About this file
This document is a set of clarifications for Solicitation #140P8324Q0035 to rehabilitate the Peck Residence Well in Olympic National Park. The solicitation requires drilling, installing, developing, and testing a new 6-inch cased and screened residential well up to 100 feet deep. Key details include:
The existing 61-foot well has been running dry during late summer months, so the purpose is to install a deeper well for year-round water access. The target production capacity is 5-10 gallons per minute. The new well must be constructed to Washington state well code standards. The solicitation requires the contractor to furnish a payment bond within 10 days of award, and a performance bond if the award exceeds $150,000. Responses to vendor questions are provided on topics such as electrical service, well location, construction standards, and replacement of an existing chemical metering pump.

Attachment E: Clarifications
Clarifications for Solicitation #140P8324Q0035
This document provides clarifications to Attachment A, Project Specifications, and Attachment B, Drawings, based on queries submitted during the solicitation phase and/or raised during the site visit. The responses are incorporated into the contract.
1. Sheet C1 Note 1 says to replace a 30 amp breaker with a 30 amp breaker to feed the new pump house. The sub panel in the pump house is 100 amps. Do we want to feed the new pump house with 30 amps or 100 amps?
The existing pump house uses a 100 amp panel fed by a 30 amp circuit from the main house to meet the existing well pump, treatment equipment, and building electrical needs.
This has been sufficient for the need, and we anticipate replacement in kind for the new pump house. However, contractor shall verify sizing based on final pump house components and notify the Contracting Officer if a 30 amp circuit is insufficient or unacceptable for other legitimate reasons.
2. Sheet E1 has pictures of the existing house panel and meter. Where are these located on the house?
The photos shown on sheet E1 are the meter on the exterior wall and the panel on the interior wall, both located in the center of the north wall of the residence, adjacent to the back door. See yellow cloud in the image below for approximate location of the exterior meter and interior panel.
3. Is there a log for the existing well?
Yes, a copy of the original 1979 well log is located at the end of Section 02 41 00 Demolition & Abandonment.
4. How far away is the new well’s proposed site?
We anticipate locating the new well approximately 35 feet north-northeast of the existing well, at least 100 feet from Kestner Creek. Exact location is flexible based on well driller’s preference for site access and setup.
5. What is the reason for decommissioning the existing well?
In 2022 and 2023, the existing 61-foot-deep well ran dry during the late summer months (approximately late July – September). In 2022, the park was able to lower the well pump to the bottom of the well and maintain some level of flow to the residence. In 2023, the water table dropped below the bottom of the well, and there was no access to water. The purpose of this project is to install a deeper well so that a good supply of water can be accessed on a year-round basis.
6. Does the well have to meet a certain production standard?
Per Section 33 21 00 Water Supply Wells, paragraph 1.3 A., the water supply well performance capacity target is 5 to 10 gallons per minute.
7. Are there any minimum construction standards?
The new residential well shall be constructed in accordance with Washington Administrative Code (WAC) Chapter 173-160 Minimum Standards for Construction and Maintenance of Wells. Section 33 21 00 Water Supply Wells contains additional minimum requirements for well construction.
8. What is the model number of the existing Iwaki Walchem metering pump?
The existing chemical metering pump is model EWB15F1-VC. However, the Walchem EWB15F1-VC pump is now obsolete and was replaced by the EWB16F1-VC pump, which has a new head and diaphragm design. Both the EWB15F1-VC and the EWB16F1-VC have the same specifications of 1.0 GPH, 105 PSI, digital input, PVC/CE/FKM, 3/8" OD, 115 VAC.
9. What bonds are required for this project?
Per item 13.b. on Standard Form 1442, an offer (a.k.a. bid) guarantee is not required. Per Section H.2 of the solicitation, the awardee shall furnish a payment bond within 10 days after contract award. A performance bond will also be required should award exceed $150,000.
