MARIN COUNTY, CALIFORNIA

ATTACHMENT 11 – QUESTIONS AND ANSWERS

(THROUGH MARCH 1, 2019)

QUESTIONS AND ANSWERS:

Question 34 (Q34): Concrete will take longer than 90 minutes from plant to job site. A concrete retarder will have to be used. Can the government please confirm this is acceptable?

NPS Response to Q34: Yes, use of a retarder is acceptable, however-as noted during pre-bid site meeting, the 90-minute discharge rule should be adhered to. Also see previously answered Q12.

Question 35 (Q35): Can concrete control joints be sawcut or do they have to be hand-tooled?

NPS Response to Q35: Control joints may be either hand-tooled or sawcut provided the cuts are made while concrete is still green, i.e. within an estimated 12 hours of casting.

Question 36 (Q36): Could the government please confirm if the contractor must use Sika-Flex, or another specified material, on the expansion joints to meet ADA requirements?

NPS Response to Q36: Use of an asphalt-impregnated filler is intended at slab expansion joints, however the contractor may submit a product with similar intent. ACI 302.1R, Paragraph 9.10 allows the use of polyethylene foam or similar materials.

Question 37 (Q37): Pressure treated lumber that must be FSC labeled or certified will have exceptionally long procurement times (8 – 12 weeks). This will not allow construction of wooden structures to be completed within the period of performance. Can the government please direct the contractor on how to proceed?

NPS Response to Q37: Due to long lead time, the requirement for new wood framing to be certified by the Forest Stewardship council (FCC), Section 061110, Par. 1.2(D) and 1.3, Part 2 (A), can be considered not applicable for this project.

Question 38 (Q38): I do not see any reference to us including new galvanized railings – as are on the current stairs – for the new stairways at the main hall. Shall we include new railings for that alt 1 work?

NPS Response to Q38: Alt 1 work (2 new concrete stairs at Main Hall) does not have new railings due to the low height of the landings above grade.
