About this file
This document provides questions and answers to supplement the Statement of Work for Solicitation Number 140P8323Q0005 for conservation treatment of glass negatives from Ebla for the Department of the Interior National Park Service Pacific West Region. The solicitation seeks conservation treatment services for museum plate glass negatives located at the Marblemount curation facility in Washington. Per the questions and answers, the conservation firm does not need to be located within 150 miles of Marblemount, but the art courier service delivering the materials must meet National Park Service staff within 150 miles of Marblemount to receive the materials for shipping. The estimated cost of transport doubles if the courier service includes coming to the Marblemount facility directly due to its remote location. As an alternative, materials could be transferred to the courier service at their nearby metropolitan facility or another point within 150 miles of Marblemount to allow for a simple day trip by National Park Service staff to deliver the materials.

Solicitation (Request for Quotes) No. 140P823Q0005
Attachment 5, Question and Answer Round 1 (9/13/23_
Conservation Treatment to Museum Plate Glass Negatives, EBLA
The following are questions/answers to supplement the Statement of Work in the solicitation, and in some cases may provide some different information than what is stated in the Statement of
Work. Where there are differences, quoters shall make pen and ink changes in those sections in the Statement of Work with the information provided in this Q and A.
Question 1: Refer to Attachment 2, Statement of Work, Section 4.3, Material Transportation
Responsibilities which states “The Contractor will be responsible for arranging transportation of the materials to and from their facility via a bonded fine art courier service using a dual-driver shuttle truck with climate control and air-ride.
The transfer point for the materials must be within 150 miles of Marblemount, Washington.
What is the definition of transfer point? Does the conservation facility need to be within a 150-mile radius of Marblemount? NEDCC is over 3k miles away.
Answer 1: The conservation firm doesn't need to be within 150 miles of the curation facility. The art courier service delivering the materials from NPS custody to the conservation firm's custody needs to meet an NPS staff person to receive the materials for shipping within 150 miles of the curation facility. When I was pricing out art handling/shipping services for this project, the estimated cost of transport doubled if I had the service include coming out to the Marblemount facility because it's so far away from a city. If I offered to bring the materials to the art shipping service's facility in a nearby metropolitan area, then the cost was greatly reduced. The art shipping service hired by the contractor could also identify another point along their consolidated route for the materials transfer as long as it's within 150 miles of Marblemount (to allow for a simple day trip by
NPS staff to deliver the materials).
