SOLICITATION NO. 140P8419Q0012, AMENDMENT 0005

CONSTRUCT ACCESSIBILITY IMPROVEMENTS AT

CLEM MILLER EDUCATION CENTER,

POINT REYES NATIONAL SEASHORE,

MARIN COUNTY, CALIFORNIA

ATTACHMENT 08 – SITE VISIT NOTES and QUESTIONS AND ANSWERS

(THROUGH FEBRUARY 28, 2019)

SITE VISIT SUMMARY SUMMARY:

A site visit was conducted on Wednesday, February 20, 2019. Participants met meet in the parking lot area of the Point Reyes National Seashore Headquarters/Administration Building, located at 1 Bear Valley Road Point Reyes, CA 94956 at 10:00 am, prior to driving out to the project site at Clem Miller Education Center. We arrived at Clem Miller Education Center at 10:20 am, and walked through the site. The site visit concluded at 11:30 am.

QUESTIONS AND ANSWERS:

Question 7 (Q7): Should we indicate a thickened slab and walkway (instead of typical 4 inches thick) for truck traffic at main parking lot?

NPS Response to Q7: Revise typical 4-inch concrete slab on grade detail at parking area to a minimum 6-inch thick reinforced slab with 12 inches deep haunches on open sides per detail; see Traffic Slab Section dated February 26, 2019, Att 09_P8419Q0012_Traffic Slab Section_2019- 2-28.pdf. Approximate area of revised slab is 288 SF at parking stall + 165 SF of 5-foot walkway for approximately 453 SF total; see attached marked up Site Plan (Att 10_P8419Q0012_Site Plan P-lot_slab_2019-2-21.pdf).

Question 8 (Q8): Will the site be closed to the public during the entire construction period?

NPS Response to Q8: After the site visit and internal discussion, yes. As such the contractor’s construction work shall be completed within the available period that the Clem Miller Education Center is closed to the public, which is from May 1, 2019 through June 15, 2019.

Since the Notice of Proceed (NTP) must be issued prior to ordering materials, the period of performance is increased from 30 to 45 days to account for longer lead time on certain materials (such as concrete) as called out as a concern at the site visit. It is anticipated that the NTP will be issued on or around April 15, 2019, to allow enough time for the successful contractor to order any required materials, and be able to mobilize to the site and begin site work on or soon after May 1, 2019.

Adherence to the schedule mentioned above is paramount, as contractor’s construction work needs to be complete prior to the Clem Miller Education Center opening up to the public from June 16-24 (staff training event on site for 25 people), and June 25 when a children’s summer camp begins at the site (with approximately 75 people).

Question 9 (Q9): What are the accessibility requirements for the site during construction?

NPS Response to Q9: See answer to Q8 above. The site will be closed to the public for the entire duration of the construction project. The on-site construction work must occur during this time of closure (May 1, 2019 through June 15, 2019).

Question 10 (Q10): What is the depth of existing AC pavement?

NPS Response to Q10: The depth was spot tested at the site visit by visual verification and also digging out a sample section during the site visit; contractors should bid assuming approximately

3.5 inches depth.

Question 11 (Q11): Confirm that excavated sub-grade must be reused and not hauled off site.

(SWS) What shall be done with any excess gravel from the parking lot, or excess soil material from walkway excavations?

NPS Response to Q11: Excess gravel from the parking lot shall be spread and graded on site within the parking lot. Excess soil material from walkway excavations shall remain on site and be used by contractor and NPS to grade adjacent to walkways and fill hillside at former timber retaining wall that will be removed by NPS.

Question 12 (Q12): Describe concrete requirement?

NPS Response to Q12: Design mix requires Fly Ash concrete per Paragraph 2.3(A). NPS COR will enforce the 90-minute discharge limit (Paragraph 2.3(G)) after batch time, and due to long hauling time recommends considering use of admixtures such as superplasticizer and retarder.

Question 13 (Q13): Is burlap the only means that can be used to cure the newly placed concrete?

NPS Response to Q13: No. See 033300, Paragraph 2.7.

Question 14 (Q14): Confirm that wire mesh must be placed in sheets, and that rolls are unacceptable.

NPS Response to Q14: NPS COR noted that 4x4 wire mesh (Paragraph 2.8) for 4-inch slab on grade in sheets is required vs rolls in order to locate accurate at mid-height of slab or higher.

Minimum wire size to satisfy temperature and shrinkage is W2.9 (6 gauge) for 4-inch spacing.

As such, Specification 033000, Paragraph 2.8 is revised as follows:

Reinforcement: Welded steel wire fabric, per ASTM A185, plain finish, in sheets only, 4 inch by 4 inch with W2.9 (6 gauge) for typical slab.

Question 15 (Q15): Is the patio slab, approx. 16 ft. x 22 ft. in plan, the same detail as typical walkway slab?

NPS Response to Q15: Yes, similar to new sidewalk slabs with maximum 1.8% pitch in any direction.

Question 16 (Q16): Will new concrete walkway south of cabin #1 require a new curb at east (uphill) side?

NPS Response to Q16: A new curb is not desired yet may be needed if determined by final grades. Project intent is new grading to eliminate the need for a curb.

Question 17 (Q17): Existing steps at buildings typically have a concrete foundation wall abutting the existing bituminous walkways. Will the new concrete sidewalk slabs require doweling to the existing foundations?

NPS Response to Q17: New sidewalk slabs should be doweled to existing foundations with # 5 rebars @ 24" o.c. Similar for existing slab on grade at rear of shower building. Drill and grout 15-inch long #5 rebars a min. of 5 inches into existing. Cementitious grout may be used instead of epoxy.

Question 18 (Q18): Will the NPS require independent testing of the concrete placement?

NPS Response to Q18: Yes.

As such, Specification 033000, Paragraph 1.1 is revised to add Part D as follows:

Concrete Testing and QA: An independent testing lab is required to take concrete cylinder samples and to observe field operations. Cylinders shall be tested for compression at 7 and 28 day of each casting over 5 cubic yards and greater. This is the responsibility of the Contractor at no additional expense to the Government.

Question 19 (Q19): What work is NPS (not contractor) responsible for?

NPS Response to Q19: NPS will remove the (E) timber fence, adjacent AC walkway, and rough grading to be completed by close of business on April 30, 2019. Also note that finish grading by NPS will be performed after completion of the contractor’s work under this contract. NPS is responsible for final grading of hillside once contractor is done and will use any excess material from contractor.

Question 20 (Q20): Confirm that all work done by NPS crews will be completed before the Notice to Proceed is issued.

NPS Response to Q20: NPS will remove the (E) timber fence, adjacent AC walkway, and rough grading to be completed by close of business on April 30, 2019. See Q8 above regarding timeline for issuing NTP around mid-April to allow contractor to order required materials to facilitate an on-site work start date on or soon after May 1, 2019. Also note that finish grading by NPS will be performed after completion of the contractor’s work under this contract.

Question 21 (Q21): Will the low hanging branches above walkway behind cabins be pruned?

NPS Response to Q21: Yes, NPS will have them reasonably pruned back prior to contractor arriving on site. NPS may also prune trees on access road coming in through gate as necessary.

Question 22 (Q22): Explain the work to be done on the Annex deck?

NPS Response to Q22: Refer to Plan detail on sheet 3 for extent of demolition.

Question 23 (Q23): Discuss Site Plan drawing?

NPS Response to Q23: Drawing #1, Site Plan, has an error of new concrete walkway not abutting rear slab of existing shower building. New concrete sidewalk shall be cast up to (E) shower building and be doweled to it as noted in a previous clarification (see Q17).

Question 24 (Q24): Regarding Option 1 (New Concrete Stairs and Landing at Main Building), confirm the existing footings are to remain in place. What should be removed and discarded from the two rear stairs?

NPS Response to Q24: The two existing timber decks and stairs shall be removed and disposed of with the square concrete footings also removed. The existing concrete foundation walls under the stairs may remain and used to dowel new concrete to. Note that heavy truck access will not be allowed near the stairs at back of building due to the presence of septic systems.

Question 25 (Q25): In back stair area behind main building, try to retain existing threshold?

NPS Response to Q25: Incorporate existing threshold into new work. NPS will provide a new threshold for door with missing threshold for contractor to incorporate into new work.

Question 26 (Q26): Is paint required on galvanized handrails?

NPS Response to Q26: The answer provided at the site visit was incorrect. See previous NPS response to this question via Amendment 0001 – Q3: “Yes, it is intended that the pipe rails be both hot-dipped galvanized (and touched-up with a zinc-rich primer as needed) before painting with a color to match existing dark red handrails.”

Question 27 (Q27): Where are potential staging areas?

NPS Response to Q27: Potential staging area is in on-site parking lot (which will be closed to public from May 1, 2019 through June 15, 2019). There is also a possible staging area on the right side of road leading to the Clem Miller Education Center before the Laguna parking lot;

this is where equestrians typically park their trucks and trailers during the dry season.

Question 28 (Q28): Can the contractor utilize an on-site container for storage?

NPS Response to Q28: Yes, in approved staging area near parking area as approved by NPS.

Question 29 (Q29): Confirm that existing split rail fence can be carefully deconstructed and reconstructed to allow for ingress and egress of construction equipment.

NPS Response to Q29: Yes, this is acceptable with materials to be reused as much as practicable.

Question 30 (Q30): In front area of main building, where is electrical line location? Where does feed come in and does it cross excavation?

NPS Response to Q30: NPS will meet successful contractor at site and relay the best known information; however, pot holing to verify is the responsibility of the contractor.

Question 31 (Q31): Will use of the site toilet facilities by contractor be allowed?

NPS Response to Q31: No, NPS requires that the contractor maintain portable toilet(s) on site for the duration of the project.

Question 32 (Q32): Will potable water and electricity at site be available for use by the contractor?

NPS Response to Q32: Yes, contractor may use water from hose bibs and incidental water from wharf hydrant upon coordination with the NPS at least 24 hours in advance. COR will put contractor in touch with park’s water crew as required. Outside electrical outlets may be plugged into for use of hand tools.

Question 33 (Q33): Is there any additional preference for Woman Owned Small Business (WOSB) concerns vs. Small Business concerns?

NPS Response to Q33: No, this acquisition is 100% set aside for Small Business concerns and WOSB do not receive any additional preference, other than being encouraged to participate as a small business concern.
