About this file

This document is a set of Questions and Answers related to a Request for Quote (RFQ) for Septic Pumping Services at North Cascades National Park for Fiscal Year 2024. The key details are:

The RFQ is for routine septic pumping of vault toilets, septic tanks, and portable outhouses in the Skagit District of the park. There is an incumbent contractor, CINEMA SEPTIC, but the current contract value is not provided. Pricing is requested on a per-gallon basis, with no separate quote needed for portable toilets. The base period is one year with four option years. The government estimates the total annual value will not exceed $20,000, but this is not a guarantee of the minimum or maximum. Vendors are to provide pricing based on the information in the solicitation, as the government will not provide specifics on tank sizes or volumes. Questions cover topics such as barge weight limits, incumbent status, pricing structure, and contract duration.

RFQ# 140P8324Q0039 North Cascades National Park FY24 Septic Pumping Services

Vendor Questions and Answers:

Q1: Is there a weight limit on the barge that is needed for the additional locations at the south end of Ross Lake?

A1: There is no weight limit on the barge getting across Diablo Lake to the haul road that leads to the South End of Ross Lake.

Q2: Is there is a current incumbent or is this is a new requirement?

A2: There is an incumbent for this service.

Q3: The instructions state, "On lump-sum-priced line items, provide the total price only. If no specific line item exists for a portion of the work, include the costs in a related item." However, the provided pricing grid only shows "price per gallon". Which pricing are you expecting, lump sum pricing, or price per gallon pumped?

A3: Please provide price per gallon.

Q4: Also, for the Additional location at the South End of Ross Lake , it says "The loads from Ross lake should be estimated out as a separate charge due to the logistical challenge of crossing Diablo lake and working with Seattle City Light in the scheduling...". If pricing is per gallon, could we just use the same provided grid and label it accordingly?

A4: Yes, use the same provided grid and label it accordingly.

Q5: Can I also get the tank sizes for the locations that is needing services.

A5: We are asking for price by the gallon, so the information in the solicitation and attachments should be sufficient to provide a responsible quote.

Q6: Are you able to provide the volume for all vault toilets and septic systems in order for us to quote the most fair and accurate pricing possible?

A6: We are asking for price by the gallon, so the information in the solicitation and attachments should be sufficient to provide a responsible quote.

Q7: Is there an incumbent contractor? If so, what is the incumbent contractor's name?

A7: The incumbent is CINEMA SEPTIC

Q8: If under contract, what is the current per-gallon rate?

A8: We do not provide current pricing

Q9: The solicitation Bid documents state a Base Year and 4 options. However, page 9 of 13 states the following:

"52.217-9 Option to Extend the Term of the Contract. (MAR 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within at any time prior to expiration of current contract period (i.e. base period or option year); provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 15 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed three years. "

A9: The clause has been corrected via amendment. It is a base plus four years. You can find the corrections on sam.gov

Q10: In the Statement of Work (SOW), states that the Offeror needs to provide a separate quote on "portable toilet for project work or special events separate charge estimate should be bid on..." The current price sheet does not have an area for this separate pricing. Please advise.

A10: Since we are asking for price per gallon, no separate quote is needed.

Q11: Our company is interested in this opportunity, is there an incumbent?

A11: Yes, there is an incumbent.

Q12: Can you disclose the incumbent or refer the award notice?

A12: The incumbent is CINEMA SEPTIC.

Q13: In the price schedule, it is mentioned that the amount should not exceed $20,000 for the base year.

To clarify, you are requesting approximately 43 septic tank pumpings, scheduled once a month, for less than $20,000 a year. This seems a bit far-fetched considering the scope of work involved. Could you please provide further clarification on this requirement?

A13: There is no statement for monthly pumping in the SOW, there is however this statement “Coordinate schedule for all pumping evolutions with the Contracting Officer’s Representative (COR) or NPS point of contact provided.” This clearly indicates we will inform the vendor when pumping is needed. Also, In accordance with FAR clause 52.216-21, Requirements, the gallons pumped per year is estimated; this estimate is not a guarantee and payment will be made for the actual number of gallons pumped. The definition of requirements is “only when necessary”.

Q14: Is there currently an incumbent, and if so, what is their name, contract number, and the current contract value?

A14: The incumbent is CINEMA SEPTIC. We do not provide the contract number or contract value.
