
Q06: Can NPS make available the sign-in sheet for the site visit that took place on November 16th?
A06: Yes, the sign-in sheet is available as an attachment to Solicitation Amendment 0001.
Q07: Does the NPS have photos of the existing bunks/beds and metal doors that you can share for bidding purposes?
A07: Yes, pictures from the site visit are available as an attachment to Solicitation Amendment 0001.
Q08: Is it possible to get an additional site visit for subcontractors? Would it be possible to view the government supplied items?
A08: Yes, this is possible, and there is availability any time next week (December 3 – 7, 2018). Please contact the CO directly at Alanna_Gardner@nps.gov or 415-464-5197 who can coordinate your visit with the Park staff.
Q09: Is the Historic Jail located on Federal lands? Is a California’s contractor’s license required or will being licensed in other states be sufficient, as is normally the case.
A09: This project site is located within the State of California, on lands that are administered by the Federal government through the National Park Service. This project site is located upon lands that are areas of “concurrent” jurisdiction, meaning the State of California has reserved the right to exercise, concurrently with the United States, all of the same governmental authority. As a result, State and local laws are applicable at the same time Federal law pertaining to the area also applies. The National Park Service has evaluated the effect of State issuance of a contractor’s license on any resultant Contract award and has concluded it will not unreasonably interfere with Federal functions. Consequently, the National Park Service does not object to the State’s exercise of the State laws and regulations regarding issuance of a contractor’s license to perform the work. Therefore, the prime contractor shall possess a current California Contractor State License classification such as “B” (General Building Contractor).
Note: This is a partial list of questions received to date. All questions received to date are under review and the answers to those questions will be issued via Solicitation Amendment as soon as possible.
