About this file
This document contains a site visit record and Q&A details for a tree removal project at Minidoka National Historic Site (NHS) in Idaho. The Contracting Officer (CO) has approved an extended performance period through December 13th. Strict environmental and archaeological preservation requirements are specified, including:
Contractors must work exclusively from the canal road, with no ground disturbance permitted. Construction mats will be allowed in a small 2' x 2' area where the canal road meets Hunt Road to facilitate safe vehicle egress. An archaeologist must be present when establishing the road edge, and sensitive cultural areas will be pre-flagged. The project allows on-site chipping of removed trees, with the chipper and truck required to remain in tandem on the canal road. The Jerome County Transfer Station has been identified as a potential disposal site for the tree materials, and is open Monday-Saturday from 8:00 am to 5:30 pm.

Questions from site visit and other questions for tree removal project at Minidoka NHS.
Can we extend the period of performance please, we need more time?
Yes, the CO will adjust the end date for the period of performance to December 13th.
Can we work from the north side of the tree stands?
We are avoiding all ground disturbance, so there will be no working from the north side of the tree stands. They will need to write their proposals with the understanding that all vehicles and large equipment need to always stay on the canal road at all times.
Can we create a wider access road?
The road will not be widened, but construction mats will be allowed on the west side of the canal road where it meets Hunt Road in the 2’ x 2’ area to allow for safe egress onto Hunt Road. Mats (AKA surface shields) need to be substantial enough to prevent ground disturbance from heavy machinery driving onto Hunt Road from the Canal Road. The road is extremely narrow and the turn radius onto Hunt Road is restricted. The mats will be needed to allow the larger vehicles to safely turn west onto Hunt Road. Sensitive cultural features are located near this location and will be flagged to ensure that vehicles do not inadvertently disturb them. We need to protect the historic landscapes and any undiscovered sub grade artifacts, so an archaeologist must be present when the road edge is established. We will also pre-flag sensitive areas along the road that we want everyone to be very cautious around.
The closest disposal site we can find is about 45 minutes away from the unit and wanted to ask if you know of a disposal site that is closer to the unit?
Could we chip and haul the material? That might be quicker for us than trying to haul the trees whole. We called the local transfer station, and they can take the material.
They can chip the material on-site provided the chipper and truck are in tandem on the canal road.
