Questions for Security Patrol Services Fort Vancouver National Historic Site Solicitation 140P8323Q0014

1. What is the extent of the building inspections, site, electrical checks, maintenance issues listed in the contract?

a. Exterior only?

b. Exterior and Interior inspection?

c. Start and End of Shift only or periodic?

Answer: Exterior only. If there’s an indication of a problem (including but not limited to: open doors, broken windows, audible alarms, or other obvious indications of issues) further action to be taken, such as looking around, calling the Vancouver PD, etc. Each listed building, lot, and gate to be visited periodically throughout shift as indicated in the inspection schedule.

2. Is overnight parking permitted in the waterfront parking lots?

Answer: No.

Please note, there are some nuances with city streets that should be understood. 5th street, for example, runs though the park but is City of Vancouver property. There are periodic unsanctioned vehicle campers along 5th, however this is not technically under the NPS (or this contract’s) purview. We work with City of Vancouver to address.

3. Is the Pearson Air Museum included in this contract?

Answer: Yes, Pearson Air Museum is included. The address is 1115 East 5th Street.

4. Is there layered monitoring of the physical security environment to detect (a) internal improper or unauthorized activity (b) external improper or unauthorized activity? (Alarms & cameras) If there is a security camera system, is it monitored 24/7 or recorded for review?

Answer: All buildings with the exception of Buildings 752, 410 and 993 have a commercially monitored intrusion alarm. Intrusion into any of these buildings should trigger an audible alarm and a call to a monitored dispatch who will contact either park personnel or Vancouver PD. The park visitor center has a camera system that is not actively monitored. It is recorded for and available for review for appx 10 days.

5. Is there access control- structural separation between public and private areas?

Answer: There is limited exterior private area in the park. The park, including park grounds, is closed at night, so any unauthorized* presence within the park at night is occurring in a “private” area.

* There are several buildings included in this contact that are occupied by Federal Agencies and who have employees that are welcome to be on site 24 hours/day. It’s not common but can and does happen.

6. Are there guidelines in place for the transient population?

Answer: No. During open hours all are welcome to visit the park as long as park guidelines are followed.

During closed hours incursions onto park property is trespassing.

7. Do you currently have in place "Deter” features to discourage attempts to access secure facilities?

Answer: No

8. Is there a defined process to deal with physical security violations? Are sanctions imposed for security violations?

Answer: The City of Vancouver has a concurrent jurisdiction agreement with Fort Vancouver (meaning Vancouver PD can enforce City and Federal (park) regulations on park property. Vancouver PD should be called as appropriate.

9. Is there any additional security needs for special events throughout the calendar year?

Answer: No. The park will communicate when there are events that will potentially impact the Security Contract, or where an awareness would be helpful.

10. Are we providing fire watch services as well?

Answer: No. Each building listed is equipped with a monitored fire detection system. However if the security contractor sees a building on fire, we’d appreciate a call to 911 just to be sure.

11. Based on past security company or site staff experience, do you have the average time it takes to complete a to-standard security check of the site?

Answer: We estimate that a thorough check of all listed buildings, gates, and lots, accomplished by vehicle drive by and on foot where appropriate, takes less than one hour.

12. Based on past incidents, what are your specific security challenges at this site? Break-ins, theft, unauthorized camping? How often do these events occur?

Answer: Past incidents include illegal camping (waterfront lots, building porches, in vehicles throughout site), car break ins, a building break in, general after hours trespassing). Incidents are relatively rare.

13. Inspections are required throughout the night, 7 days a week. You all DO NOT NEED a security officer there for the whole 12 hours, correct?

Answer: Correct. The patrol frequency indicated in the SOW is what is needed, not a continuous 12 hour presence.
