About this file

This is a Questions and Answers document (Attachment 6) for RFQ 140P8326Q0054 issued by Mount Rainier National Park (MORA) for hazardous waste disposal services. The document clarifies and supplements information from the primary Request for Quotes and should be used to make pen and ink corrections to the RFQ where discrepancies exist.

Key clarifications include: (1) the requirement is set aside for small businesses only and will not be opened as unrestricted; (2) vendors do not need an active BPA or IDIQ to be eligible; (3) NPS will disconnect power from the hazmat container at Site 6 with one week notice required; (4) the government will consider equitable adjustments if post-award characterization of unknown waste contents differs materially from vendor assumptions; (5) the Chemical Storage Trailer weighs 22,000 lbs (11 tons); (6) vendors must assume sampling and analysis of all 21 transformers/electrical units for PCBs are necessary; (7) the asbestos-containing material condition is unknown, and contractors must handle abatement if necessary, removal, and off-site disposal; (8) a site visit occurred on 8/3/2026; (9) NPS will file the required Dangerous Waste Report with Washington Department of Ecology, not the contractor; (10) technical work plans are limited to five pages; (11) required insurance is $500,000 per person, $1,000,000 per occurrence, and $500,000 property damage with no additional pollution liability required; (12) pricing should be submitted as a lump sum with optional price breakdowns; (13) the acetylene tank count is 20 total (two 10 CF, six 40 CF, three 80 CF, nine 150 CF) located in Longmire and will be moved to Site 5 by the park; (14) spill cleanup details are provided in the SOW; (15) weather-related delays will result in non-compensable time extensions; (16) Wage Determination No. 2015-5539 for Pierce County applies; and (17) the park's EPA ID number is currently active with final determination on shipping waste under one EPA ID to be made prior to contract award.

RFQ 140P8326Q0054 Mount Rainier National Park (MORA) Attachment 6: Questions and Answers Hazardous Waste Disposal

Questions and Answers MORA Hazardous Waste Disposal The following are questions/answers that were brought up that supplement the Request for Quotes, and in some cases may provide some different information than what is stated in the Request for Quotes. Where there are differences, quoters shall make pen and ink changes in those sections of the Request for Quotes, with the information provided in this Question and Answer round.

1. We noticed that the solicitation is currently set aside for small businesses. We would like to inquire whether there is a possibility of opening the solicitation as unrestricted.

This requirement is for small business only, we will not be opening this solicitation as unrestricted.

2. I also wanted to confirm whether we would have needed to already have an active BPA or IDIQ in place to be eligible to bid on this solicitation.

Vendors do not need to be part of an active BPA or IDIQ to be eligible.

3. Regarding Site 6 - Longmire Treatment Plant: The hazmat container to be removed has an electrical meter and is hooked up to power, is the contractor is responsible for disconnecting the power?

The NPS will disconnect the power from the container prior to the contractor arriving on site. The park will need a lead time of 1 week notice prior to the contractor working on site.

4. Several inventory items are listed as "unknown" contents (for example, the 55-gallon drums at Kautz Creek and Longmire Gas House, and small containers at the Longmire HAZWASTE storage). Because this is a firm-fixed-price order, may offerors state pricing assumptions for these unknowns, and will the Government consider an equitable adjustment if post-award characterization shows a waste profile materially different from those assumptions?

Yes, the government will consider an equitable adjustment if post-award characterization shows a waste profile materially different from vendor assumptions

5. Attachment 2 lists the hazmat storage trailer weight as "TBD." Can the Government provide an estimated weight or total disposal tonnage/volume for planning, or should offerors price based on stated dimensions and their own estimates?

The Chemical Storage Trailer weight is 22,000 lbs (about 11 tons).

6. The inventory identifies roughly 21 transformers/electrical units as "possibly containing PCBs." Does the Government hold any existing test records or nameplate data for these units, or should offerors assume sampling and analysis of all units?

The government does not have any records that these transformers have been drained and/or previously tested for PCBs. Offerors should assume sampling and analysis are necessary for all units as part of the contract. If any of these units do contain PCBs, the contractor will be required to handle, dispose and report in accordance with applicable local, state, and federal regulations.

7. Regarding the asbestos-containing material (approximately 500 sq ft) at Tahoma Woods: is this material friable or non-friable, and does the scope include both abatement/removal and off-site disposal by the contractor?

The condition, packaging, and labeling of the asbestos-containing material (ACM) in the disposal container is currently unknown. Park staff believe the ACM was properly handled and packaged for eventual disposal, but this cannot be verified by the government until the container is opened and the contents examined. The scope does include the abatement (if necessary), removal, and off-site disposal by the contractor.

8. Given the multiple remote sites and seasonal access constraints noted for the Longmire wastewater treatment plant, will the Government make a site visit available to offerors, or provide additional site access details or photographs, prior to the quote deadline?

As stated in the solicitation, the site visit occurred on 8/3/2026.

9. Attachment 1 (Task 5) states that MORA will complete and submit the WA Department of Ecology Dangerous Waste Report, with the contractor providing supporting data. Please confirm the contractor's reporting obligation is limited to providing the GM/OI/P2/Tier Two data to NPS and does not include filing with Ecology.

This is correct; the government will be filing the required Dangerous Waste Report with the WA Department of Ecology.

10. The instructions request a "brief work plan" for Technical Capability but do not state a page limit or format. Is there a page limit or preferred format for the technical work plan?

Please limit work plan to no longer than 5 pages.

11. Please confirm the required insurance is the general liability specified in DIAR 1452.228-70 ($500,000 per person / $1,000,000 per occurrence / $500,000 property damage), and whether any separate contractor's pollution liability coverage is required.

Yes, insurance is as specified in the solicitation, no additional pollutions liability coverage is specified:

$ 500,000 each person $ 1,000,000 each occurrence $ 500,000 property damage

12. Given that the inventory contains several uncharacterized 'unknown' drums and liquid containers, how should offerors price the disposal of these items prior to testing? Will the Government establish a provisional or unit-priced CLIN for the disposal of these materials once characterized, or should offerors assume a specific waste profile for pricing purposes?

We are looking for a lump sum. You are welcome to also include a price breakdown but that is optional.

Testing and analysis of these unknown products is expected to take appropriate steps for handling and disposal.

13. Line Item 1 is structured as a single '1.00 AU' (Activity Unit) for the entire scope of work. To ensure an equitable evaluation and accommodate potential variations in waste quantities, will the Government allow offerors to attach a detailed cost breakdown (e.g., unit rates for testing, packaging, and disposal per drum/container) supporting this lump-sum price?

We are looking for a lump sum. You are welcome to also include a price breakdown but that is optional.

14. Regarding the requirement to contain and clean up spilled hazardous materials in the Longmire Wastewater Treatment Plant HAZMAT storage unit, could the Government provide the estimated volume, chemical composition, and physical footprint of the active spill to allow for accurate labor and material estimation?

Yes, these are listed in the SOW: Sodium Fluoride, three (3) 25 lb bags; Diatomaceous earth, approximately three (3) 50 lb bags; and Calcium Hypochlorite (chlorination tablets), one (1) approximately 5 lb disintegrated container.

15. Given the severe weather conditions and potential seasonal road closures at Mount Rainier National Park, how will the Government handle delays to the 250-day period of performance caused by weather-related site access restrictions? Will non-compensable excusable delays (time extensions) be granted?

Weather delays may include restricted access to areas in the park and/or the closure of park roads. The park will notify the vendor as far in advance as possible of pending winter weather that may impact accessibility; road closures are typically determined 12-24 hours prior to actual closure.

Yes, the government will allow for non-compensable time extensions if needed.

16. The solicitation notes that the Service Contract Act (SCA) applies. Could the Government provide the specific Wage Determination (WD) number applicable to this location, and clarify if there are preferred labor classifications (such as Environmental Technician or Hazardous Waste Handler) for the on-site crew?

See “Attachment 5: Wage Determination Pierce County” Wage Determination No. 2015-5539, dated 5/13/2026. The government is not specifying labor classification.

17. For Factor 2 (Relevant Experience) and Factor 3 (Past Performance), are there any specific page limits, formatting constraints, or past performance questionnaire (PPQ) forms required, or should this narrative be submitted as part of the standard PDF/Word quote?

See “Attachment 4 Relevant Experience and Past Performance Form”

18. For the asbestos bin; Will the parks department be able to supply any of the asbestos sampling/survey reports for disposal purposes? Also does the Parks department want to keep the bin for future accumulation?

The park does not currently have records about the asbestos types, sources, etc. contained in the asbestos bin. The government would like the current asbestos bin to remain in the park.

19.On the solicitation; Site 4 there appears to be roughly 20 acetylene tanks, however during the site walk we only saw 2 total acetylene tanks. Can you please confirm the acetylene tank count?

The park has a total of 20 acetylene tanks for disposal: Two 10 CF, six 40 CF, three 80 CF, and nine 150 CF. These are all located in Longmire and will be collected by the park and moved to Site #5 prior to work beginning on the contract.

20. Will all of the regulated waste be shipped under the same EPA ID number, and do you know if it's currently active?

The park’s EPA ID number is currently active. Prior to award of the contract the COR and Project Lead will determine if the regulated waste can or cannot be shipped under the same EPA ID number.
