The following are questions/answers to supplement the Statement of Work in the solicitation, and in some cases may provide some different information than what is stated in the Statement of
Work. Where there are differences, quoters shall make pen and ink changes in those sections in the Statement of Work with the information provided in this Q and A.
QUESTION 1: What are the working days and times allowed in the contract?
ANSWER: Section 011100, Part 1-1, F, allows for the work hours of 7am to 5:30pm
Monday through Friday. Any changes to these days and timeframes must be pre-approved by the Contracting Officer’s Representative (COR).
QUESTION 2: Section F of the solicitation says the period of performance is 45 days, but page 1 of the SF-1442 says 120 days.
ANSWER: The period of performance is 45 days.
QUESTION 3: Portions of the vegetation on the south side of the Chief Factors House are touching the painted surface of the building. How should this be approached?
ANSWER: The NPS will either remove vegetation completely or tie-off vegetation to allow for contractor to paint behind.
QUESTION 4: Are the walking surfaces (stairs & decking) on the Chief Factor’s House included in the scope?
ANSWER: No. Only previously painted surfaces are included in the scope, so decking and stair treads are excluded.
QUESTION 5: Is the fence in front of the Chief Factors House included in the scope?
ANSWER: Yes.
QUESTION 6: The Scope of Work references a fire watch. Can this person also be a painter?
ANSWER: Section 015100 Temporary Facilities, Part 3-4 includes general language for the protection of NPS facilities, with the intent of ensuring contractor operations are well managed and maintained by assigning a capable and qualified person to these responsibilities.

QUESTION 7: The non-functional wheelchair life on the east side of the Chief Factors
House may obstruct painting. Can this be moved?
ANSWER: Yes, the NPS will attempt to remove the obstruction prior to painting.
QUESTION 8: Can contractors have a designated laydown area for storage of equipment?
ANSWER: Yes, Section 011100, Part 1-3, C states materials storage is allowed and will be designated by the COR. For ladders and smaller painting equipment, this will be on the north side of the Chief Factors House. For larger equipment such as trailers and vehicles, this will be on the south side of the reconstructed Fort.
