Statement of Work:

Replace Olema Creek Fencing at Stewart Horse Camp

(revised March 13, 2018)

1. Background

The National Park Service (NPS) at Point Reyes National Seashore (PORE) has a requirement for the replacement of the Olema Creek Fencing at Stewart Horse Camp within the Park. The intent of the project is to reduce potential nonpoint source pollutant loading to waterways in the Tomales Bay Watershed.

This project will replace approximately 700 feet of fencing that has become extremely dilapidated along Olema Creek at Stewart Horse Camp. The new fence alignment will be 10 to 25 feet further setback from the creek than the current alignment based on changes in creek direction and orientation of the campground sites. The new fence will tie in to existing high line posts for the majority of the alignment.

The project will also add an additional 250 feet of fencing to the directly adjacent unnamed tributary to Olema Creek. The fencing will consist of 3-rail wood fence material. Several large high line posts for horses may be replaced by cutting off old posts at the ground and installing new posts, depending on new fence alignment. Approximately 50 old wood posts will be removed from the site and recycled or disposed of at the appropriate facility.

Construction is anticipated to be completed in spring 2018, no later than May 1, 2018.

2. Scope

This project is for the construction of new and removal of old fencing material at Stewart Horse Camp.

3. Objectives

A) Replacement of horse exclusion fencing as per the specifications in Attachment A. This will be met by completing the tasks outlined below in Section 4.0.

B) The construction of fencing will result in exclusion of horses and park users from Olema Creek and its unnamed tributary. This fencing will help reduce the potential for pathogen, nutrient and sediment delivery to the Tomales Bay Watershed.

4. Tasks

The following tasks shall be carried out by the contractor:

A) Preliminary site visit with PORE Project Manager to review the Statement of Work.

B) Construction of fencing according to specifications in Attachment A:

1) The contractor shall clean all vehicles, machinery and equipment prior to entering each site in a manner that will minimize the transfer of non-native plant materials. If equipment is taken off site during the construction period, it must be cleaned prior to re-entering a construction site.

2) The contractor shall meet with the PORE Project Manager prior to construction to ensure site access, understanding of construction layout and staging areas.

3) The contractor shall conduct daily to weekly (or more as deemed necessary by the contractor) check-in meetings by phone or at the construction site with PORE Project Manager to ensure specifications are being met.

4) The contractor shall conduct a check-out meeting with the PORE Project Manager to ensure that construction has met specifications set forth in this Statement of Work and during construction layout.

Mitigation and Avoidance Measures

• Sensitive Resources will be flagged by the PORE Project Manager and/or a PORE representative will be present on site to denote sensitive resources. The contractor shall avoid all sensitive resources as delineated by PORE.

• Work will not occur during periods of rain.

• No petroleum products, chemicals, silt, fine soils, and any substances deleterious to fish, amphibian, plant, or bird life will be allowed to pass into, or be placed where it can pass into the waters of the state.

• Operator will have emergency spill cleanup gear (spill containment and absorption materials) and fire equipment available on site at all times. All spills will be cleaned immediately and NPS staff will be notified of any such occurrence.

• Vehicles and equipment will be inspected regularly for leaks and repaired immediately. Major vehicle maintenance and washing will be done off site.

• If refueling of equipment is required, it will take place in a confined location within a developed area, at least 100 feet from any watercourse.

• Fence construction will be 'wildlife friendly' as per park specifications.

5. Delivery

The project deliverables are: 1) completion of fence construction at the Stewart Horse Camp that meets project specifications, and 2) removal of existing old fence posts, at less than or equal to the estimated cost. The project will be considered completed when all project components are completed to the satisfaction of PORE staff, in accordance with this Statement of Work.

Tasks (Section 4.0) shall be completed as follows:

Task Delivery

A) Preliminary site visit with Project Manager Within 10 days of contract award B) Construction of fencing and removal of old fence posts according to Statement of Work

Prior to May 1, 2018.

6. Government-Furnished Property

Government will provide information related to site access, location of fencing to be constructed, including GIS-based maps, and site review/marking. The PORE Project Manager will generally be available for site visits and access (if necessary) based on advance scheduling within hours of operation (Monday – Friday, 8 am to 4 pm).

7. Security

The PORE Project Manager will escort the contractor to the field sites prior to initiating construction.

Arrangements may be made with the PORE Project Manager by the contractor to access site without the Project Manager present.

8. Place of Performance

The work shall be completed at Stewart Horse Camp within Point Reyes National Seashore, Marin County, California. All other efforts, as applicable, shall be accomplished at the contractor’s facility.

If access is arranged without a PORE representative present, all construction traffic must leave gates as they were found upon arrival: open or closed. If gates were initially closed, do not leave gates open for later vehicles; close gates as they were found after each line of vehicles has passed through the gate.

9. Period of Performance

The contract shall be completed on or before the delivery dates specified in Section 5.0.

The Stewart Horse Camp may be in operation after March 31, which would require additional coordination with the camp concessioner for construction access and scheduling.

1. PRODUCTS

1. .1. WOOD POSTS AND BOARDS

A. Wood: All lumber shall be untreated redwood or cedar. Replacement with a similar decay-resistant wood must be approved by NPS project manager. Lumber shall be construction heartwood grade (“Con-hrt”). No sapwood products will be accepted. Seasoned lumber will be free from splits, checks, large loose or clustered knots, and other defects impairing strength. Posts shall be uniform and straight.

B. Post shall be a minimum 5-inch by 5-inch. Square posts are required. Boards shall be a minimum of 1.5-inch by 5.5-inch in cross-section and at least 8 feet long.

C. Fasteners: All fasteners shall consist of hot-dipped galvanized or stainless steel screws, at a minimum length 3 ½ inch. Torx (star) screws are required. Nails will not be accepted for fence work.

2. EXECUTION

1. .1. POSTS

A. Alignment: Posts shall be spaced 8 to 12 feet apart.

B. Wood Posts Set in Ground: Excavate to a minimum depth of 3 feet, so that the final height of each post after installation is 4-1/2 feet. Dig cylindrical holes and plumb with centers in true alignment and bottoms flat. All posts will be vertically leveled upon placement. Set posts centered in hole at least 6 inches larger in diameter than the diameter of the post. Backfill with excavated material or approved clean select material in 4 to 6 inch lifts up to ground level, tamping each layer. Mound backfill at top and smooth surface to blend with existing grade.

C. Power Driven Wood Posts: Use an approved power post driver. Replace all damaged posts.

2. .2. BOARDS

A. Fence shall consist of 3 boards attached to posts. Boards shall be attached flush to the flat face of the square post. The height of the upper edge of the top board shall be 48 inches from ground level. The bottom height of the bottom board shall be 16 inches from ground level. Gaps between boards shall be no greater than 12 inches.

B. Boards will be placed inside of posts towards the campground infrastructure to create a smooth interior surface for horses.

C. Screws shall be offset in order to prevent splitting of the post. Board joins shall be staggered if lengths of wood are twice the length between the posts.

D. Two screws minimum required per fastened side of each board at attachment point to post.
